A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLICATION AND VARIANCE
(Applicants: William and Valerie Rapp}
(37 2W 10AA Tax Lot 6300)
Recitals
1. This matter came before the Planning Commission for
hearing on December 16, 1997, on applicant's site plan
application for a 9,000 square foot commercial/industrial
building to be used for a retail automotive/boat shop and machine
shop in an M-1 district of the City. The application included a
variance request for a reduced interior side yard setback and
relief from of.f-street parking requirements. The Planning
Commission reviewed the application and the City staff reports,
and received comments from all persons wishing to be heard in
favor of and opposed to the application.
Now, therefore;
BE ZT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria Applicable to Decision. The following
chapters of the Central Point Municipal Code apply to this
application:
A. Chapter 17.48, M-1, Industrial District;
B. Chapter 17.60, General Regulations;
C. Chapter 17.64, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval;
E. Chapter 17.80, Variances.
Section 2. Findings and Conclusions. The Planning
Commission hereby adopts by reference all findings of fact set
forth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply with the requirements of the following chapters
of the Central Point Municipal Code:
A. Chapter 17.48 relating to uses, lot size, lot
coverage, setback, building height and screening
in the M-1 district;
B. Chapter 17.60 relating to paving and landscaping
requirements;
C. Chapter 17.64 relating to off-street parking and
leading facilities;

D. Chapter 1.7.72 relating to site plan requirements;
E. Chapter 1.7.80 relating to variances.
Sec__tion 3. Conditional Approval. The within application
for site plan approval is hereby conditionally approved, subject
to the conditions set forth on Exhibit "A", which is attached
hereto and by this reference incorporated herein.
Section 4. Variances Approval. The project proposes a zero
setback for the building from the south lot line. This is
considered to be the interior side of the property, with a
required side yard setback of 10 feet. A zero setback for this
side yard is approved. CPMC 17.69~.1ODE3 requires parking spaces
to be designed so that no backing movements within a street or
right-of-way are necessary. The proposed site plan includes
adequate parking spaces, however, the parking spaces with access
on Oak Street will require vehicles to back into Oak Street to
exist the site. Approval for that variance is also granted.

EXHIBIT §~
RECOMMENDED PLANNING DEPARTMENT CONDITIONS OP APPROVAL
1. The project shall be developed in substantial compliance with the approved site plan.
2. Landscaping shall be installed in accordance with the approved landscaping plan prior to
final occupancy. Landscaping shall be continuously maintained in a healthy growing
condition. An automatic irrigation system shall be installed for all landscaping subject to the
approval of the Building Department.
3. Off street parking shall be provided for the project in accordance with the approved site
plan and CPMC 17.64 unless a variance is approved. This shall include required off-street
parking and loading, handicapped parking, parking stall design and aisle width. Any
revisions to the parking layout shall be approved by the PIanning Department prior to the
issuance of building permits.
4. Access to the project site may enter and exit from either Haskell ar Oak Street.
5. Changes to or improvement of the public streets adjoining the project site, including all
channelization, striping and signage, shall be constructed in accordance with city standards.
b. Each sign proposed for the project sha11 require a sign permit application to be submitted
with the building permit application for the project.
7. An oillwater separator shall be required for the drainage system of the parking area.
8. The approval of the Site Plan Review and Variance is valid for a period of twelve months.
The proposed use must commence within this period or a new Site Plan Review and
Variance must be applied for.
