HomeMy WebLinkAboutResolution 307 - Rogue Valley Bin Site PlanPLANNING COMMISSION RESOLUTION ND. 3D 7 A RESOLUTION CONDITIDNALLY APPROVING A SITE PLAN APPLICATION (Applicant: Rogue Valley Bin Company) (37 2W 3DC Tax Lot 3b01) Recitals 1. This matter came before the Planning Commission for hearing on November 1, 1994, on applicant's site plan application for construction of an accessory building at its existing site adjacent to Taylor Road and Haskell Street in an MT2 district of the City. The Planning Commission reviewed the application and the City staff reports, and received comments from all persons wishing to be heard in favor of and apposed to the application. Now, therefore; BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Criteria Applicable to Decision. The following chapters of the Central Point Municipal Code apply to this application: A. Chapter 17.52, General Industrial; B. Chapter 17.b4, General Regulations; C. Chapter 17.64, Off-Street Parking and Loading; D. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval. Section 2. Findings and Conclusions. The Planning Commission hereby adopts by reference all findings of fact set forth in the City staff reports, and concludes that, except where addressed in the conditions to approval, the application and proposal comply with the requirements of the following chapters of the Central Point Municipal Cade: A. Chapter 17.52 relating coverage, setback, bui in the M-2 district; B. Chapter 17.60 relating requirements; C. Chapter 17.64 relating loading facilities; D. Chapter 17.72 relating to uses, lot size, lot lding height and screening to paving and landscaping to off-street parking and to site plan requirements. 1 - PLANNING COMMISSION RESOLUTION NO. 3D 7 (110394) Section 3. Conditional Approval. The within application for site plan approval is hereby conditionally approved, subject to the conditions set forth on Exhibit "A°', which is attached hereto and by this reference incorporated herein, and to the following additional conditions: 1. The easterly setback must be at least 10 feet. 2. All open areas utilized by vehicles or storage must be surfaced with pavement or treated so that no dust is created by uses. 3. At least one 1.0 by 35-foot loading berth with minimum 12--foot height must be included in the structure. 4. Fifteen parking spaces are required to be included and to be improved to City standards. 5. Three bicycle parking spaces, separated from the motor vehicle parking area, must be provided. 6. Applicant shall install a landscaped buffer inside the fence along Taylor Road, between the power pale at the southwest corner of the mill site, proceeding easterly to the next power pole, such buffering consisting of KMX pine trees appropriately spaced. Plannin Cammis.,,,.,;.o...,.._ g si n Chairman ATTEST: ity Rip ser~'tative~___ ) ~pproved by me this ~Tyday of /I~Q~G~~G ~` , 1994. ~~~ ~ Planning Commission Chairman 2 - PLANNING COMMISSION RESOLUTION NO. .,30 7 (11.0394) EXHIBIT "A PUBLIC WORKS DEPARTMENT CONDITIONS Timing Factor TF 3 {1) The construction of this development shall include the street subgrade, base rock, paving, street lighting, sanitary sewer, storm drain improvements, curb/gutter, safety improvements,ingress/egress improvements, sidewalks, and utility crossings to widen Taylor Road. The developer can secure the above future improvements by signing an irrevocable letter of consent for inclusion in a Local Improvement District to construct the above street improvement. The Planning Department has the option to require irrevocable letter of consent as security for Taylor Road improvements. TF 3 {2) Applicant shall install a street light, on the existing PP&L pole, apposite first gate, approximately 200' east of the Haskell Street intersection with Taylor Road. Applicant shall install all pads and conduits for street lights as a part of the construction of the development. The Applicant shall assume alf casts associated with this condition. All street light installations shall be as stipulated in the Public Works Standards. If developer can use the existing pole, PP&L will install the street light at no cost. TF 6 {3} The Applicant shall provide the City with a design for the water service for this development. Applicant shall anticipate a minimum of one water meter for this development. The City will provide and install the water meters. The Applicant may locate the water service lines in the City Right of Way in an accessible location behind the proposed sidewalk. The service connection will be made to the water main installed as part of this project. Sizing of the water main to the building shall be determined by the Public Safety Department .The Applicant shall assume all costs associated with this condition. TF 6 {4} The Applicant shall provide a set of construction drawings for all new or anticipated construction of the sanitary sewer systems for review and approval by the City prior to issuance of a building permit. Any property service lines shall be located and sized in accordance with the Oregon State Plumbing Code. Applicant shall assume all costs associated with this condition. TF 6 {5} The Applicant shall provide the City with a complete set of construction drawings for the storm drainage system to serve this property. All roof drains, area drains, crawl spaces, and parking lot drains shall have positive drainage away from the structures, and shall connect to the nearest storm drainage system approved by the City. TF 6 {6) The Applicant shall provide the City with a grading and drainage plan for the entire project. Runoff and pipe sizing calculations prepared by the Applicant`s engineer shall accompany this submittal. The grading and drainage plan shall indicate topography and show elevations sufficient to evaluate the plan.
