PlanLf ~-7 CLC~ ~..~{ PLANNING COMMISSION RESOLUTION NO. .any A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN FOR PHASE VI OF FOREST GLEN SUBDIVISION (Applicants: Whittle, Bloomberg and Johnson) (37 2W 11A Tax Lot 1800) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Nature of A lication. This is an application for approval of a tentative plan for a 7-lot subdivision in an R-2 district of Central Point, Oregon. The Planning Commission reviewed the application and tentative plan at a public hearing on October 4, 1994. Section 2. Approval Criteria. The criteria for approval of this application are found in CPMC Title 16, relating to tentative plans and subdivisions, and in Title 17, relating to zoning and lot sizes. Section 3. Findin s and Conclusions. The Planning Commission finds and determines as follows: A. Tentative Plan Re uirements. The application and tentative plan herein are in the correct form and contain all of the information required for the same under CPMC Chapter 16.10. B. Area and Width of Lots. The subdivision Tots range in site from 9,520 square feet to 10,922 square feet and all meet the R-2 district lot size requirements of 6,000 square feet for interior lots and 7,000 for corner lots. The minimum width requirements are also met, with interior lots at least 60 feet wide and corner lots at least 70 feet wide. C. Blocks and Streets. The tentative plan proposal for the layout and dimensions of streets and blocks is in compliance with the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 16.24 regarding blocks. Section 4. Conditional A royal. The application for tentative plan approval for Forest Glen Subdivision Phase VI is hereby approved, subject to the conditions listed on Exhibit °1A" hereto, imposed under authority of CPMC 16.10.090. All structures shall have roof drains area ;drains, and crawl spaces with positive drainage away from the structure and drain Imes connected to a curb drain, ar an approved storm sewer. The dev~:foper shall provide the necessary storm drainage improvements and iat grading to assure that all streets, lots, and ail properties wit! drain properly. The developer shall submit a grading plan wrth tine construction drawings and perform such grading and drainage improvements which satisfies th{s drainage condition leaving only minor grading required for each lot during house construction. 2. The City's Engineer shall, at tha cast of tt~'e develeper, evaluate the strength of the native soils and determine the street section design in accordance with the Public Works Department Design standards. The canstructiran drawings shall include clear vision areas designed to meet the City`s Public Works Standards. The developer shall pay -for a!I costs associated with the design and installation of the improvements specified on these plans. 4. The construction drawings shall indicate hype, size and Ic~Gation of water mains and fire hydrants in accr~rdance with the City's Public Works Standards and the recammertdation of the City's Fire Chief. 5, The applicant shaft install an adequate Bomber of water services to each lot, size to accommodate the structures to be built on each lot fi accordance with Public Works Standards. ~. The developer shall construct Glen GrnveAvenue to have a 3~' width. 10. The developer shall connect the water system to the existing water line along G{en Grave Avenue with valuing as determined by the Public Wprks ©~:partment 71. The developer shall construct the prnposer~ storm drain line along Glen Grove Avenue sized to pick up the drainage from the future phases, and upstream properties already draining towards this subdivision, The storm drain shall be connected to the existing 54" diameter Storm Drain located in the BCVSA easement. 12.
