City Hall Central Point, Oregon August 4,1959
The Common Council met in adjourned regular session with Mayor Mason
presiding. Roll call found Colley, Chisum,Bigham,Saxbury present,
Patterson,Setness absent. Lyle Paull, City Recorder was on vacation.
The minutes of the previous meetings were read and a motion was made by
Chisum, second by Bigham that the minutes be approved as read. Motion
carried.
The bills were read by Mr. Mason and approved by the Council upon the
motion of Colley, second by Saxbury. The recorder was instructed to
draw warrants for payment of the bills from the proper funds.

Discussion was made on the Mt. Pitt Company proposal that the city
pay $50.00 on oiling Amy Street. The decision was negative.
Discussion was made about the Ditch':property on 10th and Hazel. The
survey and legal description was shown to the Council. Mr. Jim Smith'
had asked that the Council give him $100 or 1200 as earnest fee on the
deal and he would start proceedings to get a clear title for the City.
The Council decided to instruct the Recorder to draw a warrant on the
Street Fund in the amount of $100 to give as earnest money. A motion
was made by Qolley,second by Saxbury that the Recorder be instructed to
draw the warrant in the amount of $100.00 on the Street Fund. Motion
carried.
Colley offered $1200.00 for the remaining lot at the above location.
Mayor Mason presented the letter from the Medford Ambulance Service
to the Council to read. It was concerning Police Chief, Wallace Bowen,
transporting the Stevens boy, who was a gunshot victim, to the hospital.
Mayor Mason read two requests from the City Treasurer to pay the Refunding
Bond Accounts,Series 1 and Series 2. Motion was made by Chisum,second by
Colley that the Recorder be instructed to pay same.
Saxbury brought up for discussion the work to be done on South Second
Street -Pine to Bush. Mason said we will either call for bids againor
the City will do the work themselves. Perhaps buy the forms for curbs
and go ahead and do the work to save the City some money.
Mason suggested that we reject all bids on OUrbing South Second Street -
Pine to Bush at this time. A motion by Colley, second by Bigham that we
reject all bids on curbing South Second -Pine to Bush. Roll callvote:
Ayes; Chisum, Colley,Bigham,Saxbury. Nayes; none. Motion carried.

John Robison and Mr. Weidman came to the Council with the proposed 23
sewer for an area they own Northeast of the City. The only sewer they
want at this time is the main line and 1 stub. The sewer is all out-
side the City Limits and would be joined to the main line Vast of the
' new Highway 99. The State Sanitary Authority had instructed them to
bring their survey to the City Council, Mr. Robison said. However,
there was some disagreement as to who should approve the plans first.
Mr. Gerow,District Representative for the State Sanitary Authority
at Grants Pass, was at the Council meeting and he told Mr. Robison
to send a copy to the State office. Mr. Robison did not have the
specs, but he was instructed to obtain them -showing the type of pipe,
etc. that the planned to use. Robison and Weidman do not want to
annex to the ity at this time because of the high taxes they would
have to pay, they said. Mr. Gerow had suggested that they annex now
and it would be much better for them to go ahead c::3 develop the
property. The State Authority must accept the plans before the City
does. However, there was some disagreement as to whether they could
even connect to the City and continue to be outside the Limits.
Robison said if part of his property is in the City and the other out-
side, he is entitled to sewer and water to his property without the
City having anything to say about it.
Mr. Gerow told Robison that if the plan is approved by the State and
City, and individual could connect the line, however it must be
supervised by the City. The City can require an inspector:�at their
own cost. Also the engineer CERTIFIES that it is proper before the
City will have to accept it. The Inspector should be someone who is
neutral in the matter.
' If Robison and Weidman annexed to the City, the City could act as -�
owner and act as agent. Therefore,no Surety Bond would be necessary.
Robison and Weidman do not plan to subdivide now.
John Robison brought another problem to the Council. He says that he
lives in ZoneIII and nothing is supposed to be stored in that area
except salesman's cars. He said the Mt.Pitt Lbr. Co. has moved in
next to his property and that is why he is complaining at this time.
Mt.Pitt has lumber piled in Amy Street. Robison said that he had
talked to Mr. Paull of the situation and now he is asking the Council
to investigate the matter and do something about it. Robison said
that the lumber company sometimes blocks the street so that Mr. Edward
Jones, the City Treasurer,cannot get into his home on Amy Atreet. They
laugh at him when he complains. Robison asked for a copy of Ord.#304
and read the section to the Council that pertained to his problem.
A motion was made by Chisum, second by Colley that the Recorder be
instructed to investigate with the Fire Chief,Turner for fire hazards
on Amy Street. Then have the Chief of Police, W. Bowen instruct the
lumber company to move them if need be. Motion carried.
A motion was made by Saxbury, second by Bigham, that the Council
investigate also. Motion carried.
Kent Blackhurst,City Attorney,read Ord.#518 being an Ord. prohibiting
parking on the East side of South Front Street between Cedar and Ash
Streets. A motion was made by Chisum, second by Saxbury,that Ord.J518
be adopted. Roll call vote: Bighamt'Chia= Colley, Saxbury,Ayes.
Nayes: none. Motion carried. Ord.g518 adopted.
W. Bowen, Chief of Police had asked L. Tate to bring before the Council
the fact that in Oregon Legislature they have passed a law entitling

any person trial by Jury,even for minor traffic violations. He said the
City should have an Ord. to select prospective jurors in case they are
needed. Kent Blackhurst said that our laws already cover this,but he would
investigate.
Don K. Faber came to the Council with the request that the Council
approve 5th Street where he has had it macadammed. He had it inspected
by Mr. Watkins,engineer. He wants an O.K. by the City Council so that
he can have a letter for the F.H.A. showing approval. Also he wanted to
know if there were any plans to pave Hazel Street in the near future.
If Hazel is pave, it will open Weidman's and nobison's property into
town. Ae—bewn. He said his request for Hazel was in even before Cherry.
In the near future he plans to being in three more blocks. (The 5th St.
paving consists of about 500 feet. Motion was made by Chisupi,Second by
Saxbury that we accept the 500 feet of Faber's on 5th Street. Motion
carried.
Mr. Mason called on Mr. T. Gerow Jr State Sanitary Authority, who had
come down from Grants Pass to talk to the Council. He reminded the Council
the contract with Medford for the Sewage Disposal will expire August lo,
1959. He also discussed the possibility of a lagoon type sewage disposal
system by using the pit that has been dug out by the Peter Kewitt Company
doing construction on the new freeway. If the City could acquire that
property, it would be to their advantage to spend from $2,000 to X3,000
to investigate this type system. Don E. Faber who was a1soF`kould like to
go on record as of this meeting that the Gun Club had appro2ched the Kewitt
Company about this same property about two months ago. They would liketo
develop it for the Gun Club. Mr. Weidman said therehad been some disagree-
ment on the ownership. However, he stated that it belongs to Ball, Weid-
man, and Hesselgrave. Mr. Gerow went on to say that if the 20 acres
or more that is dug out, could be obtained, it would be wise to also try
to buy some of the surrounding acreage so that the City would have plenty
of place to expand if necessary in the future and also so no one would'
build too close to the lagoon. He expalained that there would be no odor
from the lagoon. And that other towns have them as close as 500 feet to
dwellings. Klamath Falls has several lagoon type sewage lagoons and there
are 4 in the State of Oregon.
The next discussion was about the proposed swimming pool in Central Point.
Mr. Gerow gave some of the points that wervimportant in planning a pool.
He reminded the Council that it would cost from $1000 to $2000 for upkeep
on the pool. This would be an expense to the City and would have to be
in the Budget.
Mr. Mason asked Mr. Gerow, about taking air pollution tests in the proposed
areas, but he said that it would not be of any use to take the tests with
the crude equipment that they have at this time. It is mainly for
f&llout. The tests to be of any value would have to be taken over a
period of a year at least. He saiathe location.:of the pool probably would
not make too much difference here because you would probably get a little
sawdust in any part of town.
The meeting adjourned to the call of the Mayor. 9:50P.M.
