III Tent.PLANNING COMMISSION RESOLUTION NO. c~~5~ A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN FOR PHASE III OF FOREST GLEN SUBDIVISION (Applicant: Crown West Developments} (37 2W 11A Tax Lot 1804} {37 2W 11D Tax Lot 100) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT AS FOLLOWS: Section 1. Nature of Application. This is an application for approval of a tentative plan for a 48-lot subdivision in an R-1-6 district of Central Point, Oregon. The Planning Commission reviewed the application and tentative plan at a public hearing on April 5, 1994. Section 2. A royal Criteria. The criteria for approval of this application are found in CPMC Chapter 16, relating to tentative plans and subdivisions, and in Chapter 17, relating to zoning and lot sizes. Section 3. Findincs and Conclusions,. The Planning Commission finds and determines as follows: A. Tentative Plan Requirements. The application and tentative plan herein are in the correct farm and contain all at the information required for the same under CPMC Chapter 16.10. B. Area and Width of Lots. The subdivision lots average 7,490 square feet and all meet the R-1-6 district lot size requirements of 6,000 square feet for interior lots and 7,000 fnr corner lots found in CPMC 17.20.050. The minimum width requirements of CPMC 17.20,050 are also met, with interior lots at least SO feet wide and corner lots at least 70 feet wide. C. Blocks and Streets. The tentative plan proposal for the layout and dimensions of streets and blocks is in compliance with the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 16.24 regarding blacks. Section 4. Conditional A royal. (040794} EXHIBIT "A " PUBLIC WORKS DEPARTMENT TENTA TIVE PLAN CONDITIONS FOREST GLEN NO. III 1. All structures shall have roof drains, area drains, and crawl spaces with positive drainage away from the structure and drain lines connected to a curb drain, or an approved storm sewer. The developer shah provide the necessary storm drainage improvements and lot grading to assure that all streets, lots, and all properties will drain properly. The developer shaft submit a grading plan with the construction drawings and perform such grading and drainage improvements which satisfies this drainage condition leaving only minor grading required far each lot during house construction. 2. The City's Engineer shall, at the cast of the developer, evaluate the strength of the native soils and determine the street section design in accordance with the Public Works Department Design Standards. The City's engineer shall use the following street design criteria: Street Name Avera e Dail Traffic % Trucks Forest Glen Drive 2544 VT/D 2% All other Streets 2540 VT/0 2% 3. The construction drawings for this Tentative Plan shall include a Street Lighting Plan and a Traffic Control Plan in accordance with the requirements of the City of Central Point Public Works Department. Clear vision area shall be shown on the construction drawings according to design requirements in the City's Public Works Standards. The developer shall pay for all casts associated with the design and installation of the improvements specified on these plans. 4. Indicate on the Final Plata 1 foot access control strip at the ends of Fairfield, Pittview, Marilee, Coachman Drive and Forest Glen Drive. 5. The construction drawings shall indicate type size and location of water mains and fire hydrants in accordance with the City's public works standards and the recommendation of the City's Fire Chiefi. ~ 6. The developers engineer shall design the sewer system to serve the development of this tract and all future developrr~ent south and west of this tract extending all the way to the intersection of Bursell Road and Beall Lane. 7. The developer shall construct an adequately sized storm drainage system to provide for runoff onto the subdivision property and from each lot. As a part n# the construction of the improvements for this Tentative Plan, the Developer's Engineer shall provide a complete sec of drainage calculations for sizing the storm drainage system for this development. The W_ ~~ F.xiiibit "A" -Page Two Developer shall cause this information to be submitted to the Public Works Department at the time construction drawings for the Subdivision are submitted to the Public Works Department for permits for construction of the Storm Drainage improvements. 8. The developer shall secure the necessary right-af-way south a{ this development to provide for the connection of the proposed alignment of Marilee with the existing Marilee right-of- way. Minimum curve radius at centerline is 100 ft. The developer shall construct a City approved barricade at the proposed south end of Marilee an this development. 9. If the connection ofi the $" water line proposed to serve this development with the 12" water line proposed far f=crest Gfen Phase IV does not occur be#ore prior to completion of the work proposed as part of this tentative plan, the developer shall construct ar provide for construction of the 12" water line through Phase IV. 10. The Developer shall modify the Development Plan to consider any changes made prior to this Tentative Plan and any proposed changes for future phases. Other conditions could be required if such changes result in intensifying the use ofi property above what the original Development Plan indicated. 1 1 . Driveways for lots located at Pubfic Street intersections shall be located on the construction drawings according to design requirements in the City's Public Work Standards. 12. A temporary turn-around shall be installed on Fairfield Circle to be designed according to the City's Public Works Department requirements. 13. The developer shall construct the future 36" storm drain in Coachman Drive or Looking Glass Way, and not between lots. Also the storm drain between Marilee and Coachman Drive shall not be constructed between lass 104 and 105, but instead an adequately sized storm drain in Marilee shall be constructed to take its place. 14. Install bus turnouts for bus stops to be located according to Rogue Valley Transit District requirements. If additional right-of-way is required, the developer shall provide the right-of- way necessary to construct these turn-outs. 3G
