access to one-third of the project's off-street parking will come
from Pine Street.
(d) General office uses generate substantially less
vehicle trips per day than da more intensive uses such as
restaurants, convenience stores, etc.
(e) Access to the project must be visible by customers
in order to be understood by customers. First-time customers
will not be looking for alley access, and will need a visible
access, while regular customers will know about the back parking
lot and wi11 be educated to use it.

APPLICANT SNALL COMPLETE THE FOLLOWING CONDITIONS IN ACCORDANCE WITH THE TIMING
FACTORS AS NOTED.
TIMING FACTORS
TF - 1 To be submitted as a part of construction plans and specifications for
review by the City prior to issuing permits.
TP - 2 To be completed prior to issuance of any Construction nr Puilding
Permits.
Tf= - 3 Ta be completed prior to issuance of a Certificate of Occupancy.
TF - 4 To be completed prior to Approval of the f=inal Plat.
TF - 5 To be a continuous condition, to be set at the time of future land use
action decisions.
General:
1. Applicant shall construct al[ utilities, streets, and other structures discussed
herein, within rights-of-way owned, ar to be owned by the City of Centro{
Paint, in accordance with all rules, regulations, ordinances, resolutions,
standards and other applicable requirements of the City of Central Point for the
construction of this development.
2. This review for the SITE PLAN submitted by Applicant was done so in
accordance with ail the rules, regulations, ordinances and standards in effect
as of the date of this review. Any modifications by Applicant of this project
after City Planning Commission approval, could require re-submittal of an
application, and approval by the City Planning Commission based on the
recommendation of staff responsible far this review.
3. Applicant shall pay all costs associated with this development and the
conditions placed on this development.
4. No construction will begin on this project until the Public Works Department
and other pertinent departments or divisions of the City have reviewed the
project plans and specifications and have issued a construction permit.

5. in accordance with the Comprehensive Pian, ar Master Transportation Plan,
T1= 2 the construction of this development shall include future street subgrade, base
rock, paving, lighting, traffic contra) and delineation improvements, storm drain,
water and sewer improvements, including alleys, sidewalks, and utility
crossings to E;. Pine Street. Developer shall secure the above improvements by
executing an agreement for consent to inclusion in a Local improvement Distriat
to construct the above street improvements. The Planning Department has the
option to require security for E. Pine Street improvements.

TF 3 The City will inspect and test all existing improvements proposed for dedication
to the City. The City will conduct the inspection and testing in the same
manner, where practical, as required for new ronstructinn. Applicant shall repair
or replace any improvements not meeting City standards for new construction.
The City`s inspection will include the existing pavement, base section and
underground improvements for East Pine Street. Applicant shall provide as-built
construction drawings to the City for ail existing and proposed improvements
dedicated to the City as part of this project.
7.
TF3 Applicant shall instal! a 9500 Lumen HPS street light at approximately 20' east
of the NW corner of Lat 6900, within the right of way. Applicant shall install
all pads and conduits for street lights as a part of the construction of the
development. All street light installations shall ~be as stipulated in the Public
Works Standards. Applicant shall coordinate the installation with Pacific Power
and Light Co.
8.
TF 3 Applicant shall provide traffic control and delineation for the portions a# E. Pine
Street adjacent to this project. All traffic control and delineation improvements
shall be as approved by the Public Works Department.
9.
TF9 Applicant shall provide the City with the sizing requirements far the water
service far this development. Applicant shall anticipate a minimum of one water
meter far this development. The City will provide and install the water meters
on site as shown in the plans.
Applicant shall install an OSHD approved testable backflow device behind the
City water meter far any system which connects to Applicant`s irrigation
system or any other water system which may be a potential cross-connection.
Location, type(s1 and sizes} of backflow prevention devices shall be shown on
construction drawings.
Applicant shall provide the City with sizing requirements and flow calculations
for the fire systems including any mains and hydrants.

10.
T1=1 Applicant shall provide a complete set a# construction drawings for all new
constructian of the sanitary sewer system for review and approval by the City
prior to issuance of a building permit. The property service line shaft be located
and sized in accordance with the Oregon State Plumbing Code.

TF1 Applicant shall provide the City with a complete set of constructian drawings
for the storm drainage system to serve this property, including connection to
the City system. All roof drains, area drains, crawl spaces, and parking lot
drains shall have positive drainage away from the structures, and shall connect
to the storm drainage system located in E. Pine Street and S. 7th Street.

TF1 Applicant shall provide the City with a grading and drainage plan far the entire
project. Runa#f and pipe sizing calculations prepared by Applicant's engineer
shall accompany this submitta{. The engineer shall use the intensity-duration
curve obtained from the Public Works Department for determining the runoff for
this project. The grading and drainage plan shall indicate topography and show
elevations sufficient to evaluate the plan.
Applicant shall route storm drainage from parking lot at rear of lot 6900 to
storm drain in S. 7th Street at alley entrance.

TF1 Applicant shall submit a set of drawings far driveway, curb and gutter
improvements including driveway access on the property adjacent to i=. Pine
Street. In the event the driveway access to East Pine Street is approved, the
minimum driveway throat width shall be 30' as required in commercial zones
on major arterial streets.
Vision and sight distance requirements must meet Public Works Standards as
shown an Detail Drawing No. A-4, or as determined by a traffic study
conducted at the expense of Applicant.
14.
TF1 Applicant shall construct a paved 20' alley way tram the west property line of
Tax Lot 6900 to the entrance on S. 7th Street. Applicant shall provide a
complete set of construction drawings including drainage system and strength
design.
