This matter came before the Planning Commission for hearing on November 15, 1994, on applicant's conditional use permit application for an additional mobile home space at applicant's mobile home park located at 301 Freeman Road in an R-3 district of the City. The Planning Commission reviewed the application and the City staff reports, and received comments from all persons wishing to be heard in favor of and opposed to the application. Now, therefore; BE IT RESOLVED BY THE PLANNING COMMTSSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Criteria A livable to Decision. The following chapters of the Central Point Municipal Code apply to this application: A. Chapter 17,28, Residential Multiple Family District (R-3); B. Chapter 17.60, General Regulations; C. Chapter 17.64, Off-Street Parking and Loading; D. Chapter ].7.76, Conditional Use Permits. Section 2. Findings and Conclusions. The Planning Commission hereby adopts by reference all findings of fact set forth in the City staff reports, and concludes that, except where addressed in the conditions to approval, the application and proposal comply with the requirements of the following chapters of the Central Point Municipal Cade: A. Chapter 17.28 relating to uses, lot size, lot coverage, setback, building height and screening in the R-3 district; B. Chapter 17.60 relating to paving and landscaping requirements; C. Chapter 17.64 relating to off--street parking and loading facilities; D. Chapter 17.76 relating to conditional use permit requirements. 1 - PLANNING COMMISSION RESOLUTION NO. 3 0 9 (111790 The Planning Commission further finds that the provisions of Central Point Municipal Code 5.32.260, requiring one clothes washing machine for each 15 mobile home spaces should not apply to this development because of the large majority of mobile home owners who have their own washing machines. The washing machine requirement is waived pursuant to the authority granted the Planning Commission in Central Point Municipal Code 5.32.500. Section 3. Conditional Approval. The within application for conditional use permit is hereby conditionally approved, subject to the conditions set Earth on Exhibit "A", which is attached hereto and by this reference incorporated herein. In addition to the conditions set forth on Exhibit "A", applicant shall dedicate 10 feet of right-of-way on the western boundary of applicant's property, adjacent to Freeman Road, for the purpose of future widening of Freeman Road. Far fire protection requirements see the Public Safety Department report. TF 6 {Zy The Applicant shalt provide a set of construction drawings for elf new construction of the sanitary sewer system for review and approval by the City prier to issuance of a change of use permit. The property service line shat! be located and sized accordance with the Oregon State Plumbing Code. TF 6 {3) The Applicant shalt provide the City with a complete set of construction drawings far the storm drainage system to serve this unit within the "Mobile Home Community", including connection to Mingus Creek. All roof drains, area drains, crawl spaces, and parking lot drains she(( have positive drainage away from the structures, and shall connect to a storm drainage system approved by the City. TF 6 (4) The Applicant shall provide the City with a grading and drainage plan for the lot and surrounding units. The grading and drainage plan shalt indicate topography and show elevations sufficient to evaluate the plan. TF 2 {5y The Applicant shalt obtain a development permit from the City prior to placing any structures or fills within special flood hazard areas. The applicant shalt adhere to the requirements set forth in CPMC 8.24 for obtaining said permit.
