A RESOLUTION GRANTING TENTATIVE PLAN APPROVAL
FOR A LAND PARTITION
(Applicants: Dean and Meridee Fancher
(37S 2W 10DB Tax Lot 8400)
Recitals
1. Applicants have submitted an application for tentative
plan approval for a land partition on a 1.29-acre parcel, ~.ocated
at 3425 Snowy Butte Lane in the City of Central Point, Oregon.
2. On July 16, 1996, the Central Point Planning Commission
conducted a duly-noticed public hearing on the application, at
which time it reviewed the City staff reports and heard testimony
and comments on the application.

BE IT RESOLVED ~3Y THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. A roval Criteria. The requirements for
approval of land partitions and tentative plans are set forth in
CPMC Title 16 and Title 17, relating to informational
requirements, zoning, lot dimension, access, and similar
requirements.
Section 2. Findin s and Conclusions. The Planning
Commission finds and determines as follows:
A. Tentative Plan Requirements. The application and
tentative plan are in the correct form and contain all of the
information required by CPMC Chapter 16.14.
B. Area and Width of Lot. This partitioning in an R-1-6
zone would create the following parcels:
Parcel 1: Approximately 20,094 square feet;
Parcel 2: Approximately 24,024 square feet;
Parcel 3: Approximately 12,012 square feet.
All parcels meet the minimum area (6,000 square feet for
interior lots and 7,000 square feet for corner lots) and width
(60 feet for interior lots and 70 feet for corner lots)
requirements for lots in the R-1-6 zone as set forth in CPMC
17.24.054, and such parcels meet the general requirements for
Lots contained in CPMC 16.24.054, Parcels 2 and 3 meet the area
and width requirements for flag lots contained in CPMC 16.36.040.

C. Access to ~'la Lots. CPMC 16.36.440 requires an access
of at Least 20 feet in width, paved with cement or asphaltic
surface, far alb. flag lots created by partition. The tentative
plan submitted herein provides far a 20-foot wide access, which
satisfies the City code requirement.
Section 3. Conditional Approval. The application for
tentative plan far land partition herein is hereby approved,
subject to the conditions set forth on Exhibit "A", attached
hereto and by reference incorporated herein, imposed under
authority of CPMC Chapter 16.36.

General:
1. The Tentative Plan shall include the following information: Name of subdivision, Iacation of
TBM, Public Utility Easements, private easements for sanitary sewer, water, storm drainage,
and other utilities, zoning of adjacent parcels, afI'site storm drainage easement if required to
drain to Griflin Creek, and the 100 year flood plain boundaries as delineated an the FEMA
Flood Insurance Rate Map.
2. The applicant shall submit to the City's Public Works Department plans and specifications for
all improvements proposed for construction or modification within the City's rights-of ways
or easements. All construction shall conform. to the City's Standard Specifications and
Uniform Standard Details for Public Works Construction and such other special specifications
herein. No construction shall commence until the Public Works Department has reviewed,
approved, and issued a permit For the proposed improverrrents. The developer shall pay for aII
costs associated with the design and installation of the improvements specified on these plans.
3. Prior to final approval of the project, the developer's engineer, or surveyor, shall provide the Public
Works Department with a digital drawing of the Final Plat property boundaries in an AutoCadd
compatible format.
Streets/Traflic:

Storm ~ra~nage:
The developer shall construct an adequately sized storm drainage system to provide for runoff onto
the subdivision property and from each Tot. Prior to construction plan approval of the
improvements for this Tentative PIan, the developer`s engineer shall provide a complete set of
drainage calculations for sizing the storm drainage system. The engineer sha11 use the
rainfalllrntensity curve obtained from the Public Works Department for hydrology calculations.

Sanitary Sewer: .
1. All sewerage system design, construction artd testing shall confontz to the standards and guidelines of
the Oregon DEQ, 1990 APWA Standards, Oregon Chapter, and City of Central Point Standards. The
City will, upon completion of plan review and approval, submit the plans to the Oregon DEQ far sewer
system design approval prior to issuance of a construction permit. The Developer's engineer shall
provide DEQ and the City with test reports and certification of the sewer system construction prior to
final acceptance by the City.
Water System:
1. The construction shall comply with Oregon Health Division requirements.
2. The construction drawings shall indicate type, size and location of water services in accordance
with the City's Public Works Standards. Refer to the City's PirelSafety StaffRoport.
Site Work:
1. Provide agrading/paving plan with the construction drawing submittal to the Public Works
Department. A]I structures shall have roof drains, area drains, and crawl spaces with positive
drainage away from the structure and drain lines connected to a curb drain, or an approved storm
sewer. The developer shall provide the necessary "rough" lot grading to assure that alI lots will
drain properly. The developer shall submit a grading plan with the construction drawings; and
perform such grading and drainage improvemen€s which satisfies this drainage condition, leaving
only minor grading required for each lot during house construction.

1. The construction drawings and Final Plat shall show all right-of--way and easement boundaries
associated with the project.
2
