The
Common Council met in adjourned regular session with
Mayor
Mason
presiding. Roll call found: Ayers,Bigham, Colley,Patterson,
and
Saxbury. Absent; Chisum.
The
minutes of the previous meeting were set aside until
later.
The
bills were presented to the Council for approval. A
motion
was
made by Colley, second by Ayers that the Recorder be
instructed
to
draw warrants from the proper funds and pay the bills.

7A group consisting of Mr. Bishop, Mr. Hayes, Mr. Koch came
to the
Council to discuss the problems of the burner at Cheney
Mill. Mr.
Cheney had not caused any corrections to take place with
his burner
that would help to correct the saw dust fall -out.
IMr. Blackhurst explained to the group the difficulties of the City
in processing this problem.
A motion was made by Patterson, second by Ayers, that Mr. Blackhurst
contact Mr. Francis Cheney and request that the necessary steps be
taken to correct this nuisance. Motion carried.
Mr. Blackhurat and the Recorder were instructed to prestnt"to the
Council at the next regular meeting a method of correction or amend-
ment to the City Charter to establish a judgeship that would be
separate from the office of the City Recorder. Also a new nuisance
ordinance.
Mr. Whittle came to the council to request the alley east of 9th
Street between Maple and Laurel. Mr. Blackhurst read to the Council
the necessary proceedurez. A motion was made by Ayers, second by
Patterson that an Ord. be drawn vacating the above mentioned alley.
Motion carried.

Mayor Mason read a letter from the Jaycees requesting use of the 1
Fire Hall to hold meetings until a suitable building can be obtained:
This matter was referred to the Fire Chief to find his attitude oh
the matter.
A letter was also presented to the Council from the Jaycees re-
questing a lease of City property on the West side of Daisy Creek
that they might construct a building for community purposes. This
matter was referred to the Planning Commission for their recommend-
ation.
A motion was made by Patterson, second by Bigham, that Mr. Stratton
be notified that the City would call for bids on the insurance
coming,dde in 1960, and inviting his bid.
Mr. Lloyd Clark of the Clark and Graff Engineering firm located in
Salem,met with the Council to discuss a possible water system survey.
Mr. Clark was instructed to bring in detail a report of the work
that his firm would do.
The Council approved establishing office hours for the new City Hall
of (9:00 A.M. to 5:00 P.M.) with the Hall to be kept open during the
noon hour.
Mr. George Evans and Mr. Walthers brought to the Council a report
of progress on the proposed swimming pool. A motion was made by
Saxbury, second by Bigham, that the size and cost of a pool be
designated and a report made. Motion carried.
L The Council having previously received verbal notice that Mr. S.C.
Watkins, Engineer, for the City of Central Point, is retiring from
active duty, requested the Recorder to try to obtain the services
of some one else.
Mr. Boyden, a surveyor, who works on Street projects for the City
of Cgentral Point,told the City Recorder that the City could obtain
the services of Walter Marquess,registered engineer, in Medford, Ore.
The Recorder contacted Mr. Marquess and was informed that he would
be glad to do the engineering work for Central Point.
The Council then went on record approving Mr. Walter Marquess as
the City Engineer on a job by job basis, for the supervising in
the preparation of Plans and Specifications of and construction
and inspection of street projects.
