A RESOLUTION GRANTING APPROVAL OF ,A TENTATIVE PLAN
FOR PHASE TV OF FOREST GLEN SUBbIVISION

HE TT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT AS FOLLOWS:
Section 1. Nature of A licatian. This is an applicatian
far approval of a tentative plan for a 42-lot subda.visa.an .i.rz axy.
R-2 district of Central Point, Oregon. The Planning Commission
reviewed the application and tentative plan at a public heaxirzg
on April 5, 1994.
section 2. Approval, Criteria. The criteria for approval of
this appla.cati.an are found in CPMC Chapter_ 16, relating to
tentative plans and subdivisions, and in Chapter 17, relating to
zoning and lot sizes.
~~cf~_i~n 3. Findings and Conclusions. The Plan.ni.ng
Commission finds axad determines as follows:
A. Tentative Plaxz Recruirements. The applicatian and
tentative plan herein are in the correct form and contain all of
the information required far the same under CPMC Chapter 16.10.
B. Aroma and Width of Lats. The subdivision lots average
8,215 square feet and all meet the R-2 district lot size
requirements of 6,000 square feet far S_nterior Lots and 7,000 for
car_ner lots found in CPMC 17.24.050. The minimum width
requirements of CPMC 17.24.050 are also met, with in,teriar lots
at Ieast 60 feet wide and corner lots at least 70 feet wide.
C. Blocks and streets. The tentative plan proposal for the
layout and dimensions of streets a.nd blocks is in compliance with
the requirements of CPMC Chapter 16.2{1 regarding streets and CPMC
Chapter 1.6.24 :regarding blocks,
S_~c~ian 4. Conditional Ax~proval. The applicatian for
tentative plan approval for Forest Glen Subdivision Phase TV is
hereby approved, subject to the conditions listed on Exhibit "A"
hereto, imposed under authority of CPMC 16.10.090, and subject
also to the following:

sewer. The developer shaft provide the necessary storm drainage improvements and iot
ctracfing to assure that all streets, lots, and all properties will drain property. The developer
shall submit a grading plan with the construction drawings and perform such grading and
drainage improvements which satisfies this drainage condition leaving only minor grading
reclraired for each lot during house construction.
?_. Tk,e City's Engineer shalt, at tha cast of the developer, evaluate the strength of the native
sails and determine the s#reet section design in accordance with the Public Works
Department Design Standards. The City's engineer shall use the fallowing street design
criteria:

3. The construction drawings for this Tentative Pian shall include a Street Lighting Plan and a
Traffic Control Plan in accordance with the requirements of the City of Central Point Public
Works Department. Clear vision areas shall be shown on the construction drawings designed
to meet the City's Public Works Standards. The developer shaft pay for aft costs associated
witf~ the design and installation of the improvements specified on these plans.

5. The construction drawings shad indicate type, size and location of water mains and fire

E3. The developers engineer sl~all design the sewer system to serve the devetopment of this
tram and all frtture development south and west of this tract extending all the way to the
intersection of 13ursell Road and Bea11 Lane.
1. ~i~he developer shaft construct an adequately sized storm drainage system to provide for
rt,naff oroto the subdivision property and from each lot. As a part of the construction of the
frx~{,roverr,ents for this Tentative Plan, the Developer's engineer shaft provide a comlalete set
ref cirainr,ge calculations for sizing the storm drainage system for this devetopment. The
tar.=.veloper small cause this irafnrmation to be submitted to the Public Works Department at
the tirt~e construction drawings for the Subdivision are submitted to the Public Works
t?ei~artrr~ent for permits for construction of the Storm Drainage improvements.

~. T#7e construction of this development shall include the street Subgrade, street base rock,
street pavincT, street fighting, traffic control and defiineation improvements, curb/gutter,
safety improvements, ingresslegress irr~provements, sidewalks, bikeways and utility
crossings to the east side of Bursell Road including transitions beyond the project
boundaries, and a right turn lane from Bursell Road to Forest Glen Drive. The construction
of Forest Glen Drive shat! include a left tum lane to access Bursel! Road heading south.
Forest Glen Drive shall be widened at Bursell Road to a 40' street curb to curb, 75' east of
E3ursell Road.
9. The sanitary sewer serving this project shall connect to the proposed sewer for Forest Glen
phase III. Do not connect to the BCVSA sewer in Bursell Road as shown on the Tentative
Plan. if the construction of the 8" sewer line proposed to serve this development from
Forest Glen Phase I11 does not occur prior to completion of the work proposed as part of this
tentative plan, the developer shall construct the sewer line required to connect this
development with the Forest Glen Phase I sewer and provide easements for said sanitary
Sewer.

designed according to the City's Public Works Department requirements.
12. The developer shall extend tt~e proposed storm drain line to Bursell Road to pick up the
drainage from the roadside ditch. If the drainage improvements for Forest Gien Phase I11
tines not occur before the completion of the work proposed as part of this project, the
develr~per shaif provide offsite drainage improvements and easements to meet City Public
Works Department requirerr~ents.
13. T#~e developer shall modify the Cevelopment Flan to shown changes made in phases of
Forest Glen already constructed, and include any changes proposed for future phases of
Forest Glen.
1 ~. Driveways for Lot 129 and the house on the northeast side of the Forest Glen Drive/Bursell
intersection shall access onto Forest Glen Drive at the distance away from Bursell Road as
stipulated in the Public Works Standards.
1 5. Install #~us trrrrrouts for bus stops to be located according to Rogue Valley Transit District
rec#uirnments. If additional right-of-way is required, the developer shall provide the right-of-
way necessary to construct these turn-outs.
