HomeMy WebLinkAboutResolution 289 - City of CP CUP - Shop Exp.PLANNING COMMISSION RESOLUTIDN ND. ~_ A RESOLUTION CONDITIONALLY APPROVING A CONDITIONAL USE PERMTT AND SITE PLAN APPLICATION FOR CITY SHOP EXPANSION AT FIFTH AND CEDAR (Applicant: City of Central Point) Recitals 1. This matter came before the Planning Commission for hearing nn April 19, 1994, on applicant's site plan application and conditional use permit application far the expansion of an existing City shop building at 399 S. Fifth Street, in an R-1 district of the City. The Planning Commission reviewed the applications and the City staff report, and received comments from all persons wishing to be heard in favor of and opposed to the applications. Now, therefore; BE TT RESOLVED BY THE PLANNING CDMMTSSTON OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Criteria A licable to Decision. The following chapters of the Central Point Municipal Code apply to this application: A. Chapter 17.20, R~1, Residential Single-Family District B. Chapter 17.60, General Regulations C. Chapter 17.64, Off-Street Parking and Loading D. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval E. Chapter 17.76, Conditional Use Permits Section 2. Findings and Conclusions. The Planning Commission hereby adopts by reference all findings of fact set forth in the City Planning and Zoning and Public Works Department review reports (Exhibits E and F in the record herein}, and concludes that the applications and proposals comply with the requirements of the following chapters of the Central Paint Municipal Cade: A. Chapter 17.20 relating to uses, lot size, lot coverage, setback, building height and screening in the R-1 district. B. Chapter 17.60 relating to paving and landscaping requirements. C. Chapter 17.64 relating to off-street parking and loading facilities. 1 T PLANNING COMMISSION RESOLUTION NO. ~$4 {050594) H. Chapter 17.72 relating to site plan requirements. E. Chapter 17.75 relating to the size and shape of the subject property, accesses to public streets, lack of adverse effects an abutting properties, and compliance with all applicable health and safety regulations. The Planning Commission further finds as follows: F. The purpose of the project is to comply with federal and state safety regulations which require adequate rest room facilities, eating areas separate from those areas which are used to handle and store pesticides, and shower stalls which allow employees to wash after having been exposed to pesticides and chemicals. G. The proposed building is a metal shell with a block exterior, 23 feet in height, with the black exterior to be painted to match the existing building. Same material currently stored outdoors will be stared inside the new structure. H. No additional traffic will be generated by the expansion, and there will be no intensification of land use. I. On-site parking will partially be relocated to the interior of the facility to reduce street parking. J. The existing, fast~grawing vegetative buffer will remain and be properly maintained. K. Vehicle backing iota Fifth Street wi11 be virtually eliminated. L. Hours of operation will be 8:d0 a.m. - 5:Q0 p.m., weekdays; except far occasional odd-hours emergency response activities. Section 3. Conditional Approval. The within applications for site plan approval and conditional use permit are hereby conditionally approved. so long as the following conditions are met: Conditions: i. Prior to issuance of Certificate of Occupancy, the City shall pave those areas used for vehicular parking, loading and maneuvering. Said paved surfaces shall be adequately drained. 2. The City shall ensure that the vegetation and site- obscuring fence surrounding the entire City shop facility remains properly maintained so that it provides adequate visual and sound buffering to adjacent properties. 3. Prior to issuance of a building permit, the City shall provide a set of drawings for the sanitary sewer system for review and approval. 2 T PLANNING COMMISSION RESOLUTiQN NO. ~ 8~ {b54594) 4. Applicant shall provide a complete set of construction drawings for the storm drainage system to serve the property. All roof drains, area drains, crawl spaces, and parking lot drains shall have positive drainage away from the structures, and shall connect to a storm drainage system approved by the Public Works Department. 5. Procedures shall be established and implemented sa that service vehicles back into the bays to ensure a nose-first exit from the facility. There shall be no parking in front of the bay doers. 6. The City shall make every effort to maximize off-street parking. 7. There shall be no parking vn Fifth Street adjacent to the facility, and appropriate striping shall be done, as per Public Works Standards.
