A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLICATION

Recitals
1. This matter came before the Planning Commission for
hearing on October 4, 1994, on applicant's site plan application
for a 2,730 square foot, one-story commercial office building in
a C-5 district of the City. The Planning Commission reviewed the
application and the City staff reports, and received comments
from all persons wishing to be heard in favor of and opposed to
the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria Applicable to Decision. The following
chapters of the Central Point Municipal Code apply to this
application:
A. Chapter 17.45, C-5, Thoroughfare Commercial District;
B. Chapter 17.50, General Regulations;
C. Chapter 17.54, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findings and Conclusion.. The Planning
Commission hereby adopts by reference all findings of fact set
forth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply with the requirements of the fallowing chapters
of the Central Point Municipal Code:
A. Chapter 17.46 relating to uses, lot size, lot
coverage, setback, building height and screening
in the C-5 district;
B. Chapter 17.60 relating to paving and landscaping
requirements;
C. Chapter 17.64 relating to off-street parking and
loading facilities;
D. Chapter 17.72 relating to site plan. requirements.

Section 3. Conditional Approval. The within application
for site plan approval is hereby conditionally approved, subject
to the conditions set forth on Exhibit "A", which is attached
hereto and by this reference incorporated herein.

TF 3 (1 } The City will inspect and test ail existing improvements proposed for
dedication to the City. The City will conduct the inspection and testing
in the same manner, where practical, as required for new construction.
The Applicant shall repair or replace any improvements not meeting city
standards for new construction. The City's inspection will include the
existing pavement and base section for N. 1st Street. The Applicant shall
provide as-built construction drawings to the City far all existing and
proposed improvements dedicated to the City as part of this project.
TF 3 ~2} Applicant shat[ install a street light, approximately 200` south of the
Manzanita Street intersection with N. 1st Street. Applicant shall install
all pads and conduits for street lights as a part of the construction of the
development. The Applicant shall assume all costs associated with this
condition. All street light installations shall be as stipulated in the Public
Works Standards.
TF 3 (3} The Applicant shall provide traffic control and delineation for the portions
of N. 1st Street adjacent to this project. All traffic control and
delineation improvements shall be as approved by the Public Works
Department. The Applicant shall assume all casts associated with this
condition.
TF 6 [4} The Applicant shall provide the City with the sizing requirements for the
water service for this development. Applicant shall anticipate a minimum
of one water meter for this unit. The City will provide and install the
water meters. The Applicant may locate the water service lines, in the
City Right of Way in an accessible location behind the proposed
sidewalk. The service connection will be made to the 4" diameter line.
The Applicant shall assume a[1 costs associated with this condition.
TF 6 (51 The Applicant small provide a set of construction drawings for all new
construction of the sanitary sewer system for review and approval by the
City prior to issuance of a building permit. The property service fine shall
be located and sized in accordance with the Oregon State Plumbing
Code.

The Applicant may construct the Sanitary Sewer service line within the
City Right of Way along North First Street in an accessible location
behind the sidewalk. The sanitary sewer service shall be connected to
the 10" diameter sewer main in Manzanita Street.
TF 6 (7} The Applicant shall provide the City with a complete set of construction
drawings far the storm drainage system to serve this property, including
connection to the City system. Ali roof drains, area drains, craw[
spaces, and parking lot drains shall have positive drainage away from the
structures, and shall connect to the storm drainage system located at the
manhole in the alley between N. 1st Street and N. 2nd Street. (across
street from Applicant's property}. A storm drain clean-out shall be
installed in gutter section fronting the applicant's property on N. 7st
Street.
TF 6 (8) The Applicant shall provide the City with a grading and drainage plan for
the entire project. Runoff and pipe sizing calculations prepared by the
Applicant's engineer shall accompany this submittal. The engineer shall
use the intensity-duration curve obtained from the Public Works
Department for determining the runoff for this project. The grading and
drainage plan shall indicate topography and show elevations sufficient to
evaluate the plan.
TF fi (9) The Applicant shall submit a set of drawings for curb and gutter
improvements including driveway access and sidewalks located on the
property adjacent to N. 1st Street. Plans shall include relocations of
existing PP&i_ and U.S. West Utilities.
