A RESOLUTION CONDI"I'IONALLY APPROVING
A SITE PLAN APPLICATION

Recitals
1. This mattez• came before the Planning Coznznission for hearing on June 3, 2003, on
applicant's site plan application for a commercial drive-thru coffee building inthe TOD-EC district
of the City. The Planning Commission reviewed the application and the City staff reports, and
received comments from all persons wishing to be heard in favor of and opposed to the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. Criteria A licable to Decision. The following chapters of the Central Point
Municipal Code apply to this application:
A. Chapter 17.65, TOD-EC, Employment Commercial
B. Chapter 17.67, Design Standards- TOD District;
C. Chapter 17.72, Site Plan, Landscaping and Construction Plan Approval.
Section 2. Findin sand Conclusions. The Planning Commission hereby adopts by
reference all findings of fact set fozth in the City staff reports, and concludes that, except where
addressed in the conditions to approval, the application and proposal comply with the requirements
of the following chapters of the Central Point Municipal Cade:
A. Chapter 17.65, relating to uses, lot size, lot coverage, setback, building height and
screening in the TODWEC district;
B. Chapter 17.67 relating to TOD Building Design Standards;
C. Chapter 17.72 relating to Site Plan, Landscaping and Construction Plan Approval .

Section. 3. Conditional A~pz-oval. The application for site plan approval is hereby
conditionally approved, subject to the conditions set forth on Exhibit "A" and "I3", wkaich is attached
hereto and by this reference incorporated hc;rcin.

RECOMMENDED PLANNING DEPARTMENT CONDITIONS OF APPROVAL
The approval afthe Site Plan shall expire in one year an June 3, 20()4 unless an application
for a building permit or an application for extension has been z•eceived by the City. `I'he
applicant shall submit a revised site plan depicting any changes discussed and appraved at
the public hearing within 60 days of Planning Comznissiozz approval.
2. The project must comply with all applicable local, state and federal regulations .
The parking spaces must have a curb or bumper installed in order to delineate the drive-thru
caffea access from customer parking.
4. A one-way sign will need to be installed on the alleyway.

Standard Specif cations and Goads
The Central Point Publze Works Department is charged with management of the City's
infrastructure, including streets, waterworks, and storm water drainage facilities. In general, the
Department's "Standard Specifications and Uniform Standard Details for Public Works
Construction" shall govern how public facilities are to be constructed. The developer is
encouraged to obtain the latest version of these specifications from the Public Works
Department.

Central Paint Public Works is cozxrmitted to working with the Planning Department and
developers to assure that all developzxzents are adequately served by public facilities. Public
facilities not owned or maintained by the City of Central Point include: Power (PP&L), Gas
(Avista), Communications (Qwcst}, and Sanitary Sewer {13CVSA). In working together it is the
Department's expectation that the developer will feel free to call or~r the Department whenever
the standard specifications are not, in the developer's opinion, adccluately zriceting the needs of
the development. The Department will listen to the developer's concerns acrd work with the
developer to achieve the best outcome. I-Iowcver, the Department is not obligated to assure a
profitable development and will not sacrifice quality E'er tl~c sole purpose of reducing cost to tlzc
developer. It is always the developer's obligation to provide the public improvements necessary,
as determined by the Public Works Department, to serve the developzxrcnt. The Department and
the develaper also have an obligation to assure that public facilities are constructed so that other
properties are not adversely impacted by the development.
Development Plans -Required Infarrnation
It is essential that information presented on the plans be accurate and complete as they relate to
existing and proposed public facilities, both surface and underground. All proposed new
development shall meet the Department's standards, unless otherwise approved by the
Depar-iment Director in writing. Calculations must be submitted to show the adequacy of
proposed storm drainage facilities. All required a civil engineer registered with the State of
Oregon must complete required traffic analysis, water flow analysis, and storm drainage analysis.

A Public Works Permit will only be issued after the Department Director approves the final
construction drawings. After approval the fees associated with the development will be
calculated and attached to the public works permit. All fees are required to be paid in full at the
time the Public Works Permit is issued, except Public Works Inspection fees. After project
completion during the final plat application process the Public Works Inspector will calculate the
appropriate amount of inspection tirrie to access the developer. Before the final plat application
is processed the developer must pay the relevant inspections fees, and bond for any uncompleted
improvements (as determined by the Public Works Department).

1. It is the understanding of the Public Works Department that provisions have been made to
supply the proposed development with a water service connection through coordination
with the water connection of an adjacent on-site development. All City of Central Point
Public Works & Building Department standards must be addressed when completing any
water service connection.

3. A driveway apron will be required at the alley entrance on 6"' Street. The driveway apron
should be constructed to Public Works Standards & Specifications.

1. All storm drainage was addressed during the construction of the adjacent on-site
development.
Purpose
Provide information to the Planning Corramission and Applicant (hereinafter referred to as
"Developer") regarding City Public Works Department {PWD) standards, requirements, and
conditions to be included in the design and development of the proposed. Gather information
fz-ozxa the Developer/Engineer regarding the proposed development.
A City of Central Point Public Works Department Staff Report is not intended to replace the
City's Standards 8c Specifications. Staff Reports are written in coordination with the City's
Standards & Specifications to form a useful guide. The City's Standards & Specifications should
be consulted for any information not contained in a Public Works Staff Report.
