PLANNING COMMISSION RI SOL1.7`I`ION NO. 459 A RESOLUTION CONDITIONALLY APPROVING A SITE PLAN APPLICA"PION (Applicant (s): I3az•bara acrd Steve Brown} {372W02CC Tax Lat 4100, Central Point Perk ) Recitals L This matter came before the Planning Cozxtcxzissian for hearing on Augz.cst, 3,1999, on applicant's site plan application for aadding adrive-through window to their business in an C-4, Tourist and Office Professional district of the City. The Planning Comnlission reviewed the application and the City staff reports, and received coz~n~ents froze all persons wishing to be heard in favor of and opposed to the application. Now, therefore; BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POIN'I~, OREGON, AS FOLLOWS: Section 1. Criteria Applicable to Decision. The fo[lowing chapters of the Central Point Municipal Cade apply to this application: A. Chapter 17.44, G4, rl'ourist and Office Professional District B. Chapter 17.60, General Regulations; C. Chapter 17.64, Off Street Parking atld Loading; D. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval. Section 2. Findin sand Conclusions. The Planning Coixizxiission hereby adopts by reference alI finding of fact set forth in the City staff reports, and concludes that, except where addressed in the conditions to approval, the application and proposal comply with the requirements of the following chapters of the Central Point Municipal Code: A. Chapter 17.44, relating to uses, lot size, lot coverage, setback, building height and screening in the C-4, Tourist and Offzce Proffesional district; B. Chapter 17.60 relating to paving and landscaping requirements; C. Chapter 17.64 relating to offstreet parking and loading facilities; D. Chapter 17.72 relating to site plan regizircznents. Section 3. Conditional A royal. The application far site plan approval is hereby conditionally approved, subject to the following recommendations to the City Council; 1. The Brawn's must enter into an agreement with the City for tixe two feet of public right of way necessary 1 -PLANNING COMMISSION RESOLUTION NO. 459 (08031999) to complete the project; 2. 'I'l~e direction of traffic flow on the alley locates[ north of the property should be changed to one way west-bound traffic; and ~~. 'l l1e property ownez• would responsible for improving the front drive way apron and sidewalk upgrades. It is also contingent upon the coz7ditions set forth on Exhibit "C", which is attached hereto and by this reference; incorporated l~ercin.
