PLANNING COMMISSION RESOLUTION NO. ~. A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN FOR VALLEY POINT SUBDIVISION {Applicant: Mark W. Burkhalter} (37 2W 3.1D Tax Lots 2401. and 2600 ) BE IT RESOLVEI] BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT AS FOLLDWS: Section 3.. Nature of At~plicatinn. This is an application far approval of a tentative plan for a X49-lot subdivision in an R-2 district of Central Paint, Oregon. The Planning Commission reviewed the application and tentative plan at a public hearing on April 19, 3.994. Section 2. At~proval Crit~ri~. The criteria far approval of this application are found in CPMC Chapter 3.6, relating to tentative plans and subdivisions, and in Chapter 17, relating to zoning and lot sizes. Section 3. Findin s and Conclusions. The Planning Commission finds and determines as follows: A. Tentative Plan Requirements. The application and tentative plan herein are in the correct farm and contain all of the information required far the same under CPMC chapter .16.14. B. Area and Width of Lats. The subdivision fats range in size Pram 6,44(3 to 9,373 square feet. All meet the R--2 district lot size requirements of 6,440 square feet for interior lets and 7,040 far corner lots found in CPMC 3.7.24.450, except far Tats 6, 9, 24 and 23, which da not meet the minimum area site fnr corner lots. The minimum width requirements of CPMC 3.7.24.050 are met, with interior lots at least 64 feet wide and corner lots at least 70 feet wide. C. Slacks and Streets. The tentative plan proposal for the layout and dimensions of streets and blocks is in compliance with the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 3.6.24 regarding blacks. Section 4. Conditional A raval. The application far tentative plan approval far Valley Paint Subdivision is hereby approved, subject to the foliawing conditions, imposed under authority of CPMC 16.3.4.494: 1 - PLANNING COMMISSIQN RESOLUTION NO. ~2 (450594) r.°Ond3.tiDI],S ~.. All structures shall have ;roof drains, area drains, and crawl spaces with positive drainage away from the structure and drain lines connected to a curb drain, or an approved storm sewer. Developer shall provide the necessary storm drainage improvements and lot grading to assure that all streets, lots, and properties will drain properly. Developer shall submit a grading plan with the construction drawings and perform the necessary grading and drainage improvements to satisfy this condition., leaving only minor grading required for each lot during house construction. 2. City's engineer shall, at the cast of developer, evaluate the strength of the native soils and determine the street section, design in accordance with the Public Works Department Design Standardw. The construction drawings for this tt~ntative plan shall include a Street Lighting Plan and a Traffic Central Plan in accordance ~~ith the requirements of the City of Central Point ~'ublic Works Department. The construction drawings shall include clear vision areas designed to meet the City's Public Worlcs Standards. Developer shall pay for all casts associated with the design and installation of the improvements specified on these plan: . ~. Developer shall indicate on the final plat a 1--foct accesw control strip at the ends of Heather Lane, and along the north side of Isaac Way. 5. The construction drawings shall indicate type, size ar~d location of water mains and fire hydrants in accordance with the City's Public Works Standards and the recnmmexadatian of the City's Fire Chief. 6. Developer's engineer shall design the sewer system to serve the development of this tract and all future development south and west of this tract extending to the intersection of Bursell Road and Beall Lane. 2 - PLANNING CQMMISSION RESC7LUTION NO. ~~ (050594) 7. Developer shall construct an adequately sized storm drainage system to pravide for runoff through and onto the subdivision property and Exam each lat. As a part of the construction of the improvements far this tentative plan, the developer's engineer shall provide a complete set of drainage calculations far sizing the storm drainage system. Developer shall submit this information to the Public Works Department at the time construction drawings for the subdivision are submitted to the Public Works Department for permits for construction of the storm drainage improvements. The engineer shall use the rainfall/intensity curve obtained from the Public Works Department for hydrology calculations. 8. The construction of this development shall include the street subgrade, base rack, paving, lighting, traffic control and delineation improvements, curb/gutter, safety improvements, ingrews/egress improvements, sidewalks, bikeways and utility crossings to the north side of Beall Lane, including transitia~s beyond the project boundaries, and a right turn lane from Beall Lane to Marilee Street. The construction of Marilee Street shall include a left turn lane to access Beall Lane heading east. 9. The sanitary sewer serving this project shall connect to the proposed sewer for the Forest Glen Phase III and IV development. If construction of the Forest Glen sewer system does not occur prior to final plat approval for this development, developer shall construct the sewer line required to connect this development with the sewer system in the Forest Glen development and pravide easements for said sanitary sewer. 10. Marilee Street shall be constructed to a 4Q' curb to curb width from Beall Lane to 75' north of Beall Lane; from this point Marilee shall be 30' wide with curb and gutters an the west side of Marilee Street and include pavement transitions on the east side of Marilee Street. Isaac Way shall be constructed to a 30' width with curbs and gutters on the south side of Isaac day, east of lot i41, and 75' west of the intersection of Marilee a.nd Isaac Way. Isaac Way shall be constructed to a 36' curb to curb width with curbs and gutters on both sides of Isaac Way from the intersection of Heather Lane to the east end of lot i4i, and 75' Urest of the intersection of Marilee Street. 11. Developer shall connect the water system to the existing water line along Beall Lane and design far the extension of the water lines in Heather Lane, Marilee Street to the Forest Glen system, and Isaac Way. 3 - PLANNING COMMI5SION RESOLUTION NO. ~_ (05Q59~) l2. Developer shall extend the proposed storm drain line to Beall Lane and along Beall Lane to the west end of this development to pick up the drainage from this Beall sane raad:~ide ditch. Tf construction of the drainage improvements for the Forewt Glen development does not occur prior to final plat approval, developer shall provide offsite drainage improvements and easements meeting the City's Public Work Standards in order to provide drainage through this development. 13. The driveway far lot 1 shall access Marilee Street in accordance with the public Works Standards. No driveway access will be allowed ^nto Beall Lane from this development, 14. ]3evelaper shall update the Development Plan far tAAis area to determine traffic circulation to vacant properties adjacent to this subdivision. 1.5. A '#no parking" zone shall be created along the north :~idc of the proposed curb/gutter along Bea11 Lane, and alone both widow of Marilee Street, 75' north of the intersection of Beall Lane and Marilee Street. 1.~. Lots 6, 9, 20 and 23 shall be modified to comply with. minimum area requirements for earner lots (7,000 scTuare feet).
