II. Discussion 1. 2020 US Census Presentation Michelle Maher from the U.S. Census Bureau stated that she will be our contact person for the 2020 Census which is beginning preparations now. She thanked the Council for allowing her to be here today. She presented a hand out with details of the types of funds that the different jurisdictions receive depending on the census counts. Oregon received $13,452,034,877 in financial assistance using data from the 2010 Census. It is important to count every individual in the country. Every household will have the option of responding to the census online, by mail, or by phone. Nearly every household will receive an invitation to participate in the 2020 census from either a postal worker or a census worker, 95% of households will receive their census invitation in the mail, 5% will receive their census invitation when a census taker drops it off. Some households may not receive mail at their physical location such as households that use PO boxes or areas recently affected by a natural disaster. Less than 1% of households will be counted in person by a census taker, instead of being invited to respond on their own. We do this in very remote areas like parts of northern Maine, remote Alaska, and in select American Indian areas that ask to be counted in person. Most households will receive an invitation in the mail March 12 - 20, 2020 and will have the option to respond online, by mail, or by phone. They plan to work with the U.S. Postal Service to stagger the delivery of invitations over several days. This way they can spread out the number of users responding online, able to provide help over the phone if necessary. There will be a system in place to send out a second reminder at the end of March if we have not had a response, and a final reminder will be sent at the end of April before we follow up in person to every household that has City of Central Point City Council Minutes August 19, 2019 Page 2 not responded. There will be 9 questions on the 2020 Census. 1. Population Count or number of people living or staying in the household. 2. Owner/Renter 3. Phone Number 4. Name of each person living in the house 5. Sex of each person living in the home 6. Age and Date of Birth in order to verify this person was not counted twice 7. Hispanic, Latino or Spanish Origin 8. Race 9. Relationship of each person President Trump suggested that a Citizenship question be used to create statistics about our population. This suggestion was challenged in court and failed. There will not be a Citizenship question on the 2020 census as of this time. Responses to the 2020 Census are safe, secure, and protected by federal law. Answers can only be used to produce statistics and they cannot be used against you in any way. Title 44 of the U.S. Code allows the National Archives and Records Administration to release census records only after 72 years as public records. In 2010 the U.S. Justice Department determined that the Patriot Act does not override the law that protects the confidentiality of individual census responses. Mr. Clayton stated that we will be hearing from Ms. Mahar again with updates as the census gets closer. We all have her contact information if any questions arise. 2. Island Annexation Update City Manager Chris Clayton explained that Senate Bill 92 relates to annexations zoned for residential use. The SB allows for an incentive to annex property with the option to delay taxes for up to 20 years. The City Council may wish to review options for Island Annexations under the new SB. It may be an incentive to the property owners to annex into the city where they already get city services and may be subject to forced annexation if they are not included with their own terms. He explained specific locations where we have County Islands in the city. We have in the past done a forced annexation of property on Vilas Road next to Don Jones Park. This property is now fully annexed into the city and is zoned for residential use. We can now apply our Municipal Codes and enforcement. Council showed interest in more detailed information for the properties that make the most sense to annex. They are interested in Table Rock Road and the true County Island areas. Staff can research these properties for Consent to Annex agreements and return to Council in the fall. Ill. Adjournment The Study Session for August 19, 2019, was adjourned at 7:06p.m.
