A RESOLUTION CONDITIONALLY APPROVING
A SITE PLAN APPLTCATZON
(Applicant: Elden Smith)

Recitals
1. This matter came before the Planning Commission far
hearing on December 16, 1997, on applicant s site plan
application for a 6-unit multiple-family apartment complex an the
south side of West Pine Street, between Glenn Way and Haskell
Street in an R-3 district of the City. The Planning Commission
reviewed the application and the City staff reports, and received
comments from all persons wishing to be heard in favor of and
opposed to the application.
Naw, therefore;
BE TT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
CENTRAL POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A~plicab,le,,,,tn.,Decision. The following
chapters of the Central Paint Municipal Code apply to this
application:
A. Chapter 17.28, R-3, Residential Multiple-Family
District;
B. Chapter 17.50, General Regulations;
C. Chapter 17.54, Off-Street Parking and Loading;
D. Chapter 17.72, Site Plan, Landscaping and Construction
Plan Approval.
Section 2. Findings and Conclusions. The Planning
Commission hereby adopts by reference all findings of fact set
forth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and
proposal comply raith the requirements of the following chapters
of the Central Point Municipal Code:
A. Chapter 17.28 relating
coverage, setback, bui
in the R-3 district;
B. Chapter 17.60 relating
requirements;
C. Chapter 17,64 relating
loading facilities;
D. Chapter 17.72 relating
to uses, lot size, lot
lding height and screening
to paving and landscaping
to off-street parking and
to site plan requirements.

Section 3. Conditional Approval. The within application
for site plan approval is hereby conditionally approved, subject
to the conditions set forth on Exhibit "A", which is attached
hereto and by this reference incorporated herein.

EXHIBIT ~~
RECOMMENDED PLANNING DEPARTMENT CONDITIONS OF APPROVAL
1. The project shall be developed in substantial compliance with the approved site plan.
2. Landscaping shall be installed in accordance with the approved landscaping plan prior to
final occupancy. Landscaping shall be continuously maintained in a healthy growing
condition. An automatic irrigation system shall be installed for all landscaping subject to the
approval of the Building Department.
3.Off street parking shall be provided for the project in accordance with the approved site
plan and CPMC 17.64. This shall include required off street parking, handicapped parking,
parking stall design and aisle width. Any revisions to the parking layout shall be approved
by the Planning Department prior to the issuance of building permits.
4. Access to the project site shall enter and exit from W. Pine Street.
5. Changes to or improvement of the public streets adjoining the project site, including all
channelization, striping and signage, shall be constructed in accordance with city standards.
6. Any sign proposed for the project shall require a sign permit application to be submitted
with the building permit application for the project.
7. The approval of the Site Flan Review is valid for a period of twelve months. The
proposed use must commence within this period or a new Site Plan Review must be applied
for.
