Parks Commission Minutes
September 21, 2017
MEETING CALLED TO ORDER: 6:38 pm
II. ROLL CALL: Patricia Alvarez, Neil Olsen, Mark Ludwiczack, Lee Orr, Carl Orndoff,
Fran Settell Absent: Allen Broderick, Dennis Browning
Staff: Matt Samitore, Dave Jacob, Matt Yeazel
III. REVIEW MINUTES: Lee Orr made a motion that the minutes be approved as
presented and Fran Settell seconded the motion which was approved by all.
IV. CHANGES TO AGENDA: No changes
V. PUBLIC APPEARANCES: No public appearances
VI. BUSINESS
A. Community Center Ad Hoc Committee: Matt reported that after discussion
of revised cost estimates for a community center, the city council decided to
form an ad hoc committee to review the project and report back with
options for development. Three members from city council will be on the
committee and Matt asked if anyone from Park Commission was interested
in serving. First meeting would be held in October and the committee would
• be finished by February. The first step will be reviewing community surveys
and master plans related to the community center. The city is looking in the
range of$5,000,000 to $7,000,000 for the center which could be done
without having to go out for a vote. Debt service for Don Jones Park and City
Hall will be retired within the next couple of years which would allow for
taking on the bond for the community center. Initial discussions with the
council have focused a simplified structure which would house a gymnasium,
classrooms, and a kitchen. A swimming pool is not considered a priority.
Patricia volunteered to serve on the committee.
B. Bounce House Policy Update: Matt reminded the commission that at the last
meeting, the discussion had focused on banning bounce houses in all city
parks but he reported that the City Manager and Police Chief asked that the
bounce house policy be adjusted.The police department has sponsored Dare
Days for many years and having a bounce house is an important component
of the event. After discussion the revised policy would allow bounce houses
for special events only and only in Twin Creeks Park. The permitting process
would be open to the public but would require a $2,000,000 liability
insurance policy. The commission agreed that this would be a good approach
that would limit bounce houses to one park and provide for increased
liability coverage.

C. Playground Design for Don and Flo Bohnert Farm Park: Dave reported that
work on the Bohnert Farm Park was underway. Walkways had been
completed and landscaping would begin later in the fall. The city has
received a $168,000 grant for the park which will include a restroom,
benches, and playground. The park has been designed with a farm theme in
mind and the playground design provided by PlayCraft Systems of Grants
Pass has created a design to fit the theme. The commission reviewed the
design and thought it would be a good fit for the park. Fran asked if there
were any plans to add exercise stations to any of the parks. Matt said these
would be installed at the Bohnert Park this fall.
D. Don Jones Concession Stand/Police Substation—Preliminary Design
Review: Dave provided an overview of the preliminary design for the
concession stand. The structure is primarily designed to provide shade with
the concession stand and police substation being relatively small elements of
the structure. The sidewalk near the tennis courts will be widened to provide
access for food carts so that they can set up near the shade structure. The
idea is not for the concession stand to be operating constantly but to provide
a place where nonprofits or other organizations can reserve to sell snacks to
the public for fundraising purposes. Matt reported that the city was in the 0
process of hiring an architecture firm to finalize the design and produce
documentation needed for construction. Schedule would be to have designs
complete by February/March with construction complete by May. Neil was
concerned that the small size of the police substation would make it difficult
to use. Matt explained that the police department had been involved in the
design and it would take the place of the substation that had been in the
Pilot. The police just needed enough room to have a laptop computer. The
commission also were concerned that there would be limited space for food
carts between the restroom and shade structure. Matt agreed that this might
be an issue and we would look closely at other options for food carts and or
truck locations.
VII. OTHER BUSINESS—
A. Parks Project Updates:
Dave reported that they would be reaching out to the public to get input into
the Pfaff Park playground design. An article would in the November city
newsletter with a link to a survey. Cory would do additional public outreach.
The tennis and basketball courts at Don Jones, Van Horn, Flanagan, and Pfaff
Park have been resurfaced. Pickleball courts were added to Flanagan Park
and were redone at Don Jones. Neil asked if courts were budgeted for

resurfacing in the future. Matt expected we would do this every ten years or
so.
B. Special Event Update: Matt reported that Battle of the Bones had gone well
and had made approximately$8000. Doing the event in conjunction with the
Harvest Festival had limited the need for city staffing and the focus was
entirely on the barbecue rather than on beer, etc. Ticket sales were good
throughout and all barbecue teams felt positive about the event and planned
on coming back next year. For next year the plan is to do tri tip on Friday, ribs
on Saturday, and Sunday will be open to whatever the teams want to
barbecue as long as bacon is involved. There had been questions about what
the event profits would be used for so for next year, a project such as
replacing the small children playgroud at Pfaff Park will be promoted at the
event.The Art in the Park events didn't go as well as expected due to the
smoke and a new fall event will be held in October.
C. Recreation Program Update: Dave reported that the fall recreation guide
had gone out to the public in late August and classes are underway.
• D. Commission Feedback: Matt suggested that a new agenda item be added
that would provide commissioners with the opportunity to suggest projects
or areas of concern. Patty said that the department was already working on
her priority project which is the accessible playground at Pfaff Park. Lee
asked if a bocce ball court was planned for the Bohnert Farm Park. Dave said
yes it was and had been budgeted for in the year ahead. Neil said that there
has been standing water on the Civic Field. Matt said that this had been
related to the recent rains and that the irrigation had been turned off for the
year. Matt Yeazel said that was also a problem with the irrigation system
design.
