Development Commission Meeting Minutes
November 9, 2017
REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6 30 p m
II. ROLL CALL: Mayor: Hank Williams
Council Members Bruce Dingier, Taneea Browning, Rob
Hernandez, and Mike Quilty were present Allen Broderick and
Brandon Thueson were excused
City Manager Chris Clayton; Police Chief Kris Allison, Community Development
Director Tom Humphrey, Parks and Public Works Director Matt Samitore, IT
Director Jason Richmond, Finance Director Steve Weber, Building Official Don
Burt; and Finance Clerk Tammy Ball were also present
III. APPROVAL OF OCTOBER 12, 2017 MINUTES
A. Approval of October 12, 2017 Minutes
Mike Quilty moved to approve the October 12, 2017 Development
Commission Minutes. Taneea Browning seconded Roll Call Hank Williams,
yes; Bruce Dinger, yes, Rob Hernandez, yes, Mike Quilty yes, Taneea
Browning, yes. Motion approved
IV. DISCUSSION ITEMS
A. County Assessors Certification Letter Update.
We were anticipating less than $300,000in revenue for Urban Renewal District
Our letter of certification was projecting 1.2 million We went through the
numbers and found the error rather quickly Steve, Don and Matt met with the
assessor last Friday and Ruth Stanton and Bill Johnson We explained that we
thought they expanded the frozen base value of our urban renewal district to the
boundary of our city limits The county's position was that it is based on a
Department of Revenue determination Frozen base should have remained
unchanged When county made projection they expanded it to the Urban
Renewal District Corrected numbers should be $347,000 for Urban Renewal
District Distributions start this month It doesn't change the amount of tax people
are paying Wait and see if they send corrected statements
V. BUSINESS
A. Consideration of reimbursement for Facade Improvement Grant,
4111415 East Pine, Rhonda Franklin (File No. UR 2016-005)
In October, Council voted to modify the Facade Grant Program which allows the

applicants who submitted their cost accounting and are requesting to be
reconsidered for reimbursement They were previously eligible for $ 2100 Under
new program their project costs totaled $20,000 They are now reimbursable up �..
to $8,580. There was no accounting for some receipts The amount could
increase to $10,000 if receipts are provided Capital equipment not cost shared
or reimbursed We would like authorization to disperse funds up to $10,000 with
receipts Chris stated we made initial change to go away from historic criteria,
which has encouraged more people to submit applications Work done prior to
changing criteria We shouldn't punish business who applied before the change
Tom will strive to keep things consistent and maintain continuity A lessee will
have to get authorization from building owner Info will go out in a newsletter, but
expect word of mouth for the program will be greater Grant is cumulative for the
property
Mike Quilty moved that we approve reimbursement for fayade Improvement
Grant, 411/415 East Pine Street not to exceed $10,000. Rob Hernandez
seconded Roll Call Hank Williams, yes, Bruce Dingier, yes, Rob Hernandez,
yes, Mike Quilty, yes, Taneea Browning, yes Improvement grant is approved
VI. ADJOURNMENT
Rob Hernandez moved to adjourn, Mike Quilty seconded, all said "aye" and the
Council Meeting
