Rollcall found Bigham, Gleason, Saxbury, Chisum Setness present with Yocom absent. The purpose of the meeting was to beet with the Highway Commiss- ion Representatives from Salem, in regards to an access road e)r across the proposed highway on the East side of Central Point. Mr. Williams State Highway Engineer had stated to the City Council ABOUT TWO YEARS AGO, that they would give the City an access road in the North East part of the City. Since we have been told recently that this was impossible, the council requested this meet- ing to discuss the matter with their representative. Mr. Swenson, Engineer, county and city relations, Mr. Barbee, construction engineer and Mr. Ayres field representative. Mr. Barbee told the Council that the reason the highway Commiss- ion would be unable to build the access road as previously planned, was because the Bureau of Public Roads, who are financ- ing a large portion of the costs, refused to approve such a road. They also stated that the highway Commission didnot suff- ecient fund for such construction. Mr. Barbee presented an alternate plan for the construction of the sewer trunk line under the new highway. As it would be in the first plan, the East side trunk line and the Hazel street sewer line would connect at a manhole on the East side of the new highway. This would make two lines under the highway. The new proposed plan would connect the lines on the west side of the new highway with only one line going under the road. After discussing the different aspects of both plans, the council felt that the second plan would be the best. A motion was made by Chisum second by Saxbury that the Citv Council approve the second plan as submitted. The highwaydep- artment would install a manhole at the junction of the two lines and would put in a 36" (thirty six) line under the new road. Motion carried. The City would pay for the difference between the existing 30" line and the new 36" line. Mr. Ayers told the council of the surfacing project that the highway department would put on Oak street between 7th and Free- man Road also on Bigham Drive between Oak at, and Pine. This would be an asphaltic concrete surface{, hot mix. Mr. Ayers then presented an Ordinance k485 which was read to the Council. This being an ordinance for the surfacing of Oak street from 7th to Freeman and on Bigham Drive from Oak street to Pine. Mr. Setness made a motion second by Bigham that the Ordinance be approved. Roll Call Vote Ayes Bigham, Chisum Gleason, Saxbury, Setness. Absent Yocom. Hayes none. The recorder presented a request by Mr. Charles Jantzer for a permit to operate a wrecking yard in the City for the year of 1959. A motion was made by Saxbury second by Bigham that the request be granted. Motion carried. 1. A motion was made by Saxbury second by Setness that the .meeting adjourn to the call of the Mayor or to the next regular meeting night- Motion arried. ATTEST: Approved
