This matter came before the Planning Commission far hearing on August 20, 1996, on applicant's site plan, conditional use permit and parking requirements variance applications far a 600-foot addition to the existing Senior Citizens Center at 123 N. Second Street in a C-2 district of the City. The Planning Commission reviewed the application and the City staff reports, and received comments from all persons wishing to be heard in favor of and opposed to the application. Naw, therefore; BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Criteria A licable to Decision. The fallowing chapters of the Central Point Municipal Code apply to this application: A. Chapter 17.35, G-2, Commercial-Professional; B. Chapter 17.60, General Regulations; C. Chapter 17.64, Off-Street Parking and Loading; D. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval; E. Chapter 17.76, Conditional Use Permits; and F. Chapter 17.80, Variances, Section 2. Findings and Conclusions. The Planning Commission hereby adapts by reference all findings of fact set forth in the City staff reports, and concludes that, except where addressed in the conditions to approval, the application and proposal comply with the requirements of the following chapters of the Central Point Municipal Code: A. Chapter 17.36 relating to uses, lot size, lot coverage, setback, building height and screening in the C-2 district; B. Chapter 17.60 relating to paving and landscaping requirements; 1 - PLANNING COMMISSION RESOLUTION NO. 363 (090696) C. Chapter 17.64 relating loading facilities; ~. Chapter 17.72 relating E. Chapter 17.76 relating to aff-street parking and to site plan requirements. to conditional use permits. Section 3. Variance Granted. Applicant is granted appraval for 13 parking spaces, including two handicapped spaces, instead of the required 20 spaces. A variance is also granted for vehicles backing out into the street or alley and for locating parking spots in the required five foot setback area between the parking area and the property line. Applicant has met the variance criteria of CPMC Chapter 17.80. Section 4. Conditional Approval. The within application far site plan approval is hereby conditionally approved, subject to the conditions set Earth on Exhibit "A1°, which is attached hereto and by this reference incorporated herein. The project shall be deve}aped in substantial compliarce with the approved site plan. 2, Existing landscaping shat} be camtinuausly maintained im a healthy growing condition. 3. Off=street parking sha}} be provided for floe project in accordance with the approved site plan. Any revisions to the parking layout shat} be approved by the P}arming Department prior to the issuance of building permits. 4. Access to the project site shall be permitted from N. 2nd St. and the adjacemt a}ley, 5. Any sign proposed for the project shalt require a sign permit application to be submitted with the building permit application for the project. 5. The approval of the Conditional Use Permit is valid for a period of twelve months. The proposed use must commence within this period ar a new Conditional Use Permit must be app}led far. 7. All conditions contained in Planming Cornrnission Renalution Nos. 67 and 72 shalt continue and remain in full force. Streets: Any proposed improvments within the alley right-of--way sha11 conform to the City's Standards for Public Works Construction.
