A RESOLUTION GRANTING APPROVAL OF AN AMENDED TENTATIVE PLAN
FOR BLUEBIRD HEIGHTS SUBDIVISION

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Nature of A lication. This is an application
for approval. of an amended tentative plan for a 16-lot
subdivision in an R-3 district of Central Point, Oregon. The
Planning Commission reviewed the application and tentative plan
at a duly-~noticed public hearing on March 18, 1997.
Section 2. A roval Criteria. The criteria for approval of
this subdivision application are found in CPMC Title 16, relating
to tentative plans and subdivisions, and in Title 17, relating to
zoning and lot sizes.
Section 3. Findin s and Conclusions. The Planning
Commission finds and determines as follows:
A. Tentative Plan Re uirements. The application and
tentative plan herein are in the correct form and contain all of
the information required for the same under CPMC Chapter 16.10.
B. Area and Width of Lots. The subdivision Lots all meet
the R--3 district lot size requirements of 6,000 square feet for
anterior lots and 7,000 square feet for corner lots. The minimum
width requirements are also met, with interior lots at least 60
feet wide and corner lots at least 70 feet wide.
C. Blocks and Streets. The tentative plan proposal far the
layout and dimensions of streets and blocks is in compliance with
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 16.24 regarding blocks.
Section 4. Conditional A ravel. The application for
amended tentative plan approval far the within subdivision is
hereby approved, subject to the conditions listed on Exhibit "A"
hereto, imposed under authority of CPMC 16.10.090.

PLANNING DEPARTMENT RECOMII~NDED CONDITION
1. Prior to final plat approval, the applicant sham submit to the City a copy of the
proposed covenants, conditions and restrictions {CCRs) for the North Valley Estates
Subdivision.
2. The applicant shall comply with all requirements of BCVSA, Fire District #3, Jackson
County Roads Department, 4DOT and the Rogue River Valley Irrigation District as they
pertain to the development of the North Valley Estates Subdivision. Evidence of such
compliance shall be submitted to the City prior to final plat approval,

1. The amended plat is substantially changed from the application for final plat
dated 10124!96 in terms of lot configuration
2. The location of sanitary sewer, storm sewer, street and water improvements in
Sunrise Way to the connection in tax lot 1100 differ from the originally submitted
final plat and approved construction drawings.
3, The length of Sunrise •Way appears reduced from the final plat previously
applied for.
4. The Public Works staff report prepared by Thornton Engineering, dated
06/27/96 is valid for the re-submittal of the amended tentative plan. Attached
hereto.
Requirements:
1. Applicant shall submit revised construction plans and specifications to the
Department of Public Works far review.
2. Revised plans shall be submitted in accordance with the Public Works staff
report prepared by Thornton Engineering dated 06127196;
3. Separate water meters and sewer laterals will be required for each padlot unit;
4. Existing residences on lots 2 and 3 will be required to connect to City water and
sewer.

5. Show connections to City water, sewer and storm systems far iats 5,6 and 7
an construction drawings. If this is to be a future development requiring additional
Public Works improvements, indicate the required stub out locations to avoid street
cutting.
5. Applicant shall show all existing and proposed easements and Rights of Ways
on the Final Plat and Construction Drawings;
6. Show revised 55' sight distance triangles at intersection of Sunrise Way and
North 10th Street;

General:
1. The applicant shall submit to the City's Public Works Department plans and specifications for
all improvements proposed for constnrction or modification within the City's rights-of--ways
or easements. All construction shall conform to the City's Standard Specifications and
Uniform Standard Details for Public Works Construction and such other special specifications
herein. No construction shall commence until the Public Works Department has reviewed,
approved, and issued a permit for the proposed improvements. The developer shall pay for all
costs assoaated with the design and installation of the improvements specified on these plans.
2. Prior to final approval of the project, the developer's engineer or surveyor shall provide the Public
Works Department with a digital drawing of the Final Plat property boundaries in an AutoCadd
compaix~le format.
Streets/Tra~ic:
1. The public workr improvements for the development shalt include the widening of the east side of
North Tenth Street to a z2 foot halfsection from centerline to the eariface of curb. Tire widening
shall extend from the existing z2 foot half street section approximately 3S feel north of the project
to the southerly project boundary. From the southerly project boundary the improvements shall
transition to the existing curb Gne 100 feet south of the project boundary (25:1 transition).
2. The construction drawings for this Tentative Plan shall include a Street Lighting Pian and a Traffic
Control Plan in aocordance with the reclulretner-ts of the City of Central Point Public Works
Department. The construction drawings shall include clear vision areas designed to meet the Cites
Public Works Standards.
3 . The City's Engineer shah, at the cost of the developer, evaluate the strength of the native soils and
determine the street section designs in accordance with the Public Works Department Design
Standards

Storm Drainage:
1. The developer shall construct an adequately sized storm drainage system to provide for runof~'onto
the subdivision property and from each lot. Prior to construction plan approval of the
irtrprovements for this Tentative Plan, the developer's engineer sElall provide a cori~plete set of
drainage calculations for sizing the storm drainage system. The engineer shall use the
rainfalllintensity curve obtained from the Public Works Departnierrt for hydrology calculations.
2. Curb acrd gr~tter sections shall not exceed 350 feet before errterirrg a catch basin ar crib inlet.
Sanitary Sewer:
1. All sewerage system design, construction and testing shall conform to the standards and guidelines of
the Oregon DEQ, I990 APWA Standards, Oregon Chapier, and City of Central Point Standards. Tire
City will, upon corrrpletiotr of plan reviert~ acrd approval, srrbrrrit the plans to the Oregon DEQ for
seruer system design approval prior to issr~arrce of a carrstrrrctiorr perrrril. Tl~e Developers engineer
shall provide DEQ and the City with test reports and certification of the sewer system construction
prior to frnal acceptance by the City.
Water System:
1. The construction shall comply with Oregon Health Division requirements far Backflow
prevention.
2. The developets engineer shall design the water system to provide a rt~inimum fire flow in
conformance with the requirements of City's Fire Chief.
3, The construction drawings shall indicate type, srze and location of water mains and fire hydrants in
accordance with the City~s Public Works Standards and the recommendation of the City's Fire
Chief
Szte Work:
1. Provide a gradinglpaving plan with the construction drawing submittal to the Public Works
Department. All structures shall have roof drains, area drains, and crawl spaces with positive
drainage away from the structure and drain lines connected to a curb drain, or an approved storm
sewer. The developer shall provide the necessary « rough" lot grading to assure that aII lots will
drain properly. The developer shall subnut a grading plan with the constnrction drawings; and
perform such grading and drainage improvements which satisfies this drainage condition, leaving
only minor grading required for each lot during house construction.
