A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN
APPLICATION FOR THE OREGON STATE POLICE HEADQUARTERS
(Applicant: State of Oregon)

Recitals
1. This matter came before the Planning Commission for
hearing on duly 16, 1996, and again on August 6, 1996, an
applicant's site plan application for the Oregon State Police
Headquarters at 4500 North Highway 99, Central Point, in an R-2
district of the City. The Planning Commission reviewed the
application and the City staff reports, and received comments
from all persons wishing to be heard in favor of and opposed to
the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A licable to Decision. The following
chapters of the Central Point Municipal Cade apply to this
application:
A. Chapter R-2, Residential Two-Family District;
B. Chapter 17.60, General Regulations;
C. Chapter 17.64, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findings and Conclusions. The Planning
Commission hereby adopts by reference all findings of fact set
forth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply with the requirements of the following chapters
of the Central Point Municipal Code:
A. Chapter 17.24 relating to uses, lot size, lot
coverage, setback, building height and screening
in the R-2 district;
B. Chapter 17.60 relating to paving and landscaping
requirements;
C. Chapter 17.64 relating to off-street parking and
loading facilities;
~. Chapter 17.72 relating to site plan requirements.

Section 3. Conditional A~~roval. The within application
for site plan approval is hereby conditionally approved, subject
to the conditions set forth on the Planning Department's list of
recommended conditions, and on the Public Works Department's list
of recommended conditions, which lists of conditions are attached
hereto and by this reference incorporated herein.

1. Landscaping for the project shah be installed ire accordance with tl3e approved l~la~~ting plan
dated Noverr~ber 17, 1995. All landscaping shall be continuously ~naic~tained in a healthy,
growing condition. An automatic irrigation system shall be installed to service ail landscaping
subject to approval by the Building Department.
2. A perimeter chain link fence shall be installed in accordance with the approved site plan
dated June 3, 1996. Fencing along the northern property line adjacent to tax parcels 37 2W
03B 1200 & 1404 shall be sight--obscuring through the use of slats or other cor~lparable
materials. No barbed wire fencing shall be permitted, except far the vehicle impound yard.
3.Off-street parking shall be provided as shown on the approved site plan and subject to the
requirements of CPMC Chapter 17.6.
4. All signage proposed for the project shall require a separate application to the Building
Department and issuance of a building permit.
5. Access to and from the project site via North Pacific Highway shall be provided as shown
an the approved site plan. All buildings on the premises shall be accessible to fire fighting
apparatus.
6. All outdoor lighting and illuminated signage shall be designed and installed so that it wi.ii
not impact adjacent properties or interfere with any traffic control device.
7. The site plan approval shall expire on February 9, 1998 unless a building permit is issued
by the Building Department and construction is commenced and diligently pursued toward
completion. This expiration date coincides with that of the Conditional Use Permit issued far
this project on February 9, 1995_
8. Applicant s}r~€il submit to the City plans for the slope stabilization, far the drainage,
.and for the measures to be taleen to safeguard Mrs. Rundle's home and those plans are
to be subject to City staff review.

General:
1. The applicant shaII subnut to the City's Public Works Department plans and specifications for
all improvements proposed far construction or modification within the City's rights-of--ways
or easements. AlI construction shall conform to the City's Standard Specifications and
Uniform Standard Details far Public Works Construction and such other special specifications
herein. No construction shall commence until the Public Works Department has reviewed,
approved, and issued a permit for the proposed improvements.
2. The applicant shall submit construction drawings for the Highway 99 improvements to the
Oregon Department of Transportation for review and approval. The City has not received
written comments or conditions from ODOT far this project.
Streets/TrafDc:
1. Construction drawing improvements shall include ar delineate street lighting, sight triangles,
sidewalks, and all other public improvements.
2. Oregon Department of Transportation's Highway 99 is the only street adjacent to this project.
The applicant shall conform to ODOT's requirements set forth for this development. The City
shall receive and review ODOT's comments prior to site plan approval.
Storm Drainage:
1. All storm drainage shall be collected on site and discharged through a pipe into Griffrn Creek
within the 15 foot wide easement for storm drainage OR 94-04484. The developer shall
submit a complete set of drainage calculations prepared by an Oregon licensed engineer
2. This project lies within the 100 year flood plain, and shall be designed in accordance with. the
City's Flood Plain Ordinance and FEMA's guidelines for development within the 100 year
flaod plain.
Sanitary Sewer:
1. Provide the Public Works Department with a construction drawing showing the size, type,
and alignment of the proposed service lateral.
2. Bear Creek Valley Sanitary Authority's Regional Lower Bear Creek Interceptor Sewer (36"}
is located within an existing 30 foot wide sanitary sewer easement, 54 feet from the project's

easterly boundary. The project shall include a public 8-inch sanitary sewer main to serve this
project and parcel na. 2. The onsite public sewer line shall be centered within a 1 S foot wide
public easement for the purpose of access and maintenance. The easement shall extend all the
way to an existing City right-of way or easement. Equipment wash dawn areas shall be
covered and connected to the sanitary sewer.
Water System:
1. Comply with Oregon Health Division requirements for Backllaw preventian.
2. An existing 12" public water main runs along the entire frontage. The project shall acquire
water service from this existing mainline. the developer shall size the meter and the service to
assure it has adequate capacity far the development. Backflow requirements shat} conform to
Oregon Health Division and City of Central Point's Standards. Fire service shall be in
conformance with Central Point's Public Safety Report. Any onsite f re hydrants shall be
served by an 8-inch public water line conforming to the City's Standard Specifications. The
onsite public water line shall be centered within a 15 foot wide public easement for the
purpose of access and maintenance.
Site Work.
1. Provide agrading/paving plan with the construction drawing submittal to the Public Works
Department.
2. The project shall include a minimum 24 foot wide cross access easement to, and in Favor of,
Parcel No. 2 as shown on the site plan.
Rights-of-r~vays/Easernents.
1. The comprehensive plan calls for the right-of--way width to be 100' to 110' far major arterials.
The existing right-of=way is $5 feet, with Southern Pacific Railroad right of way on the
westerly edge. The project shall dedicate for public right-of way, as necessary, to
accommodate the improvements required by ODOT, plus an additional seven feet beyond the
face of curb. An additional 10' wide P.U.E. shall be granted along the entire frontage. We
anticipate that the Highway 99 improvements will include storm drainage improvements.
