Burkhalter) (37 2W 11D Tax Lot 2400) BE IT RESOLVE]] BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT AS FOLLOWS: Section 1. Nature of A lication. This is an applicaticn for approval of a tentative plan for a 9-lot subdivision in an R- 2 district of Central Point, Oregon. The Planning Commission reviewed the application and tentative plan at a public hearing on August 16, 1994. Section 2. Approval Criteria. The criteria for approval of this application are found in CPMC Chapter 15, relating to tentative plans and subdivisions, and in Chapter 17, relating to zoning and lot sizes. Section 3. Findings and Conclusions. The Planning Commission finds and determines as follows: A. Tentative Plan Requirements. The applicaticn and the amended tentative plan submitted on August 16, 1994 herein are in the correct form and contain all of the information required for the same under CPMC Chapter 16.10. B. Area and Width of Lots. The subdivision lots range in size from 6,607 to 13,122 square feet. A11 meet the R-2 district lot size requirements of 6,000 square feet for interior lots and 7,000 for corner lots found in CPMC 17.24.050. The minimum width requirements of CPMC 17.24.050 are met, with interior lots at least 60 feet wide and corner lets at least 70 feet wide. Lot 57 meets the requirements for flag lots. C. Blocks and Streets. The tentative plan proposal far the layout and dimensions of streets and blocks is in ccmpliance vTith the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 16.24 regarding blocks. Section 4. Conditional Approval. All structures shall have roof drains, area drains, and crawl spaces with positive drainage away from the structure and drain lines connected to a curb drain, or an approved storm sewer. The developer shall provide the necessary storm drainage improvements and lot grading to assure that all streets, [ots, and all properties will drain properly. The develaper shall submit a grading plan with the construction drawings and perform such grading and drainage improvements which satisfies this drainage condition leaving only minor grading required for each lot during house construction. 2. The City's Engineer shall, at the cast of the developer, evaluate the strength of the native soils and determine the street section design in accordance with the Public Works Department Design Standards. The streets shall use the following design criteria: Street Name Avera e Dail Traffic °° Trucks Beall Lane 10,000 VT/D 5 Heather Lane 1, 000 VT/D 2 3, The construction drawings for this Tentative Plan shall include a Street Lighting Plan and a Traffic Control Plan in accordance with the requirements of the City of Central Point Public Works Department. The construction drawings shall include clear vision areas designed to meet the City's Public Works Standards. Parking shall be prohibited on Beall Lane adjacent to the curb and gutter along Beall Lane. The developer shall pay for all costs associated with the design and installation of the improvements specified on these plans. 4. The applicant shall provide at least 112°/a grade along the curb and gutter of Beall lane or if less than 112% grade, install catchbasin every 150' along the north curb and gutter of Beall Lane to reduce puddling of water. 5, The construction drawings shall indicate type, size and location of water mains and fire hydrants in accordance with the City's Public Works Standards and the recommendation of the City's Fire Chief. 6. The applicant shall install a minimum 314" :~ service to each lot. 7. The developer shah construct an adequately storm drainage system to provide for runoff onto the subdivision property and from each lot. As a part of the construction of the improvements for this Tentative Pian, the developer's engineer shad provide a complete set of drainage calculations far sizing the storm drainage system for this development. The developer shall submit this information to the Public Works Department at the time construction drawings for the subdivision are submitted to the Public Works Department for permits for construction of the storm drainage improvements. The engineer shall use the rainfall/intensity curve obtain from the Pubiic Works Department for hydrology calculations. Valley Point ll -Exhibit "A" August 10, 1994 -Page Two $. The construction of this development shall include the street subgrade, base rock, paving, lighting, traffic control and delineation improvements, curb/gutter, safety improvements, ingresslegress improvements, sidewalks, bikeways and utility crossings to the north side of Beall Lane, including 100' minimum transitions beyond the project boundaries, and a right turn lane from Bealf Lane to Heather Lane. The construction of Heather Lane shall include a !eft turn lane to access Beall Lane heading east. 9. The sanitary sewer serving this project shaft connect to the proposed sewer for the Valley Point Phase I development. 10. The developer shall construct Heather Lane to have a 40` width from Beall Lane to 75' north of Beall Lane and a transition to a 36' width beyond this point. 1 1. The developer shaft connect the water system to the existing water line along Beall Lane, with valuing as determined by the Public Works Department 1 ~. The developer sha[f extend the proposed storm drain line to Beall Lane _ the drainage from the roadside ditch, and upstream properties already, draining towards this subdivision. 13. The driveway for lots 53 & 54 shall access Heather Lane in accordance with the Public Works Standards.
