A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLICATION
(Applicant: John Hastings)
(37 2W 3DD Tax Lot 6600)
Recitals
1. This matter came before the Planning Commission for
hearing on February 20, 1996, on applicant's site plan
application for an addition to an existing structure at 150 North
Front Street in a C-5 district of the City. The Planning
Commission reviewed the application and the City staff reports,
and received comments from all persons wishing to be heard in
favor of and opposed to the application.
NOw, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A livable to Decision. The following
chapters of the Central Point Municipal Code apply to this
application:
A. Chapter 17.46, Thoroughfare Commercial District;
B. Chapter 17.60, General Regulations;
C. Chapter 17.64, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findings and„Conclusions. The Planning
Commission hereby adopts by reference all findings of fact set
forth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply with the requirements of the following chapters
of the Central Point Municipal Code:
A. Chapter 17.46 relating to uses, lot size, lot
coverage, setback, building height and screening
in the C-5 district;
B. Chapter 17.60 relating to paving and landscaping
requirements;
C. Chapter 17.64 relating to off-street parking and
loading facilities;
D. Chapter 17.72 relating to site plan requirements.

Section 3. Conditional A raval. The wa.thin application
for site plan approval is hereby canditianally approved, subject
to the conditions set forth an Exhibit "A", which is attached
hereto and by this reference incorporated herein.

TF - 1 To be submitted as a part of construction pions and specifications for
review by the City prior to issuing permits.
TF - 2 To be completed prior to issuance of any Construction or Building
Permits.
TF - 3 To be completed prior to issuance of a Certificate of Occupancy.
TF - 4 To be completed prior to Approval of the Final Plat.
TF - 5 Ta be a continuous condition, to be set at the time of future land use
action decisions.

1. Applicant shall construct all utilities, streets, and other structures discussed
herein, within rights-of-way owned, or to be awned by the City of Central
Point, in accordance with all rules, regulations, ordinances, resolutions,
standards and other applicable requirements of the City of Central Point far the
construction of this development.
2. This review for the SITE PLAN submitted by Applicant was done sa in
accordance with all the rules, regulations, ordinances and standards in effect
as of the date of this review. Any modifications by Applicant of this project
after City Planning Commission approval, could require re-submittal of an
application, and approval by the City Planning Commission based on the
recommendation of staff responsible for this review.
3. Applicant shall pay all casts associated with this development and the
conditions placed on this development.
4. No construction will begin on this project anti! the Public Works Department
and other pertinent departments or divisions of the City have reviewed the
project plans and specifications and have issued a construction permit.

5. In accordance with the Comprehensive Plan, or Master Transportation Plan,
TF 2 the construction of this development shall include future street subgrade, base
rock, paving, lighting, traffic control and delineation improvements, storm
drain, water and sewer improvements, including alleys, sidewalks, and utility
crossings to Front Street.
Developer has secured the above improvements by executing an agreement far
consent to inclusion in a Local Improvement District to construct the above
street improvements [1121194).

TF 3 The City will inspect and test al[ existing improvements proposed for dedication
to the City. The City will conduct the inspection and testing in the same
manner, where practical, as required for new construction. Applicant shall
repair or replace any improvements not meeting City standards for new
construction. The City's inspection wilt include the existing pavement, base
section and sidewalk improvements adjacent to Front Street.
Applicant shall apply for a permit with the Oregon Department of
Transportation and coordinate with the City for all existing and proposed
improvements in the Front Street (Highway 991 Right of Way, dedicated to the
City as part of this project.
6b. The alley shall be improved adjacent to the Tax Lot described in this Staff
Report. tT37S R2W Map 3DD Tax Lot 6600 The improvements shall include
a minimum of 2" of compacted asphaltic concrete, over 6 inches of compacted
baserock, aver compacted subgrade from the existing pavement south of the
property to the northerly property line. All construction shall be to City
Standards and shall include drainage. [Paragraph 6b changed per Planning

TF1 Applicant shall install an OSHD approved testable backflow device behind the
City water meter for any system which connects to Applicant's irrigation
system or any other water system which may be a potential cross-connection.
Location, type(s) and size(s) of backflow prevention devices shall be shown on
construction drawings.
If Applicant currently has an approved device installed as required above, this
condition is waived.

8.
TF1 Applicant shall provide the City with a complete set of construction drawings
for the storm drainage system to serve this property. All roof drains, area
drains, craw[ spaces, and parking lot drains shall have positive drainage away
from any structures, and shall connect to the storm drainage system located
in Front Street.

TF1 Applicant shall provide the City with a grading and drainage plan for the entire
project.
10.
TF3 Applicant shall past signs stating that the turnaround area at (rant of premises
shall nat be blocked by parked vehicles. No backing or vehicle manuevers shall
be permitted in the public right of way of Front Street {changed per Planning
