IV. SPECIAL PRESENTATION
• Rogue Valley Council of Governments Annual Presentation
Executive Director Michael Cavallaro presented the Council with the 2011
Program and Financial Update for Rogue Valley Council of Governments. He
stated that they have maintained an overhead rate of 17% for four fiscal years.
He presented the list of projects for the valley as a whole and by jurisdiction.

A. Public Hearing -First Reading Ordinance Declaring that Blighted
Areas Exist within the City of Central Point, Recognizing the need
for an Urban Renewal Agency to Function in the City, and Adding
Chapter 2.62 to the Central Point Municipal Code Providing for the
Central Point Council Agenda Packet Page 2 April 28, 2011
Exercise of the Agency's Powers by the Central Point Development
Commission
Assistant City Manager Chris Clayton presented an ordinance which would add
chapter 2.62 to the Central Point Municipal Code declaring that there exists
within the City of Central Point blighted area as defined in ORS 457.010 and that
there is a need for an urban renewal agency. In March, 2011 the Council directed
staff to proceed with the steps to begin the process of declaring blight in the City
and creating a Urban Renewal plan.
The proposed ordinance declares that blight exists within the city, and authorizes
the steps to create the Central Point Development Commission. The membership
of the Commission would consist of the City Council and the authority and
responsibilities of the Central Point Development Commission will be limited to
those specified in ORS 457.
The proposal will cause minimal impact to the budget. There will not be any
specified line item in the 2011/2012 recommended budget. The majority of work
will be done in house. The only financial impact would be staff wages which will
already be allocated.
Adoption of the ordinance only sets in motion the further review and
consideration of plans to specifically identify and address the City's blighted
areas. The plan for the Central Point Development Commission will be to build
city pride and a positive image.
Matt Stephenson made a motion to move to second reading an Ordinance
Declaring that Blighted Areas Exist within the City of Central Point,
Recognizing the need for an Urban Renewal Agency to Function in the City,
and Adding Chapter 2.62 to the Central Point Municipal Code Providing for
the Exercise of the Agency's Powers by the Central Point Development
Commission. Kay Harrison seconded. Roll call: Allen Broderick, yes, Bruce
Dingier, yes; Kelly Geiger, yes; Carol Fischer, yes; Kay Harrison, yes; Hank
Williams, yes; and Matt Stephenson, yes. Motion approved.
B. Public Hearing, Resolution No. 1285, A Resolution of the City of
Central Point Setting Water Rates
Mr. Clayton stated that in 2009 the FCS Group completed a water rate study
which confirmed that a water rate increase was necessary to meet current and
future needs and to maintain water distribution service levels currently provided
by the City. A comprehensive rate analysis and future rate recommendations
were presented to the Council. After deliberations the Council adopted a "cost of
service" rate plan which included an inverted block rate structure to be
implemented over a period of ten years; a plan which included annual water rate
adjustments and gradual increase of repair and replacement fees.
Over the last few months a series of variables have negatively impacted the
revenue projection contained in the analysis. An unusually wet winter/spring

water year; unusually short summer; and an increase in water purchase price
from Medford Water Commission of 6.4%. The proposed resolution has an
updated analysis which takes into consideration the City's need to stabilize water
revenues, the need for conservation, the increasing need for low income utility
subsidy, and future Medford Water Commission increases to the City. The city
must pass some of the increase on to the citizens because the water fund is not
healthy enough to absorb the entire increase.
There was considerable discussion regarding the Medford Water Commission
increase in fees to the local jurisdictions. Committees are currently working with
the Medford Water Commission to spread the increase throughout all users of
water, not just the local jurisdictions.
The proposed increase changes the base rate not the consumption rates. This
will help stabilize the water fund throughout the year regardless of the weather or
usage by customers.
There was discussion regarding consideration of multiple units on one meter.
This causes a hardship for the property owner when it is hard to distinguish
which unit is using the most water. Staff stated that a second meter could be
installed. This type of issue would be an amendment to the ordinance rather than
a change in rate structure.
Mr. Clayton stated that the rates will continue to be reviewed on an annual basis
before the budget is adopted. There is concern that we are encouraging citizens
to conserve water but when they do we increase the base rate. Council
encourages the discussion with Medford Water Commission to reduce the
charges to local jurisdiction.
Kay Harrison made a motion to approve Resolution No. 1285, A Resolution
of the City of Central Point Setting Water Rates. Bruce Dingler seconded. Roll

approved.
IX. MAYOR'S REPORT
Mayor Williams reported that he attended:
• the Medford Water Commission meeting where they continue to discuss the
rate increases to local jurisdictions.
• a meeting in Ashland with the Governor. They discussed the issues
surrounding Erickson Air Crane, and the need to annex them into the City.
• a TRADCO meeting at the airport.
X. CITY MANAGER'S REPORT
City Administrator Phil Messina reported that:
• The first Budget meeting will be Monday, April 18t" at 6:00 p.m., dinner will be
served at 5:45, the second meeting will be April 25tH

• There will be no Council meeting on May 12t" due to a lack of agenda items.
• He attended a meeting with Jeff Griffin to discuss options for Erickson Air
Crane.
• He attended a Managers Conference in Washington.
XI. COUNCIL REPORTS
Council Member Matt Stephenson stated that he attended a SOREDI Board
meeting where they talked about the regional water issues. The Angel Investor
project is moving forward and looks promising.
Council Member Carol Fischer reported that she will be attending the cemetery
clean up this weekend and Shannon Moulin resigned from the Multicultural
Committee.
Council Member Kay Harrison reported that she attended the Medford Water
Commission meeting.
Council Member Kelly Geiger reported that he:
• Attended the "burn to learn" on Haskell.
• Attended the School Board Meeting where they discussed budget cuts.
Council Member Allen Broderick reported that he attended the Parks and
Recreation Foundation meeting. The Arts Commission meeting was cancelled
due to lack of members in attendance.
XII. DEPARTMENT REPORTS
Assistant City Manager Chris Clayton reported that LOC is providing an Oregon
Planning Procedures training on May 24t". This would be a good class to help
explain some of the confusing land use laws in Oregon. If Council members
would like to attend.
Parks and Public Works Director Matt Samitore updated the Council on 5t" and
Victoria. They will be going 12 feet deep in areas which is causing the
construction to take longer than expected. Rogue Valley Sewer Services is
working in the area of 9t" and Oak Streets. They will try to work in the evenings
so as not to disturb the daytime traffic around McDonalds.
Finance Director Bev Adams reported that:
• Staff has been working on budget preparation for next week.
• Staff attended violence in the workplace workshop, resulting in the adaption
of the front counter to help the area feel more secure.
Community Development Director Tom Humphrey reported that:
• He attended a Rogue Valley Transit District Boundary Amendment
Committee where they are discussing the expansion of boundaries to
enhance their services.
• He attended a Technical Advisory Committee meeting.

• RPS hearings concluded with the Jackson County Planning Commission
today. They will now work on forwarding a recommendation to the County
Board of Commissioners for final adoption.
• Staff is working with Twin Creeks owners for the Rail Crossing. We are still
waiting on the flood maps to be approved by FEMA for that area.

Council Meeting was adjourned at 8:32 p.m.

SUBJECT: The City has reviewed excess inventory or equipment, vehicles and furniture that are
surplus.
SUMMARY: In March the City Council approved a list of surplus equipment. Inadvertently a few of
the heavy equipment and rolling stock were left off the list. They were subsequently sold at auction
for close to $30,000. The items that need to be formally surplus are:
Excavator - #PW 3185 ILOmaYsu PC 120-5 - no longer needed by maintenance crew
30" Becket -associated equipment with Excavator
48" Bucket -associated equipment with Excavator
Trailer- #PW 3190 Dakota Manufacturing - no longer needed by maintenance crew.
Backhoe - #PW 3180 1989 Case Backlioe -maintenance issues, we have two others
RECOMMENDED MOTION: Approve the surplus property list.

On March 24, 2011 the Committee completed its report entitled (,itt~ of (,e»t~°crl tTi°bcr» Re»c~~~crl Fecrsibihtt~
Rehot•t, 1llczt•c•l~ 17, ?011 and presented it to the Council. Based on the Committee's recommendation the
City Council, at their meeting of March 24, 2011, directed staff to prepare an ordinance declaring the
presence of blighted conditions and the need for an urban renewal agency for consideration at their April 14,
2011 meeting.
PROPOSAL
At the direction of the City Council Staff has prepared Ordinance declaring that there exists within the City
of Central Point blighted area as defined in ORS 457.010 and that there is a need for an urban renewal
agency. If approved Ordinance is limited. to the:
1. Declaration that blighted areas exist within the City;
2. The formation of an urban renewal agency, referred to as the Central Point Development
Commission;
3. The membership of the urban renewal agency would. consist of the City Council members; and.
4. The authority and responsibilities of the urban renewal agency will be limited to those specified in
ORS 457.
If Ordinance is approved. the commission members of newly appointed urban renewal agency will need. to
be necessary for the newly created urban renewal agency to meet and commence preparation of an urban
renewal plan.
FISCAL IMPACT
Ordinance only declares that blighted areas exist within the City and that an urban renewal agency is needed
to prepare an urban renewal plan. Over the course of the next year (approx.) there will be costs associated
with both the preparation of the urban renewal plan, and operation of the urban renewal agency
(notification, materials, staffing, etc.). The cost to complete aii urban renewal plan is approximately
$100,000. Current staffing is capable of preparing the urban renewal plan, thus reducing costs to materials
and notification expenses (approximately $20,000). The cost of preparation of the urban renewal plan can be

assigned, by written agreement, to the urban renewal agency, with the understanding that the urban renewal
agency will reimburse the City at an agreed upon later date.
POSITIVE IMPACTS
Adoption of Ordinance sets in motion an economic development strategy targeting the revitalization of the
City's older downtown core area and other related blighted areas.
NEGATIVE IMPACTS
There are no negative impacts as a result of adoption of Ordinance. Adoption of Ordinance only sets in
motion the further review and consideration of plans to specifically identify and address the City's blighted
areas.

PROPOSAL: The new City Charter of 2010 requires that an ordinance be adopted clarifying
the procedures for a person to be nominated. to run for mayor or city council. The previous
charter specified. the filing period and procedures for potential candidates that were becoming
inconsistent with state regulations. The proposed ordinance adds or changes the following:
• State Law Applies unless specified by city chanter or ordinances.
o The proposed ordinance does not outline every aspect of election procedures, in
cases where the city code or charter do not clarify, state law will apply.
• Clarification that a potential candidate must have lived. in Central Point for 12 months
preceding the election.
• Nomination by Petition. Some cities allow nomination by fee. When discussing the
chanter revisions the Council indicated. they would prefer to keep nomination by petition
only. Section 2.20.060 clarifies those procedures.
• Filing Period. The filing period recommended in the ordinance was suggested by the
Jackson County Elections Division and. is what many other jurisdictions allow. The new
filing period. will allow the process to being in early July.
• Sections 2.20.080, 2.20.090, 2020.100, and 2.20.110 clarifies forms to be filed with the
City Recorder. The forms will be the same forms as provided by state election laws but
also allows for city specific forms to be required such as the certified elector form,
which states the candidate is a city resident and a registered voter.
The City Recorder will continue to provide the correct forms and. instructions as she has done in
the past.

As provided by Chapter VII of the 2010 City Charter, City elections must
conform to state law except as specified by charter or ordinances of the
City of Central Point. All elections for city offices must be nonpartisan.

Section 3. Section 2.20.050 of the Central Point Municipal Code is amended to
read:

A qualified elector as defined in the Oregon Constitution and who has
resided in the city limits for the twelve-month period immediately
preceding the election or appointment to office may be a candidate for
an elective city position.
Section 4. The following sections 2.20.060 through 2.20.100 are added to
Chapter 2.20 of the Central Point Municipal Code:
2.20.060 Nomination by Petition
A. Nomination for a city elective position shall be by a petition that
specifies the office sought and shall be in a form prescribed by the
Secretary of State and the City of Central Point.
B. No elector may sign more than one petition. The circulator must
certify on each signature sheet that the circulator witnessed the signing
of the signature sheet by each individual whose signature appears on
the signature sheet and attest that each individual is believed to be
qualified to sign as provided in ORS 249.061(4). Failure to comply with
the legal requirements and guidelines as contained in OAR 165-014-
0270 will result in the rejection of those signature sheets
C. Signature sheets may not be circulated until the City Recorder has
approved the prospective petition and provided a letter of authorizing
the gathering of signatures.
1. All petitions for nomination for the office of city
councilor from a particular ward shall be signed by not less than twenty tega-i
~ electors of the city who reside within sa+~ that ward. a~
2. ~ All petitions for nomination for the office of mayor or a
city councilor-at-large shall be signed by not less than
twenty ~°^°~ ~~^+°r° electors of the city.
D. Candidates must allow sufficient time to have the signatures verified
by the Jackson County Elections Division before the City's filing
deadline. Failure to do so will result in the rejection of those signature
sheets.
E. When the City Recorder receives notification that a minimum of
twenty signatures have been approved by the Jackson County Elections
Division, a letter of completion will be provided to the candidate

2.20.070 Filing Period
A completed nomination petition for candidacy must be filed with the
City Recorder no earlier than 120 days and no later than 70 days before
the election.
2.20.080 Candidate Filing Forms
The City Recorder shall provide the candidate with the applicable filing
forms as prescribed by the City and Oregon Secretary of State for an
elective city office. If at any time a petition is found to be deficient, the
City Recorder shall notify the candidate within five business days after
filing, certifying in writing the reason(s) the petition is insufficient. The
petition may be amended and refiled within the required timeline.
2.20.090 Withdrawal of Candidacy
To withdraw from candidacy or nomination, a candidate must file a
withdrawal of candidacy or nomination form with the City Recorder no
later than 67 days before the election. The candidate must use the
proper form provided by the City Recorder or Secretary of State, provide
the reason for the withdrawal, and attest the information provided is
accurate.
2.20.100 Certification of Candidates
The City Recorder must file with the Jackson County Elections Division,
in accordance with the time requirements of State law, a statement of
the City offices to be filled and the names of the qualified candidates to
be printed on the ballots.
2.20.110 Election Notice and Results
Notice of elections submitted to City Electors on regular or special
election dates must be given in accordance with State law. The City
Recorder must certify the election results to the Council at the first
Council meeting after the results are certified by the Jackson County
Clerk.

On Apri120, 2011, staff received notice that Doug Palmer was resigning from the Parks and Recreation

was not appointed but is still interested in the position. Staff has spoken with Mr. Howard and he would
be happy to fill the vacancy.

who lives within the UGB and owns property within the city limits and Steven Lang who lives on
Mary's Way.

SUBJECT: The Central Point Arts Commission world like your approval to provide three scholarships in the
amount of $250 each to local students planning on attending college in the field of the arts. One scholarship
world be for visual arts (photography, painting, uid drawing), one world be for nnisical arts (buid, singing),
and the other world be for performing amts (dance, drama). These scholarships world be awarded yearly by
the Arts Commission and Central Point City Council.
BACKGROUND:
The Central Point Amts Commission has a small budget that has been set aside to bring awareness of the arts to
the City of Central Point. At the last meeting of the Central Point Arts Commission it was decided to award
scholarships to students in Central Point who plan on attending school in the field of the arts.
1. The teachers at Crater High would nominate the students based on their involvement with the arts, their
community and a plan to attend college in the field of the arts. (Please see attached application)
Nominations will be due back to the Arts Commission by the 6ti' of May.
2. Applications will be reviewed by the Amts Commission and brought to the City Council for final approval.
It is the hope of the Arts Commission to have the scholarship awarded by the graduation ceremony in June at
Crater High.
RECOMMENDATION: Approve the awarding of scholarships for students at Crater High.

CITY OF CENTRAL POINT
GUIDELINES FOR ANNUAL YOUTH ARTS RECOGNITION
SCHOLARSHIP
I. STATEMENT OF PURPOSE
The City of Central Point Arts Commission would like to recognize the youth of this City
that have made significant contributions or impacts with the arts or volunteer efforts and
community service to the betterment of the arts in this community. Therefore, in order to
more formally award such ongoing efforts and to promote the achievements of youth in
the arts, the City of Central Point Arts Commission hereby establishes its Annual Youth
Arts Recognition Scholarship with the stated purpose of identifying and recognizing
outstanding youth artists, on an individual basis, encompassing high school senior
students that will be attending college studying the arts.
II. SELECTION CRITERIA
The criteria for selection under this scholarship program include two key elements. First,
the individual considered for recognition must attend High School in the City of Central
Point. Second, this individual must be recognized for excellence in, or contributions
associated with the arts, including music, visual art, and dramatic arts.
III. NOMINATION PROCESS
The nomination process shall include the filing of a Youth Arts Recognition
Scholarship application form with the City of Central Point. The form will allow for the
submittal of appropriate information describing the individual along with the basis for
recognition. Nominations may be made from any number of sources including, but not
limited to, teachers/administrators, instructors, coaches, businesses, nonprofit
organizations, etc. Family members are not eligible to nominate any member of
their family for this program.
The nomination period shall occur annually from April-May and may be extended if
needed, thereby allowing adequate time for publicity and identification of nominees
through the submittal application process.

IV. SELECTION PROCESS
Following the filing of Youth Arts Recognition Scholarship applications at the close of
the nomination period each year, the City of Central Point Arts Commission shall review
and consider all nominations meeting the criteria established under this program.
Thereafter, the Arts Commission shall forward its recommendation(s) to the City Council
at which time the City Council shall make its decision. Subsequently, the recipient(s)
shall be invited to attend a duly noticed City Council meeting in order to be suitably
recognized and honored.
V. FLEXIBILITY IN AWARDING RECOGNITIONS
Should exceptional circumstances arise in which it would be appropriate to recognize an
individual from outside of the City, or to recognize an individual youth outside of the
regular application/nomination period, these guidelines shall give the Arts Commission
the flexibility to consider such nominations, and to forward recommendation(s) to the
City Council, as deemed appropriate.

SUBJECT: The Central Point Arts Commission world like your approval to provide local students the
opportunity to design the logo for the Arts Commission. The contest world be open to students in the Central
Point School District. The purpose of the logo is to provide a recognizable symbol that will bring attention to
the work of the Amts Commission and generate an interest in the arts in Central Point.
BACKGROUND:
The Central Point Amts Commission has been formed. to bring awareness of the arts to the City of Central Point.
At the last meeting of the Central Point Arts Commission it was decided. to conduct a contest in which local
students would design a logo for the Central Point Arts Commission.
1. The logo design must incorporate elements of Central Point and. the arts. It should be a representation of the
Amts Commissions goals, which is to bring ai~t awareness to the City of central Point. (Please see attached
application form)
Nominations will be due back to the Arts Commission by the July 1.
2. Logo designs will be reviewed by the Arts Commission and brought to the City Council for final approval.
It is the hope of the Arts Commission to have the logo in place by the end of August.
RECOMMENDATION: Approve the logo contest for students in Central Point.

The Official Rules for the Central Point Arts
Commission Logo Design Contest
The Central Point Arts Commission is having a "Design the Logo" contest through July
1, 2011. Enter your logo design in the "Design the Logo" contest before 12:OOpm on
July 1, 2011, and you may have a chance to have your logo used for the Central Point
Arts Commission.
1. How the contest works:
The Central Point Arts Commission needs a logo! If you have a creative idea and can
draw a final logo design enter our contest by submitting a design to
jennifer.boardman@centralpointoregon.gov. Logo entries must be in final design form
and can be created on computer or on paper, (all entries must be submitted in one of
the computer formats listed in the "What to submit" section, below).To guarantee
anonymity during the selection process, personal information will be removed from all
eligible entries and they will be viewed and voted on by the Central Point Arts
Commission.
The winning design or design sketch will then become the official Arts Commission
Logo. (Central Point Arts Commission reserves the right to use at minimum only the
basic idea of the design or design sketch for the logo; some modifications to the original
may be required, including reformatting or redrawing the original design in suitable
computer formats). If the winning entrant chooses, he or she may remain anonymous.
2. How to enter:
To be eligible to win, contestants must submit their design or design sketch to
jennifer.boardman@centralpointoregon.gov by 12:00 pm PST July 1, 2011.
3. Wbat to submit:
• TheDesigns or design must be submitted using the form provided to
jennifer.boardman@centralpointoregon.gov in any of the following
formats:.jpg, .tiff, .png, .pct, .bmp, or ,pdf (if a hard-copy design sketch is
submitted, it must be scanned or otherwise rendered into one of the above
computer formats and submitted at
jennifer.boardman@centralpointoregon.gov.
• The contest is open to students at Crater High School and entry is free.
Artists entering the contest will be featured on our website-
www.centralpointoregon.gov. Winners will be announced by the end of
August 2011
• Entrants may enter multiple designs or design sketches.
• No quotes or other plagiarized elements may be used for any text in the logo
• No previously copyrighted text or artwork may be used.
• False and/or deceptive entries will not be eligible.

Entries may not include 3rd party stock photography or video elements, aside
from what is provided.
To be eligible for selection as the final logo, designs and design sketches may
not refer to any of the following: weapons/guns; offensive language and/or
gestures; drugs or drug paraphernalia; mutilations; depictions offensive to
ethnic, minority, or religious groups; child abuse; violence; animal cruelty;
bodily functions; venereal diseases; physical handicaps; cadavers; rape or
molestations; lavatory or lavatory jokes; nudity; threats to national security;
defamation of character; any illegal, indecent, or obscene activity. (Central
Point Arts Commission will be the final judge for all content. Anything deemed
indecent as judged by community standards will be disqualified by Central
Point Arts Commission).
4. Judging Submissions
Submissions are judged on the basis of portrayal of the theme of Arts in the City of
Central Point. When referring to arts this includes all forms: drama, music, and
visual. We are looking for a logo to depict the City of Central Point and promotion
of the arts in the City. The entries will be judged not only on creativity and
originality, but also on whether they depict the arts and Central Point in a clean,
simple design. Have fun with it!
5. Legal Stuff:
• All entries become the property of Central Point Arts Commission and will not
be returned.
• There will be only one final logo winner for this contest.
• The Central Point Arts Commission reserves the right to use or not use any
entries as it deems fit and reserves the right to make the final selection of the
winning design at its complete discretion. The decision of Central Point Arts
Commission is final and not subject to review or appeal.
• The Central Point Arts Commission reserves the right to disqualify any entrant
if these contest rules have been violated in any way.
• By entering, the winning entrant agrees that their name and photograph may
be used by the Central Point Arts Commission for promotional purposes
without further remuneration (unless the winning entrant chooses to remain
anonymous).
• The Central Point Arts Commission is not responsible for computer or Internet
technical problems.
• Rules are subject to change without notice.
