HomeMy WebLinkAboutArts Commission Minutes 5-6-10Central Point Arts Commission Meeting Minutes May 6, 2010 MEETING CALLED TO ORDER The meeting was called to order on Thursday, May 6, 2010 at 6:30 p.m. ROLL CALL Arts Commission members in attendance were: Chairperson Kent Brown, Vice-Chairperson, Debbie Williams, Louis Colosimo, Robert Reid, Rick Moody Parks & Recreation Department Staff in attendance were: Jennifer Boardman, Parks and Recreation Manager; Sarah Garceau, Recreation Coordinator; Special Events and Marketing; Shelly Brown, Parks and Recreation Support Specialist MINUTES This was the first official meeting for the Arts Commission. There were no previous minutes to approve. CHANGES TO THE AGENDA No changes to the agenda PUBLIC APPEARANCES No public appearances BUSINESS ART PROJECT PRESENTED BY PLANNING DEPARTMENT Dave Jacobs, of the Central Point Planning Department, John Galbraith and Debbie Saxbury appeared on behalf of the Central Point Beautification Committee to present several preliminary concepts for beautification of the E. Pine Street overpass. They presented several designsand asked the Arts Commission to consider these concepts and return their opinions and feedback to the Beautification Committee as soon as possible. Oregon Department of Transportation is open to listening to design concepts but the final design must be re-usable should the bridge ever need to be replaced or require major structural work or repair. ARTS COMMITTEE APPOINTMENTS The Arts Commission Board members elected Kent Brown as the Commission’s Chairperson. Louis Colosimo made the motion and Debbie Williams seconded the motion. All were in favor. The Arts Commission Board members elected Debbie Williams Vice- Chairperson of the Arts Commission. Louis Colosimo made the motion and Robert Reid seconded the motion. All were in favor. VII. MISCELLANEOUS ORDINANCE 1930 (JENNIFER BOARDMAN) Jennifer Boardman reviewed the current ordinance number 1930 pertaining to the establishment of an Arts Commission. The Arts Commission will present the rules of procedure to the City Council within six months of establishment for adoption by resolution. Jennifer presented the Arts Commission Board with the Governing Rules for Arts Commission and asked for feedback from the commission on changes to the Governing Rules. Debbie Williams moved to adopt the Governing Rules with one change to paragraph 2a, where the word “hold” (first word “hold” listed in sentence) should be removed so that the entire sentence reads correctly. Louis Colosimo seconded the motion. See attached governing rules adopted by Commission? BUDGET UPDATE (JENNIFER BOARDMAN) Jennifer Boardman advised the commission the starting budget for the Arts Commission is $3,000 which will be available on July 1, 2010. Arts Commission Board members should keep this in mind while setting future project goals. WORK PLAN (JENNIFER BOARDMAN) Jennifer Boardman presented the Arts Commission Board members with an example work plan. There was discussion about what types of projects the Arts Commission should choose to focus on. The Arts Commission decided they will meet again on May 13, 2010 with sub-committees to brainstorm goals. VIII. ADJOURNMENT Adjournment of the Arts Commission meeting was unanimously made at 8:00 p.m. All were in favor. Parks and Recreation staff will email the Arts Commission members the possible dates for the next Arts Commission meeting. The date shall be determined after a general consensus from the Arts Commission is received.
