Applicant{s}has/have submitted an application for tentative plan approval for a land partitiozz on a 1.70 -acre parcel, located R-1-8, Residential Single Family Zoning District in the City of Central Point, Oregon. 2. On January 4, 2000, the Central Point Planning Commission conducted aduly-noticed public hearing on the application, at which tune it reviewed the City staff reports and heard testimony and comments on the application. Now, therefore; BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Approval Criteria. The requirements for approval of land partitions and tentative plans are set forth in CPMC Title 1G and 17, relating to informational requirements, zoning, lot dimension, access, and similar requirements. Section 2. Findings and Conclusions. The Planning Commission finds and determines as follows: A. Tentative Plan Requirements. The application and tentative plan are in the correct form and contain all of the information required by CPMC IG.10. B. Area and Width of Lot. This partitioning in an R-1-8, Residential Single Family zone would create the following parcels: Parcel 1: Approximately 1.39 acres; Parcel 2: Approximately .31 acres; Parcels I and 2 meet the minimum area (8000 square feet for interiot lots and $000 square feet for corner lots) and width (GO feet for interior lots and 70 feet for comer lots) requirements for lots in the R-1-8 Residential Single Family zone asset forth in CPMC 17.28.050, and such parcels meet the general requirements for lots contained in CPMC 1G.24.050. Parcel 2 meets the area and width requirements for flag lots contained in CPMC 1 G.36.044. C. Access to Flag Lot. CPMC 16.3G.040 requires an access of at least 20 feet in width, Planning Commission Resolution No. _472 (01042000) paved with cement or asphaltic surface, for all fiag lots created by partition. Tl~e tentative plan submitted herein provides fora 20-foot wide access, to be paved with concrete, whiell satisfied the City code requirement. Section 3. Conditional Approval. The application for tentative plan for land partition herein is hereby approved, subject to the conditions set forth on Exhibit "A", attached hereto by reference incorporated herein, imposed under authority of CPMC Chapter 16.3G, and that the applicant sig~-~ a deferred improvement agreement on both parcels with the city, and work with the city for storm and water master planning as development occurs in this area. The project must comply with all applicable local, state and federal regulations. 3. The tentative and final plats shall depict utility easements requested by the City, BCVSA and WP Natural Gas. Any changes to utility layout including fire hydrants shall require subsequent approval by the respective service provider. ~~ 23
