HomeMy WebLinkAboutCM 012059381 Central Point, Oregon City Hall Jan. 20,1959 The common council met in adjourned regular session with Mayor Mason presiding. Roll call found Bigham, Chisum, Colley, Patterson, and Setness present. With Saxbury absent. Mayor Mason recommended that D. D. Turner be reappointed as Fire Chief. A motion was made by Bigham, second by Setness that the recommendation be accepted. Motion carried. A motion was made by Mayor Mason that Wallace Bow"n be reappointed as Chief of Police. The motion was made by Patterson, second by Colley that the recommendation be accepted. Motion carried. Mayor Mason instructed the Public Works Department of the appoint- ing of Lyle Paull as City Administrator, that the affairs of the city might be better coordinated. The following policy, regarding the Public Works Department, was established: 1. The Council feels it necessary that someone should be in charge outside when Lyle is busy in other places. Due to the fact that Vernon has more seniority, the Council requests that Vernon be designated for this position. 2. We have had complaints about coffee breaks that are too long. We don't object to coffee breaks, but please make them reasonably short. Mayor Mason instructed the Police Department of the appointing of Lyle Paull as City Administrator, that the affairs of the City might be better coordinated. The following policy regarding the Police Department, was est- ablished: 1. Policing of the two-hour parking. The following is a suggested schedule for patroling. 9:30 11:30 1:30 3:30 5:30 2. Patrol Fourth Street between Pine and Manzanita to control U-turns in front of Post Office. 3. Patrol Pine Street to control speed at more regular intervals. 4. Police must sign on and off radio when entering and leaving Police cars. 5. No loitering in the Police Dept. If the Police Dept. requests, we will have signs posted for that purpose. We feel this detracts from the efficiency of the Dept. 6. No passengers in the Police cars -except City Employees, Extra Police, or others on Police business. 7. Signs shall be placed on the Police cars. They shall say "City of Central Point" with the letters not less than three inches high, with the doors to be painted white with black lettering. L Police Chief Bowen presented to the Council some requests for changes in Salaries and supplies, etc. 382 Mr. Colley made a motion second by Setness that the City Attorney be instructed to draw up an. Ordinance for the two (2) hour parking on all streets from First to Fourth inclusive on both sides of Pine and extending from Pine to the alley. Motion carried. In Mr. Bowen's absence, Mr. Zander spoke to the Council about the need of an increase of wages. A motion was made by Chisum, second by Colley that the unused portion budgeted for a third patrolman be divided as an incroase in salaries effective Feb. 1. This would amount to $25.00 Per month for Chief Bowen, $21.67 for First Patrolman, Zander, and $16.68 for Second Patrolman, Corliss. Motion car^ied. A motion was made by Chisum, second by Setness that the meeting be adjourned to the call of the Mayor, or the next regular meeting night. Motion carried. Meeting adjourned.
