A RESOLUTION TEMPORARILY CANCEL/POSTPONE NONESSENTIAL PUBLIC
MEETINGS
RECITALS:
A. Multiple cases of Coronavirus (COVID-19) have been detected in the state
of Oregon, with at least two identified cases in Jackson County.
B. The Governor of the State of Oregon has declared a state of emergency
relating to COVID-19 in the State of Oregon.
C. COVID-19 was declared a pandemic by the World Health Organization on
March 11, 2020.
D. The City desires to reduce the risk of the spread of COVID-19 to better
protect its employees and the public cancelling or postponing all non-essential public
meetings until April ___, 2020.
The City of Central Point resolves as follows:
Section 1. The City Manager is hereby authorized to cancel or postpone all non-
essential City commission and committee meetings as well as task forces and City
events effective immediately through April ___, 2020.
Section 2. The City Manager is further authorized to extend the cancellation or
postponement of such non-essential meetings through May 31, 2020, if the City
Manager deems such cancellation or postponement to be in the public interest.

A RESOLUTION TEMPORARILY STAYING ENFORCEMENT OF DEFAULT
UTILITY BILLS
RECITALS:
A. Multiple cases of Coronavirus (COVID-19) have been detected in
the state of Oregon, with at least two identified cases in Jackson County.
B. The Governor of the State of Oregon has declared a state of
emergency relating to COVID-19 in the State of Oregon.
C. The foregoing circumstances have resulted in closed schools and
businesses.
D. CPMC 13.04.120 authorizes the City to discontinue any City
provided water service in the event of unpaid charges for water service or other
charges or assessments that the CPMC authorizes collection for discontinuation
of water service.
E. The City desires to alleviate the hardship or suffering caused by
this state of emergency, particularly for families hardest hit by reduced
employment by temporarily staying enforcement of unpaid utility bills through
water service curtailment and late fees.
The City of Central Point resolves as follows:
Section 1. For a period of 60 days following the date of this Resolution, the
City shall not discontinue water service under any of the circumstances
described in CPMC 13.04.120(A).
Section 2. For a period of 60 days following the date of this Resolution, the
City shall not impose a fee for providing turn-off notices and for discontinuance of
service under any of the circumstances described in CPMC 13.04.120(A).

A RESOLUTION TEMPORARILY CLOSING CITY HALL TO THE PUBLIC
RECITALS:
A. Multiple cases of Coronavirus (COVID-19) have been detected in the state
of Oregon, with at least two identified cases in Jackson County.
B. The Governor of the State of Oregon has declared a state of emergency
relating to COVID-19 in the State of Oregon.
C. COVID-19 was declared a pandemic by the World Health Organization on
March 11, 2020.
D. The City desires to reduce the risk of the spread of COVID-19 to better
protect its employees and the public by closing City Hall to the public until April ____,
2020, but may be extended further.
The City of Central Point resolves as follows:
Section 1. The City Manager is hereby authorized to close City Hall to the public
effective immediately through April ___, 2020.
Section 2. The City Manager is further authorized to extend the closure of City Hall in
two week increments with written notice to the City Council.
Section 3. The City Manager is directed to post such closures on the City’s website,
and at City Hall.
