January 11, 2011, commencing at 6,44 p.m.
Present were Chairman Herb Farber, David Painter, Sam Inkley, Jr., and Larry Martin.
Eric Snyder ~~d Jeff Pfeifer were absent.
Also in attendance were '1'azn Huztrphrcy, Cozuxnuziity Development Director, Connie
Clone, Community Planner, Stephanie Holtey, >siaodplain Coordinator, az~d Didi 'l'hoanas,
Planning Secretary.

Larry Martin made a motion to approve the minutes of the July 13, 2010 meeting. David
Painter seconded the motion. All members said "aye". Motio~i passed.
David Painter made a motion to approve the irinutes of the October 12, 2U1 U xnccting.
Sam Inkley, Jr. seconded the motion. All members said "aye". Motion passed.

There were no public appearances
Stephanie Holtey, Floodplain Coordinator, explained that with the adoption of a new
rlood Insurance Rate Map (CIRM), code amendments are-being required lsy FEMA in
order for the City to maintain-compliance with the National Flaad Insurance Program.
Stephanie reviewed some of the basic terminology and definitions used in conjiuictioir
wish tloodplain managerncnt. She added #hai there were some fairly significant impacts
to the community with the advert of the new flood snap. Martgagc lenders will be
requiring flood insurance with rates based un risk. Communities will be required to
update and enforce flood dfunage prevention regulations in order to avoid laxge sanctions
for non-wmpliance. In addition, we {the City) would run the risk of being suspended

from the program for failure to adopt the new orciindnce and comply with new
rc~~lations.
Griffin Creek north and south of Taylor Road arc the areas most v«lnerable because the
floodway has increased substantially in the.5e areas. At the present time, various
mitigation options are being considered. Better data, Stephanie said, has created these
changes and Toni Humphrey, Corrtcnutaity T3evelopment Di~•ector, added that tlsere is
more impervious surface and runoff' than there used to be. In addition, the ability to do
more refined planning is better.
Stephanie explained further that staff has made eve,•y effa~•t to bring various sections of
the code together in oxcier to obtain consistency between the dilkerent sections of code.
Adapting a revised Flood Insurance Rate Map is referenced in CPMC Chapter 8.24.Ofi0
which incorporates new Sta#e model code fozxnatting anti language, provides reference to
building codes, adds and refixaes definitions and adds nevi= sections. The City has also
revised the fence wde standards, has provided a reference to stream setback. requirements
in C`.haptcr .17.60.090, added drainage provisions that refer to public works standard
specifications and has added a compensatory storage requirement.
Cry summary, the revised map will become effective on May 3, 201 l . Code changes must
be in effect by that date in order to avoid sanctions. l;food insurance roquircrncnts will be
based nn the new map, and there are many properties that will experience changes in
flood risk. The City of Central Point has at#empted to mitigate impacts to residents
through a variety of actions and work will continue on these mitigation efforts.

Ivlr. Humphrey advised that appointments to an ad hoc TCM committee would lie made
at the City Council mooting on January I3, 2011.

Mi•. Hut~~phrey stated that the Cit1=was reviewing landscape ideas for the proposed water
storage reservoir located next to Don Jones Park on V4~. Vilas Road and that a site plan
would be ft~rthcoming. David Painter requested that Mr. Humphrey check into the
absence of rumble strips on the westbound section of ~~J. Vilas Road in the vicinity of the
park.
