Tentative plan approval for New Haver. Estates Subdivision was previously granted on October 21, 1997, as reflected in Resolution No. 403. 2. The applicant wishes to modify the approved tentative plan by eliminating lots 1-7, and transferring ownership of those lots to the owners of Walnut Grove Village Mobile Home Park, by way of a lot line adjustment. The area transferred would then be used by Walnut Grove Village Mobile Home Park for a recreational vehicle storage area. 3. The applicant has submitted a revised tentative plan, reflecting the proposed changes. 4. On January 20, 1998, the Planning Commission considered the proposed revised tentative plan and approved the same. NOW, therefore; BE IT RESOLVED BY THE CENTRAL POINT PLANNING COMMISSION that the revised tentative plan for New Haven Estates Subdivision is hereby approved. Planning Commission Chairman PLANNING COMMISSION RESOLUTION NO. 412 {042798) PLANNING DEPARTMENT MEMORANDUM DATE: January 15, 1998 TO: Central Point Planning Commission FROM: Jim Bennett, City Administrator SUBJECT: Review and decision regarding Modification of the Tentative Plan for New Haven Estates and the Site Plan ReviewlConditional Use Permit for the Walnut Grove Village Mobile Home Park Background New Haven Estates is a proposed 207-lot single-family residential subdivision located north of Hamrick/W. Vilas Road. The Planning Commission approved the Tentative Plan for this subdivision on October 21, 1997. Modifications to some street rights-of way within the proposed subdivision were later approved by the Commission on November 4, 1997. Walnut Grove Village is a proposed 193-unit mobile home park located between Gebhard Road and Hamrick Road. The Planning Commission approved the Site Plan Review and Conditional Use Permit for this project on July 17, 1997. Discussion The proposed New Haven Estates single-family residential subdivision and the proposed Walnut Grove Village Mabiie Home Park are adjacent to one another and share a common access to Hamrick Road via New Haven Road. The applicants for both projects wish to make modifications to their designs. New Haven Estates would eliminate Lots 1 through 7 south of New Haven Road and transfer ownership to the Walnut Grove Village Mobile Home Park via a lot line adjustment. The mobile home park would then use this area for recreational vehicle storage. Access to the recreational vehicle storage area would be from an interior street of the mobile home park via a 15-foot easement across one of the mobile home spaces. It is staffs understanding that the owners of the mobile home park intend to enclose the recreational vehicle storage area with a masonry wall along Hamrick Road and New Haven Road up to the entrance to the mobile home park. This proposal would. not increase the number of mobile home spaces or the mobile home park density. It would reduce the number of lots within the New Haven Estates subdivision from 207 to 200 and would slightly increase the density from 3.75 to 3.8 units per acre still well below the maximum permitted density of 6 units per acre. It would also eliminate one 3 access to New Haven Road and reduce the number of vehicle trips per day on New Haven Road and Hamrick Road by approximately 70. A copy of the revised tentative plan is enclosed for the Comrnission's review. Additional detail of the recreational vehicle storage area will be available prior to the meeting.
