A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLICATION
(Applicant: Bab Lawrence)

Recitals
~.. This matter came before the Planning Commission for hearing on
January 3, 1995, which hearing was continued until January 17, 1995, on
applicant's site plan application for a 25-unit apartment complex on
Haskell Street, near Oak Street, in an R-3 district of the City. The
Planning Commission reviewed the application and the City staff reports,
and received comments from all persons wishing to be heard in favor of and
opposed to the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A licable to Decision. The following chapters
of the Central Point Municipal Code apply to this application:
A. Chapter 17.28, R-3-Residential Multiple Family District;
B. Chapter 17.60, General Regulations;
C. Chapter 17.64, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findin s and Conclusions. The Planning Commission hereby
adopts by reference all findings of fact set forth in the City staff
reports, and concludes that, except where addressed in the conditions to
approval, the application and proposal comply with the requirements of the
following chapters of the Central Point Municipal Code:
A. Chapter 17.28 relating to uses, lot size, lot
coverage, setback, building height and screening
in the R-3 district;
B, Chapter 17.60 relating to paving and landscaping
requirements;
C. Chapter 17.64 relating to off--street parking and
loading facilities;
D. Chapter 17.72 relating to site plan requirements.
Section 3. Conditional A royal. The within application for site
plan approval is hereby conditionally approved, subject to the following
conditions.

1. Tn order to ensure adequate fire protection facilities, a
horizontal standpiping system shall be designed and installed, in
accordance with NFPA 14. As--built drawings shall be submitted by a
registered engineer, and required testing shall be performed and documented
to the satisfaction of the Public Safety Department prior to covering of
any piping.
2. All firefighting hydrants, standpiping, and the fire engine
staging area shall be in place, protected from damage and operable prior to
the erection of any combustible construction. A roadway accessing the fire
hydrant and containing sufficient base rock shall be provided and shall be
capable of supporting any implied loads of fire-fighting vehicles. All
construction activity on site shall be in compliance with the applicable
provisions of the Uniform Fire Code and generally accepted standards of
good practice.
3. Prior to issuance of a Certificate of Occupancy, applicant shall:
a. Comply with the minimum ~.0--foot standard far distances
between covered parking structures and buildings for buildings 1 and 2.
b. Ensure that the Red Maple trees illustrated on the plan are
planted outside of the clear vision triangle as required by City standards.
c. Provide two locked and covered bicycle parking spaces at each
of the seven openings or stairwells of the structures for a total of
fourteen covered and locked bicycle parking spaces.
d. Applicant shall be responsible far street improvements, as
that term is defined in the City Cade, to Haskell Street, where applicant's
property is adjacent to Haskell Street. This obligation can be fulfilled
by applicant signing an ~~Agreement for Consent to Inclusion in Local
Tmprovement District".
e. Applicant shall install a 9500 Lumen HPS street light at the
northeast corner of Haskell and Oak Street, within the right-of--way,
opposite the entrance to the apartment complex, and install all pads and
conduits for street lights as a part of the construction of the
development. Applicant shall coordinate the installation with Pacific
Power and Light Co.
f. Applicant shall provide traffic control and delineation for
the portions of South Haskell Street adjacent to this project. All traffic
control and delineation improvements shall be as approved by the Public
Works Department.

4. Prior to issuance of any building permits:
a. Applicant shall provide a complete set of construction
drawings for all new construction of the sanitary sewer system for review
and approval by the City. Applicant shall construct a 6" diameter sanitary
sewer to connect to the 8" sewer located on the west side of South Haskell
Street. The property service line shall be located and sized in accordance
with the Oregon State Plumbing Cade.
b. Applicant shall provide the City with a complete set of
construction drawings far the storm drainage system to serve this property,
including connection to the City system. All roof drains, area drains,
crawl spaces, and parking lot drains shall have positive drainage away from
the structures, and shall connect to the storm drainage system located at
the manhole in Haskell Street near the proposed driveway entrance.
Applicant shall provide the City with a grading and drainage plan for the
entire project. Runoff and pipe sizing calculations prepared by the
applicant's engineer shall accompany this submittal. The engineer shall
use the intensity-duration curve obtained from the Public Works Department
for determining the runoff. The grading and drainage plan shall indicate
topography and show elevations sufficient to evaluate the plan.
c. Applicant shall provide a written certification from a
registered engineer or architect which states that all requirements set
forth in CPMC 8.24.10 for construction within a floodway or the 1Q0-year
flood plain have been met. Such statement shall describe the relationship
of floor and pad elevations to the flood plain elevation.
5. Applicant shall pay all costs and expenses associated with
fulfilling each of the conditions.
