A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN
FOR BEALL ESTATES SUBDIVISION

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Nature of A lication. This is an application
far approval of a tentative plan fnr a 21-lot subdivision in an
R-2 district of Central Point, Oregon. The Planning Commission
reviewed the application and tentative plan at a duly-noticed
public hearing on November 7, 1995.
Section 2. A roval Criteria. The criteria for approval of
this subdivision application are found in CPMC Title 16, relating
to tentative plans and subdivisions, and in Title 17, relating to
zoning and lot sizes.
Section 3. Findin s and Conclusions. The Planning
Commission finds and determines as follows:

the information required far the same under CPMC Chapter 16.10.
B. Area and width of Lots. The subdivision lots range in
size from 6,998 square feet to 13,573 square feet and all meet
the R-2 district lot size requirements of 6,000 square feet for
interior lots and 7,000 square feet for corner Lots. The minimum
width requirements are also met, with interior lots at least 60
feet wide and corner lots at least 70 feet wide. Lot 11 must be
reconfigured prior to final plat approval.
C. Blocks and Streets. The tentative plan proposal for the
layout and dimensions of streets and blacks is in compliance with
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 16.24 regarding blocks.
Section 4. Conditi,or~al Approval. The application for
tentative plan approval for the within subdivision is hereby
approved, subject to the conditions listed on Exhibit nAn hereto,
imposed under authority of CPMC 1.6.10.090.

o ORS Chapter 468.740 requires that all developments which will disturb 5 ACRES OR
MORE of land adjacent to a stream which discharges to surface waters of the State of
Oregon shall, as a part of the construction permitting process submit an "Erosion
Control Plan."
The "Erosion Control Plan" shall require a PERMIT from DEQ. No construction on any
Tentative Plan storm drainage system can occur until authorization to do so has been
granted by DEQ.
o Developer shall provide and install ladder rungs approved by the Central Point Public
Works Department for each sanitary sewer manhole with a depth greater than 3.0 feet
to the flow line of the manhole.
o Developer's engineer shall design the water system to provide a minimum flow of 1000
g.p.m. at each fire hydrant.
o Developer shall construct all utilities, streets, and other structures discussed herein,
within rights-of-way owned, or to be awned by the City of Central Point, in accordance
with a!I rules, regulations, ordinances, resolutions and other applicable requirements
of the City ofi Central Point for the construction of this development.
o This review for the Tentative Pian submitted by the applicant was done so in
accordance with all tike rules, regulations and ordinances in effect as of the date of this
review. Any modifications by Developer of this project after City Planning Commission
approval, could require resubmittal of an application, and approval by the City Planning
Commission based on the recommendation of staff responsible for this review.
o All costs associated with this Development and the conditions placed on this
Development shall be the sole responsibility of the applicant/owner.
o No construction will begin on this project or any building until such time as plans and
specifications have been reviewed and approved by the Public Works Department and
other required divisions ofi the City and a Construction Permit has been issued for each
portion of the project requiring a permit.
o The City shall approve street stationing prior to Developer's engineer designing the
improvements for this Tentative Plan.

TENTATIVE PLAN CONDITIONS
BEALL ESTATES
Specific
1. The public works improvements shall conform to the Standard specifications and
Uniform Standard Details for Public Works Construction, Central Point, Oregon.
2. The City's engineer will determine the street section design based on the results of the
soils investigation for the project and the following traffic loading:
Looking Glass Way 1500 VT/D 2% Trucks
3. The Final Plat shall include a one foot access control strip at the end of Looking Glass
Way.
4. The developer's engineer shall design the water and sanitary sewer improvements for
this development to serve those areas outside the boundaries of this development
which may connect to these systems in the future.
5. The developer's engineer shall design the proposed storm drain system to provide for
the runoff onto the development and from each lot and street within the development.
The engineer shall provide a complete set of storm drainage calculations to the public
works department at the time of application for the public works permit. The engineer
may obtain a copy of the rainfall/intensity curve from the public works department #or
use in the hydrology calculations.
6. All structures shalt have roof drains, area drains, and crawl spaces with positive
drainage away from the structure with drain lines connected to a curb drain or an
approved storm sewer. The developer shall submit a grading plan with the
construction drawings which provides for the drainage of each lot, leaving only minor
grading required for each lot during construction.
7. The construction drawings for the development shall include a street lighting plan and
traffic control plan.
8. The developer's engineer shall delineate on the grading plan the elevations and
boundaries for the 100-year flood elevations along Elk Creek. The engineer shall
determine the flood elevations in conformance with FEMA's methods far approximate
A zones. The engineer shall submit a copy of the flood elevation calculations,
hydrology map, and creek cross-sections with the construction plan submittal.
9. Public improvements do not exist adjacent to this Tentative Plan. The Planning
Commission has approved the Tentative Plan for Forest Glen Phase VIII which abuts
this property to the north. The city will not approve the Final Plat for Beall Estates until
the offsite improvements required to serve this development have been completed and
accepted by the city.
10. The developer shall provide the city with a wetlands inventory or clearance for the
project site prepared by a wetlands consultant.

I l) Lot I 1 of Beall Estates subdivision does not currently meet code for width and depth per
Public Works Staff' Report. The lot shall be reconfigured so that it and adjacent lots are
consistent with the subdivision code, or applicants will need to apply for and have approved
a variance to the lot configuration standards before a subdivision final plat can be accepted
for review.
