A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLICATION

1. This matter came before the Planning Commission for
hearing an August 19, 1997, an applicant's site plan application
for construction of four storage and industrial buildings to be
used in connection with applicant's fence business, Quality
E'ence, in an M-~. district of the City. The Planning Commission
reviewed the application and the City staff reports, and received
comments from all persons wishing to be heard in favor of and
opposed to the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A licable to Decision. The follawing
chapters of the Central Point Municipal Code app~.y to this
application:
A. Chapter 17.48, M-1, Industrial District;
D. Chapter 17.60, General Regulations;
C. Chapter 17.64, Off-Street Parking and Loading;
D. Chapter 1.7.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findings and Conclusa.ons. The Planning
Commission hereby adopts by reference all findings of fact set
Earth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply with the requirements of the following chapters
a-f the Central Point Municipal Code:

Quality Fence Co., Inc. operates a fence manufacturing and installation business at 114 W.
Pine St.rn an M 1, Industrial zoning district. 'I'he property consists of fourteen parcels of
land totaling approximately 4.49 across. In addition, certain. portions of the Amy Street,
Manzanita Street and Taylor Road rights-~of-way and an alley rigl-t-of-way were recently
vacated by the city and will revert to the ownership of Quality Fence's parent corporation,
'V~.F.S. itiriaterials Inc. This will increase the size of the property to about 5 acres. This
appti~tion was originally scheduled to be heard on I~Iovember I9, 199d, but was continued
at the request of the applicant until the street vacation application was decided.
The fence business oaxipies three main bindings oc~ the property and some smaller storage
areas. There are also four older single-family homes on the property used as~resideaccs. The
site pion proposes a 1,500 square foot covered storage area addition to the main but~ding, a
6,600 square foot industrial bu~chng near the iatccsec~ian of HaskeSl Street and Taylor Road,
and a 6,004 square foot mini storage compiex ad,~acent to the CeatraI 4regoa & Pacific
ra~mad tracks. Another 8,100 square foot industrial budding is also shown an the site plan
as future devetopznent to be submitted under a separate Site Pfau Review application,
CI'MC 17.72.040 sets out the standards that are #o be used as the basis for any decision on
a Site Plan application:

C. Off street parking and interior circulation must be adequate to serve the site and maintain
good pedestrian and vehicle traffic flows.
The interior circulation is based upon a network of private drives that were once public
rights-of way. A truck loading area is designated adjacent to rile proposed industrial
building, An off-street parking area is designated adjacent to the proposed mini-
storage. Off street parking requirements for the proposed uses arc six spaces for Elie
mini-storage cotrtplex, fourteen. spaces I'or the new indnstrial buitdiug, and tl~rec spaces

L7. Signs for the project must be designed and located to be compatible with the use and not
interfere with traffic con#roI devices or traffic flows.
Any identification sign for the proposed uses on the site will require a sign permit and
will be subject to local sign regulations.
E. The site must be designed to be accessible to £rxe apparatus and have adequate f re fighting
facilities.
Fire apparatus will have access to the site from€ both 'W. Pine Street and ;Eiaskell Street.
.Fire hydrants will be installed in accordance with city standards.
1?. The project must comply with alI applicable city ordinances and regulations and must be
aesthetically acceptable in relation to the neighborhood and the City ofCentral Pain#.
The project is in compliauxce with alI city ordinances and regu[ations. Most of the
surrounding properties in the area are zoned for surd developed with industrial uses.
Mae Richardson T~lementary School is Iocated opposite the project site on the west side
of Haskell Street in a residential zone.

RECO~NI7ED PLANNING CONDITIONS DIi APPROVAL
1. The applicant shall submit a landscaping plan to the Planning Department for approval.
~LG Landscaping for the protect shad be installed in accordance with the approved landscaping
plan. Ail landscaping shall be continuously maintained in a healthy, growing condition. An
automatic irrigation. system shall be installed to service all landscaping subject to approval by
the Building Department.
2. The applicant shall install a slatted chain link fence to enclose the mini-storage area in
accordance with the approved site plan. A fencing plan for the proposed industrial building
shall be submitted to the Planning Department far approval. No barbed wire fencing shall be
permitted.
3.Off-street partang shall be provided as shown on the approved site plan and subject to the
requirements of CPMC Chapter IT.64. P'ourteenDff-street parking spaces shall be designated
within the paved tnzck loading and parking area for the proposed industrial building.
4. All signage proposed for the project shall require a separate application to the Building
Department and issuance of a building permit.
S. Access to and from the project site shall be provided as shown on the approved site plan.
All buildings on the prernis~s shall be accessible to fire fighting apparatus.
6. All outdoor lightzng and illuminated signage shall be designed and installed so that it will

Purpose
Provide information to the Planning Commission and Applicant (hereinafter referred to
as "Developer"} regarding Public. Works standards and ddd€tional standards and
requirements to be included in the design. Gather information from the
DeveloperlEngineer regarding proposed development.
Special Requirements

western and southern portions of the project. The plan shaft be prepared and
lmptemerrted by and at the expense of the Developer. A~Ea minimum the

way along Naskeli load and Pine Street

provided. The '/z street sections of Pine and Haskell Streets will need to be
widened to City PWD arterial and secondary arteria[ street standards. Storm
drainage collection and conveyance facilities will need to be installed along Pine
and Haskell Streets. An access ramp {meeting ADA and City Public Works
Department Standard Specifications and Details [City PWD Standards]) will need
to be installed at the northeast corner of the intersection of Pine and Haskell
Streets. Sidewalk widths aligned along Pine and Haskell Streets will need to be
a minimum of 6-feet wide. `
3. Street Li__ hots: Provide City with a street light plan for Pine and Haskell Streets
bordering the subject site. Developer to fiurnish and instal[ conduit and ground
rods, and install Pac'rfic Power and Light {PP&L} supplied anchor bolts and base
template, in accordance with the City PWD Standards. Developer to coordinate
with PP&L fvr the installation of the street light poles, arms, and light fixtures.
Developer shalt coordinate with PP&L on the transfer of rentalluse and power
consumption or remnvai of the street lights mounted on PP&L pole numbers
832077, 825096, and 89455, and any other street light which may be [orated
on the recently vacated streets or alleys that are within or border the proposed
site deve{opment.
4, Ci Ufili ~asemenfs: Easements must be provided for existing City infrastructure
{i.e. sanitary sewer, water, and storm drain} and any City infrastructure to be installed
as part of this development. The easements must be a minimum of 'i 5-feet wide,
and should not split lo# lines. Easements fors#om~ drainage, sanitary sewer, and
water lines should be dedicated to the City and not just a public utilities easement
{PUE}. Centerline of buried infrastructure steal( be~aligned a minimum of #ive +r5) feet
from the edge of the easement, PUEs must have a minimum 10~foot width.
Easement dedications [n final deeds or in CG&Rs need statement which dearly
states that easements must be maintained for suitable, driveable access, as
determined and approved by the City PWD.
5. ~~. s-o -Warr De~ca~i~rts: Pine and Haskell Streets are currently designated in
the City's comprehensive plan as a major and secondary arteria[ road, respectively.
The comprehensive plan states that the right-of way widths needed for a major '
arteria[ road are between '[00 to '[20 feed and between 80 and 88 feet for a
secondary arteria[ road. In review of the current right-off way widths that are
reasonably available on Pine Street, the City's PWD has deY~rmined that a 100-foot
wide right-of-way will be needed for his por8on of Pine Street, to accommodate tum
Lanes, bi[ceways, and pedestrian traffic. This portion of Pine Street has a current 80-
foot right-way; an additaona[ ~ 0 foot dedication forright-of~ray along the boundary of
the proposed development that front Pine Street will be required.
Additional right-ofanray dedication wilt be needed of the development for
improvement of the northeast comer radius of the intersection of Pine and Haskell
Streets to accommodate a W-67 truck fuming movement.

Due to the need for tum lanes, bikeways, and pedestrian traffc on Haskell Street, the
City will require an 88~foot right-of way on Haskell Street. Since the existing right-of"
way width for Haske[I Street is 60 feet, the City wilt require an additional 14-foot
dedication forright-of way along the boundary of the proposed development that
front Haskell Street.
6. Public Utilities Easements: A minimum 10-foot wide public utilities easement
{PUE} shall be dedicated by the development for the installation of public utilities
and should be Located outside the public rights-of-way. At a minimum, The PUE
should be aligned along the exterior boundaries of the property that borders
Haskell and Pine Streets. Easements shall also be created far public utilities
{other than City owned utilities) that are located on the property that were
formerly [orated within the rights-of-way of the vacated streets and of{eys.
7. priveways, Access Rvads. and Truck Parking Areas; The driveways, access
roads, and truck parking and fuming areas on the proposed development must be
designed and positioned in a manner that wilt accommodate the turning
movements and access of a W-67 truck. All driveways, access roads, and
parking areas sha[( either have asphalt or cement concrete surfaces.
8. Site DrainagelS~arm Din P(ar~,: The developer shall design and 'implement a site
drainage(storm drain plan that corrects and enhances existing site drainage far
the entire area noted on the site plan. Sheet flow surface drainage from the
property onto the public rights-of-way or onto neighboring properties is
unacceptable. The storm drainage plan shaft inc{ude the storm drainage from the
bordering streets (i.e. Haskell and Pine Streets).

'I . Developer shall submit to the City`s Public Works Department {City`s PWD} far
review and approval, plans and specifications for a[I improvements proposed for
construction or modifications within the City rights-of-ways and easements.
2. Pubic improvements, where app[icabte, include, but are not limited to, streets
(including sidewalks, curbs and gutters}; storm drainage and sanitary sewer
collection and conveyance systems; water distribution system (up to the service
meter and including fire protection; street tighting; and traffic control devices,
street signs and delineation.
3. All construction of public improvements within the City sha[( conform to the

and other special specifications; details, standards, andlor upgrades as may be

4. During construction, changes proposed by the Developer shall be submitted in
writing by the Developer's engineer to the City PWD for approval prior to
installation.
5. No construction shat[ commence until the City PWD has reviewed and approved
a professionally prepared set of engineered construction plans and specifications
for the public improvements or connection to the public improvements, and the
Gity PWD has issued a Pubtic Works permit for the praposed improvements.
6. The Developer shall pay for all costs associated with the design, specification
and installation of the improvements specified on the approved plans.
7. The Developer shalt pay alt fees and system development charges, as applicable,
prior to obtaining a City building or public works permit.
8. As applicable, the Developer shall provide copies of any permits, variances,
approvals, and conditions as may be required by other agencies, including, but
not limited to Oregon Department of L~rsh and Wildlife (DFW}, -Oregon
Department of Environmental Quality {DEQ}, Oregon Division of State Lands
{DSL}, U.S. Army Corps of Engineers {AC4E}, affected irrigation districts, and
.lackson County Road and Park Services Department {JC Roads}.
9. Prior to approval grid acceptance of the project, the Developer's engineer or
surveyor shalt provide the City f'YVD with a digrtal drawing of the construction "as-
buitts" in an AutvCAD contpatibte -format, or as otherwise approved by the Pubtic
Works Director.
As-built drawings are to be provided to the City which provide "redline" changes
to final approved construction plans which identify the locations and or
elevations {as appropriate} of actual installed items, inctc~ting, but not Limited to,
invert, inlet, and rim elevations; spot elevations identified on drawings,.~road
alignment; water tines, vatves~ and fire hydrar~ts~ water and sewer lateral
stationing* modifications to street section; manhole and curb inlet to-cations;
street light locations; other below grade utility line locations and depths; etc.
Provide a 'red-line' hard copy {on~ Mylar}, or ~an approved alternative format, of
construction drawings, -and an acceptable AutoCAO compatible drawing
electronic file to the City at completion of construction.

10. As applicable, the Qeveloper`s engineer or surveyor shall provide to the PuE~lic
Works Oepartrnent a drawing of the recorded t~inal Plat map reproduced on Mylar
and in an acceptable electronic form in AutoCAD format. The Final Plat shall be
tied to a legal Government corner and the State Plane Coordinate System.
1 1. All elevations used on the construction plans, on temporary benchmarks, and on
any permanent benchmark shall be tied into an established benchmark
designated and approved by the City`s PWD. All elevations used on the
construction plans shall reflect true elevations based an the said City PWi7
approved benchmark and vertical datum. An equation station will not be
acceptable. The nearest City PWD approved Benchmark is a brass disk on the
North curb of County Bridge #116 on W. Pine Street: elevation '1274.83. At
[east one permanent benchmark shall be provided for the proposed development,
the locat[on' of which shall be as jointly determined by the City PWO and the
Developer`s surveyor.
3 2. All fill materials placed in the development shall be "engineered fill", placed and
compacted in accordance with City standards. Alf existing concrete, pipe,
building materials, removed structures, clear and grub materials, and other
deleterious materials shall be removed from the site and either recycled or
properly disposed of in accordance with the requirements of the DEQ.
13. As applicable, identify easement dedications and widths on the Final Plat and
Construction Drawings.
14. Easements for City infrastructure (i.e. sanitary sewer, water, and storm
drain} must be a minimum of 15-feet wide, and should not split lot lines.
Easements for public storm drainage. sanitary sewer, and water lines should
be dedicated to the City (and BCVSA, as applicable}, and not just as a public
utilities easement (PUE}.
_ Centerline of buried infrastructure shall be aligned a minimum of five (5} feet
from the edge of the easement. PUEs must have a minimum 14-foot width.
Easement dedications in fins[ deeds or in CC&Rs need a statement which clearly
states that easements must be maintained for suitable, driveable access, as
determined and approved by the City PWp.
15. All design, construction plans and specifications, and as-built drawings must
be prepared to acceptable professional standards.
16. All street and water improvement plans must be approved in writing by !'ire
District 3 prior to review by the City's PWD.

2. The Oeveiaper`s engineer shall evaluate the strength of the native soils and
determine the access road and parking section designs to handle the expected (Dads
{including fire equipment) to be traveled on these private driveways, access roads,
and parking areas.
3. is one way traffic {"entrance"only} to be continued an the fine Street Driveway
entrance on the southeast portion of the development? If so, additional signage
and traffic delineation should be warranted. This driveway entrance will likely
need to be widened to accommodate the entrance (and exit, it applicable} of a
W-6T truck. Additional driveway access off of Pine Street is highly discouraged,

speeds, and turning movements associated with Pine Street.

Existing improvements
Surface Water Run-off from Existing Property onto the public rights-of-way.
'[ . Developer's engineer shalt provide a site drainage plan with the fiacilities being
designed, at a minimum; to accommodate a 'l0 year storm event. System must
be designed to adequately drain the 3 0.year storm event without surcharging or
must be provided with adequate storage to prevent surcharging; and be designed
to not impact existing public storm drainage facilities. Catch basins and area
drains shall be designed for sediment and petroleum hydrocarbon retention. The
private storm drain system shall be designed to directly connect to the public
storm drain system, and shalt not be designed to discharge to the street
surfaces.

provide an aesthetically pleasing, useful, and low maintenance facility. Any

Sanitary Sewer
7 . All sanitary sewer collection and conveyance system (SS System} design,
construction and testing shall conform to the standards and guidelines of the
Oregon DEQ, '(990 APWA Standards, Oregon Chapter, Bear Creek Valley
Sanitary Authority {BCVSA}, the City PWD Standards, and Oregon Plumbing
Specialty code, where applicable.
2. Developer shall make application for any sewer service and construction with
BCVSA. A Public Works Permit will be required to construct sewer within the
public rights-of-way or easements.
3. The construction.plans and the as-built drawings sha[l•identify lateral stationing
for construction o€ sewer lafierals.
Water System
'I . Developer shall provide property sized service lines to the hui(dings in accordance
with the Oregon State Plumbing Specialty Code. Developer shall pay any
associated costs~and system development charges required as the result of up-
sizing the -meter or add'~tionat tap{s~ and lateral{s~ required to serve the new
deveiopmettt.
2. Provide construction drawings for the location of any fire hydrants required. If
applicable, steamer ports at hydrants located on the building shall face the
buildings; ire hydrants shall be protected from vehicle damage and .
encroachment. Any on-site fire hydrants shat[~~be served~by a public-8-inch-
diameter water line conforming to City PWD standards.

5. Developer shall comply with Oregon Health Division {OHD} and Gity requirements
for backflow prevention. An OHD and City PWD approved backflvw prevention
assembly shall be installed immediately downstream of each installed water
meter.
6. Construction drawings shall include the size, type, and location of off water
mains, hydrants, valves, SerVICe Connection, and other appurtenance details in
accordance with City PWD Standards and as required by the City PWD.
7. All connections to the water supply system must comply with OHD and City
PWD requirements. Water will not be 'turned on' by the City until such
requirements have been met to the satisfaction of the City's designated inspector
(currently the Jackson County plumbing inspector} and the City PWD.
Site work, Grading and Utility Plans
1. Developer shat( provide a gradinglpaving plan{s} with the construction drawing
submittal to the City PWD. Plan{s} shat( illustrate. the [ovation and elevations of
curb elevations; finish grades and contours; and building pad and lowest floor
elevations.
2. All structures shalt have roof drains, area drains, and/or crawl spaces with
positive drainage away from the building.
3. Developer sha11 provide the necessary `rough" lot grading to assure that the
property wilt drain property.
5. Grading plans must have originallexisting grades and final grades plotted on the
_ plan. Typioally~ existing grade contour tines are dashed and screened back, and
final grade contour lines are overlaid on top of the existing grades and are in a
heavier line width and solid. Contour Lines must be labeled with elevations.
6. Provide City with a uti('rty plan approved by each utility company which reflects all
utility line (ovations, crossings, transformer locations, valves, etc.
.7. Utility locations must be acvurately included on the as-built drawings, or as a
separate set of drawings attached to the as-built drawings.
