HomeMy WebLinkAboutResolution 327 - Rogue Valley Medical Ctr. - Site Plan~ ~, f; ,.~.... _, PLANNING COMMISSION RESOLUTION NO. ~~ A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN APPLICATION (Applicant: Rogue Valley Medical Center) (37 2W 11BC, Tax Lot 5301, 5302) Recitals 1. This matter came before the Planning Commission for hearing on August 15, 1995, on applicant's site plan application for an addition to the existing Valley Family Practice Medical facility structure at 615 Second Street in the C-2(M) district of the City. The Planning Commission reviewed the application and the City staff reports, and received comments from all persons wishing to be heard in favor cf and opposed to the application. Now, therefore; BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Criteria A licabie to Decision. The fallowing chapters of the Central Point Municipal Code apply to this application: A. Chapter 17.37, C-2(M), Gammercial-Medical District; B. Chapter 17.60, General Regulations; C. Chapter 17.64, Off-Street Parking and Loading; D. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval. Section 2. Findings and Conclusions. The Planning Commission hereby adopts by reference all findings of fact set Earth in the City staff reports, and concludes that, except where addressed in the conditions to approval, the application and proposal comply with the requirements of the fallowing chapters of the Central Point Municipal Code: A. Chapter 17.37 relating to uses, lot size, lot coverage, setback, building height and screening in the C-2(M) district; B. Chapter 17.60 relating to paving and landscaping requirements; C. Chapter 17.64 relating to off-street parking and loading facilities; D. Chapter 17.72 relating to site plan requirements. 1 - PLANNING COMMISSION RESOLUTION NO. ~~ (081695) Section 3. The within application for site plan approval is hereby conditionally approved, subject to the conditions set forth on Exhibit "A", which is attached hereto and by this reference incorporated herein. TF - 1 To be submitted as a part of construction plans and specifications for review by the City prior to issuing permits. TF - 2 To be completed prior to issuance of any Construction or Building Permits. TF - 3 To be completed prior to issuance of a Certificate of Occupancy. TF - 4 To be completed prior to Approval of the Final Plat. TF - 5 To be a continuous condition, to be set at the time of future land use action decisions. 1. Applicant shall construct ail utilities, streets, and other structures discussed herein, within rights-of-way owned, or to be owned by the City of Central Point, in accordance with ail rules, regulations, ordinances, resolutions, standards and other applicable requirements a# the City of Central Point far the construction of this development. 2. This review for the SITE PLAN submitted by Applicant was done so in accordance with all the rules, regulations, ordinances and standards in effect as of the date of this review. Any modifications by Applicant of this project after City Planning Commission approval, could require re-submittal of an application, and approval by the City Planning Commission based on the recommendation of staff responsible for this review. 3. Applicant shall pay all costs associated with this development and the conditions placed on this development. 4. No construction will begin on this project until the Public Works Department and other pertinent departments or divisions of the City have reviewed the project plans and specifications and have issued a construction permit. 5. TF-1 Applicant shall provide a complete set of construction drawings for all new construction of the sanitary sewer system for review and.. approval by the City prior to issuance of a building permit. The property service line shall be located and sized in accordance with the Oregon State Plumbing Code. ~~ RVMC-Addition exhibit "A" -Page Two 6. TF-1 Applicant shall provide the City with a complete set of construction drawings for the storm drainage system to serve this property, including connection to the City system. All roof drains, area drains, crawl spaces, and parking lot drains shall have positive drainage away from the structures. 7. TF-1 Applicant shall provide the City with a grading and drainage plan fnr the entire project. Runoff and pipe sizing calculations prepared by Applicant's engineer shall accompany this submittal. The engineer shall use the intensity-duration curve obtained from the Public Works Department for determining the runoff far this project. The grading and drainage plan shall indicate topography and show elevations sufficient to evaluate the plan. 8. TP 3 Remove existing curb cut and driveway located on S 4th Street and replace with curb, gutter and sidewalk per City of Central Point Standards. 9. TF 1 Applicant shall provide the City with the sizing requirements for the water service for this development. Applicant shall anticipate a minimum of one water meter for this development. Applicant may utilize the existing meter, provided the service meets sizing requirements for the project. Applicant shall install an 4SHD approved testable backflow device behind the City water meter far any system which connects to Applicant's irrigation system or any other water system which may be a potential cross-connection. Location, type(s3 and sizes} of backflow prevention devices shall be shown on the construction drawings. Applicant shall provide the City with sizing requirements and flow calculations for the fire systems including any mains and hydrants. ~~
