ATTENDEES Mayor: Hank Williams Council Members: Bruce Dingier, Matt Stephenson, Allen Broderick, Caro( Fischer, and Kay Harrison were present. Kelly Geiger was excused. City Manager Phil Messina; Police Chief Jon Zeliff; Captain Kris Allison; Captain Chuck Newell; Lieutenant Josh Moulin; and City Recorder Deanna Casey were also present. III. BUSINESS A. Status Update and Tour of High Tech Crimes Unit Police Chief Jon Zeliff stated that this is going to be an annual event to update the Council on the progress of the High Tech Crimes Unit. Lieutenant Josh Moulin provided a tour of the High Tech Crimes Unit Facility. He explained the different areas they work and the security measures they have in place in order to maintain their Accreditation. 2010 review: • Became an FBI Cyber Task Force • They created a Strategic Plan for 2010- 2013. They only went through 2013 because cyber crimes change so quickly they have no idea what types of crimes they will be investigating beyond 2013. • Completion of facility remodel. • Creation of a prosecutor's office and now have one on staff which helps move the cases along faster. • They grew from three full time employees to eight, with representatives from six different agencies. • Communicate and educate the public by website, and social media outlets. • They completed the forensics lab which can do everything the main facility can do. They have traveled to many different locations with the mobile lab. Most of the work was retrofitted by donations. • They created Core Values for the members, which incorporate all the different agencies. • They take annual proficiency tests in order to stay accredited. • The team has maintained a 100% conviction rate. Lt. Moulin showed real time pedophile activities that are happing in the counties we have agreements in. There was discussion regarding the ability to be proactive verses reactive for these cases. With the increase in staff there should be more time to be proactive. They should be able to start issuing search warrants for the active cases in order to prosecute the offenders. Council Study Session February 28, 2010 Page 2 Council watched a video provided by Internet Crimes Against Children (ICAC). Lt. Moulin stated that they are looking into Employee Assistant Programs to help staff cope with the issues that may come up as they work cases against children. They have found a program called Supporting Heroes In mental health Foundation Training (S.H.I.F.T.). Investigators will be required to participate in the program. Lt. Moulin explained the public outreach through education and public notices. The increase in cases has grown from 12 to 185 in five years. The evidence items have grown from 16 - 632 items which range from computers to cell phones. Budgeting: The HTCU has created a Board to help make decisions regarding budget and case loads. The Board has decided that nonparticipating agencies should be invoiced for time spent on cases. They will continue to take cases from any agency if it is a threat to life issue. Non life threatening cases will be sent to the FBI in Portland in the future for agencies who are not participating in the program. Staff will continue to recruit organizations for participation and the HTCU will continue to grow and thrive. There is room in the lab for two additional investigators. We are continuing to recruit agencies for participation. There was discussion regarding possible revenue options. IV. ADJOURNMENT The Study Session for February 28, 2011, was adjourned at 8:00 p.m.
