Applicant(s) has/have submitted an application for anal plat approval for a Planned Unit Development and Subdivision on a .90 parcel located on the northwest corner of Beall Lane and Circlewood Drive, in the City of Central Point, Oregon. 2. On, February 18, 2003, the Central Point Planning Commission considered a Final Development Plan application, at which time it reviewed the City staff reports and recozxzmendations for approval on the application. Now, therefore; BE IT RESOLVED BY TI-IE PLANNING COMMISSION OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. A royal Criteria. The requirements for approval of final development plan applications are set forth in CPMC Title 16 and 17, relating to informational requirements, zoning, lot dimension, access, and similar requirements. Section 2. Finding and Conclusions. The PIanning Commission finds and determines as follows: A. Final Develo meat Plan A royal. The application and final plat are in the correct form and contain all of the information required by CPMC 16.12. B. A licable Law. This PIanned Unit Development and subdivision in an R-2, Residential Two Family zoning district created 8 parcels, and meet the following general requirements for, CPMC 16.10.010 et seq. -Tentative Plans CPMC 17.68.010 et seq. -Planned Unit Development CPMC 17.24.010 et seq. - R-2, Residentail Two Family District C. Findin s o~ Fact. The Final Development Plan is in substantial compliance with the earlier approved preliminary plan and the conditions imposed by the City. The Final Development Plan shall continue to control the PUD after it is finished in accordance with CPMC 17.68.070. Section 3. Coxzditional Approval. A final development plan, containing in f nal form the information required in the preliminary plan shall be submitted to the City within six months of approval or by January 4, 2002. A six month extension maybe granted by the City upon the applicant's request andTfor good cause. 2. The project must comply with all applicable local, state, and federal regulations including, but not limited to, the Oregon Uniform Fire Code and Structural Specialty Code. 3. The applicant shall submit final parking, landscaping, lighting and sign. plans to the City for approval as part of the final development plan. A suitable landscape and irrigation plan shall show the types of tree's, shrubs, and ground cover that will be planted anal the irrigation for the common space. 4. The applicant shall submit a copy of the Covenants, Codes and Restrictions {CC&R's} or any comparable agreement governing the use, maintenance and continued protection of the PUD as part of the final development plan. 5. The applicant shall schedule and attend pre-design meetings with A~vista Utilities, Fire District No. 3 and the Bear Creek Valley Sanitary Authority to more specifically identify utility easements and the placement of fire hydrants and pipelines and other utilities. 6. A suitable landscape and irrigation plan needs to be submitted showing the types of tree's that will be planted and the irrigation for the common space. DI:?VI?JaC)I'IGIL~.N'1" DATE: 02/ 13/2003 Commissioners, The Cinr of Central Point Public Works Department has reviewed the final dceclopinent application for I3irchfield Village, and is prepared to offer an endorsement after an explanation of the following rc~crisions to the prelizninar}- development plan. 1. The preliminary- plans delineated the use of "grass pagers" as a base for vehicular traffic front the encl of the minizx~uzn access dri-c=e to the planned units. After revie~vuig the preluninary plans, both Public Works Staff and Hammond cnguZeering e~,pressed concern regarding the durabilit~~ of tl~e proposed "grass pavers". The Public Works Dcpartzx~cnt coordinated ~~-ith the developer's engineer to desigzx a resilient asphalt surface including a standard section. 2. Dire District #3 requested the second recision that included elimination of an existing carport to create a full 20-feet of clears space for emergent}~ vehicle access. 3. 'I'hc third revision to the preliminary- deg=elopzncnt plan related to the drivctiva~, access to lots 6 & 7 of the proposed dei-eloptnent. Given the pro~iznit~r of lots G ~: 7 to the intersection of Beall I.,ane and Circle~cood Drive theix drive~uajr accesses were combined, creating a safe distance between the subject intersection and the proposed drive~vay~ . 4. The final revision invohTes the drivcwayT approach from Circle~vood Drive to tlae Iiirchfield Village znini~xaurn access drive. The prelinlinar-y~ development plan outlined a distance less than the. required 24 feet. The final dcveloprnent plan has been amended to reflect tl~c required 24 foot driveway- apron.
