II. Discussion Items
1. Draft Ordinance regarding Parking District for Discussion
The City Attorney presented a draft ordinance for discussion in regards to creating
parking districts to allow local business or residents the ability to purchase parking
passes to allow overnight parking. Staff is recommending a special parking district
for the Good Fortune Drive/Peninger Road area. The proposed ordinance would
create rules under which any such program would operate. In order to establish a
parking district subject to these rules, the Council would adopt separate ordinance
designating parking districts. She explained that the recommended fee would be $25
for an annual permit. Each business could be issued the permits to use as needed,
they would need to renew annually. The Council would need to agree on the annual
fee and how many parking permits each business can be issued.
City Manager Chris Clayton stated that this recommendation is not intended to be a
revenue source and we are not in favor of creating a specific parking fund. Any
revenue income would go into the general fund.
There was discussion regarding the special district concerns and that the council is
not in favor of creating or renewing special districts unless there are actual issues in
that area. We have not seen the issues that were present on Good Fortune Drive last
summer after the fires. Some members would prefer to have a new overnight parking
signs installed rather than designating districts.
Consensus: Council was in favor of creating a parking district code but not
designating a specific district. They would like to wait and see if there is a similar
issue this year. The first step would be to create the ordinance so that we can then
create districts if necessary.

2. Central Point Cemetery - Draft Municipal Code and Rules and Regulations
Discussion
Park Planner Dave Jacob explained the city has been considering taking possession
of the Central Point Historical Cemetery. Staff is ready to propose rules and
regulations for the operation of the cemetery. The proposed model used is similar to
that of the City of Ashland. The discussion included guidance as to cemetery
maintenance and a prioritized plan for improving cemetery conditions.
Oversight of the cemetery will be the responsibility of the Parks and Recreation
Commission with review by the City Council. The day-to-day operations will be the
responsibility of a cemetery manager who will ensure that the cemetery functions in a
manner that meets all required standards. The cemetery no longer sells plots but will
have burials. At this point we are unsure how many plots are available for burials and
it would be the responsibility of the owner of the plot to prove they have access to it.
Most of the records do not exist as to who the owners are.
There will be fees associated with burials but we have not determined what the costs
will be at this time. Once we take jurisdiction of the property, we will begin to create
accurate records of plots with the information we have and onsite visits. We believe
the cemetery to be at least 90% full.
Mr. Jacobs explained the state requirements in regards to historical cemeteries. We
will have guidelines for monuments and markers to make sure they are consistent
with historical cemeteries. We hope to take possession of the property in July and
will have regulations approved by the Parks and Recreation Commission and City
Council at that time. We plan to have a volunteer program for citizens and family
member to help maintain the plots and areas within the cemetery.
Conclusion: The Council would like to proceed with the jurisdictional transfer of the
cemetery and take the recommended rules and regulations to the Central Point
Parks and Recreation Commission.
