J 2~"1 A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN FOR FOREST GLEN SUBDIVISION, PHASE VII (Applicants: Gary whittle, Barry Bloomberg, James Johnson) (37 2W Section 11A, Tax Lot 1800) BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Nature of A lication. This is an application for approval of a tentative plan for an 8-lot subdivision in an R--2 district of Central Point, Oregon. The Planning Commission reviewed the application and tentative plan at a duly-noticed public hearing on September 19, 1995. Section 2. A roval Criteria. The criteria far approval of this subdivision application are found in CPMC Title 16, relating to tentative plans and subdivisions, and in Title 17, relating to zoning and lot sizes. Section 3. Findings and Conclusions. The Planning Commission finds and determines as follows: A. Tentative Plan Re uirements. The application and tentative plan herein are in the correct form and contain all of the information required for the same under CPMC Chapter 16.10. B. Area and Width of Lots. The subdivision lots range in size from 9,240 square feet to 11,765 square feet and all meet the R-2 district lot size requirements of 6,000 square feet for interior lots and 7,000 square feet for corner lots. The minimum width requirements are also met, with interior lots at least 60 feet wide and corner lots at least 70 feet wide. C. Blocks and Streets. The tentative plan proposal for the layout and dimensions of streets and blocks is in compliance with the requirements of CPMC Chapter 16.20 regarding streets and CPMC Chapter 16.24 regarding blocks. Section 4. Conditional A royal. tentative plan approval for the within approved, subject to the conditions lasted imposed under authority of CPMC 16.10.090. '' t Planning Commission Chairman 2 - PLANNING COMMISS3ON RESOLUTION NO. 092095) BXHIBIT "A" PUBLIC WORKS DEPARTMENT TENTATIVE PLAN CONDITIONS FOREST GLEN Vll SUBDIVISION GENERAL o ORS Chapter 468,740 requires that all developments which will disturb 5 ACRES OR MORE of land adjacent to a stream which discharges to surface waters of the State of Oregon shall as a part of the construction permitting process submit an "Erosion Control Plan." The "Erosion Control Plan" shall require a ~.,I from DEQ. No construction on any Tentative Plan storm drainage system can occur until authorization to do so has been granted by DEQ. o Developer shall provide and install ladder rungs approved by the Central Paint Public Works Department for each sanitary sewer manhole with a depth greater than 3.0 feet to the flow line of the manhole. o Developer`s engineer shall design the water system to provide a minimum flow of 1000 g.p.m. at each fire hydrant. o Developer shall construct all utilities, streets, and other structures discussed herein, within rights-of-way owned, or to be owned by the City of Central Point, in accordance with all rules, regulations, ordinances, resolutions and other applicable requirements of the City of Central Point for the construction of this development. o This review for the Tentative Plan submitted by the applicant was done so in accordance with all the rules, regulations and ordinances in effect as of the date of this review. Any modifications by Developer of this project after City Planning Commission approval, could require resubmittal of an application, and approval by the City Planning Commission based on the recommendation of staff responsible for this review. o All costs associated with this Development and the conditions placed on this Development shall be the sole responsibility of the applicantlowner. o No construction will begin on this project or any building until such time as plans and specifications have been reviewed and approved by the Public Works Department and other required divisions of the City and a Construction Permit has been issued for each portion of the project requiring a permit. o The Final Plat of this Subdivision shall not be approved by the Planning Commission until all conditions as herein stipulated and approved for this project have been met by construction and acceptance thereof or bonding for construction. o The City shall approve street stationing prior to Developer's engineer designing the improvements for this Tentative Plan. EXHIBIT "A" Public Works Department Tentative Plan Conditions Forest Glen, Phase VII SPECIFIC 1. All structures shall have roof drains, area drains, and crawl spaces with positive drainage away from the structure and drain lines connected to a curb drain, or an approved storm sewer. The developer shall provide the necessary storm drainage improvements and iot grading to assure that all streets, lots, and all properties will drain properly. The developer shall submit a grading plan with the construction drawings and perform such grading and drainage improvements which satisfies this drainage condition leaving only minor grading required for each lot during construction. 2. Construction of this development shall include street, lighting, water, sanitary sewer, storm drainage utilities, ingress and egress improvements, and sidewalks. All improvements shall be designed and constructed in accordance with City of central Point Standards and Specifications for Public Works Construction. 3. The City's Engineer shall at the cast of the developer, evaluate the strength of the native soils and determine street section design in accordance with the Public Works Department Design Standards. The streets shall use the following design criteria: Street Name Average Daily Traffic % Trucks Glengrove Avenue 2,500 VT/D 5% 4. The construction drawings for this Tentative Plan shall include a Street Lighting Plan and a Traffic Control Pian in accordance with the requirements of the City of Central Point Public Works Department. The construction drawings shall include clear vision areas designed to meet the City of Central Point Public Works Standards. Developer shall pay far all costs associated with the design and installation of the street and lighting improvements specified on these plans. 5. The construction drawings will indicate type, size and location of water mains and fire hydrants in accordance with the City's Public Works Standards and the recommendation of the City's Fire Chief. 6. Developer's engineer shall design the sewer system to serve the development of this tract and all future development which will be tributary to this development. 7. Developer shall construct an adequately sized storm drainage system to provide for runoff onto the subdivision property and from each lot. As a part of the construction of the improvements for this Tentative Plan, Developer's engineer shall provide a complete set of drainage calculations for sizing the storm drainage system for this development. Developer shall submit this information to the Public Works Department at the time construction drawings for the subdivision are submitted to the Public Works Department far permits for construction of the storm drainage improvements. The engineer shall use the rainfalllintensity curve obtained from the Public Works Department for hydrology calculations. Exhibit "A"- Forest G{en VI[ Specific Conditions-Continued 8. Service laterals shalt be property sized and configured to accommodate the dwellings for each lot. 9. Columbine Way in this subdivision shall be changed to Glengrove Avenue. 10. An 8" ductile iron water main shall be constructed in Glengrove Avenue and looped to the 8" line on Columbine Way. 11. Developer shall provide a minimum 15' storm drain easement between lots 214 and 215.
