The common Council met in special session with Mayor Mason presiding.
Roil. -call found: Ayres, Chisum,Colley,Bigham, Saxbury; present.
Patterson; absent.
The purpose of the meeting was to open bids for construction of
asphaltic pavement on Oak Street -Front to 7th Streets. Mayor Mason
read the bids as follows:
Bids: Lininger & Sons 3456 Lin. feet $23,416.50
Hughes and Dodd Co. .22,686.05 (low bid)
Tru -Mix Equip. Co. 25,049.85
A motion was made by Saxbury, second by Ayres, the acceptance of the
bids be tabled for more study.
A petition of Fred Jauron to operate a taxi cab service in Central
Point was read. A motion was made by Saxbury, second by Chisum, the
petition be approved and a franchise granted. Motion carried.
Ordinance #556 was read, this being an ordinance dividing the City
into wards.
ORDINANCE #556
AN ORDINANCE dividing the City of Central Point into
four wards for election purposes, designating the boundaries of said
wards, providing for the election of one councilman from each ward and
two councilmen from the city at large, and declaring an emergency.
WHEREAS, the population of the City of Central
Point is now in excess of 2,000 persons and, pursuant to Section 2 of
Article I of the Charter of Central Point the council, by ordinance No.
and, heretofore divided the city intothree wards for election purposes,
WHEREAS, since the enactment of said Ordinance No.
482 the population of the City of Central Point has increased and the
city is now divided into four precincts for purposes of state and
county elections, and
WHEREAS, it is the judgment of the Council that the
city should be divided into four wards for election purposes, the
boundaries of said wards to coincide with the precincts established
for state and county elections, and that the boundaries of said wards
hereinafter set forth makes as near an equal division of population as
is possible and practicable, and
WHEREAS, the terms of three present members of the
Council do not expire until more than two years hence and wards 1, 2,
and 3 hereinafter designated are each represented by one such present
council member and it would be in the best interests of the city to
provide for the election of a councilman from ward 4 and two council-
men from the city at large at the next regular city election, now
therefore
THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS
FOLLOWS:
Section 1: The City of Central Point is hereby
divided into the frllowing f ur waeds for election purposes, the boundartes

thereof to be the streets hereinafter designated and the
extensions thereof to the city limits:
' ward 1: All property situated South of Pine
I Street and West of Fourth Street.
ward 2: All property situated South of Pine
Street and East of Fourth Street.
ward 3: All property situated North of Pine
Street, East of Fourth Street and South
of Hazel Street.
ward 4: All property situated North of Pine
Street, West of Fourth Street and North
"C of Hazel Street.

Section 2: At the biennial election to be held in
November, 19 amend at each second biennial election thereafter
one councilman shall be elected from Ward 4 and two councilmen
shall be elected from the city at large. At the biennial el-
ection to be held November, 1962 and at each second biennial
election thereafter one councilman shall be elected from Ward
1, one councilman shall be elected from Ward 2 and one council-
man shall be elected from Ward 3.
�SSe�ction��: All other elective officers provided for
in the Charter of City of Central Point shall be elected
from the city at large.
Section : In addition to the other qualifications
set forth in t�ter a councilman or candidate for council-
man must be a resident of the ward he represents or seeeks to
represent and only duly qualified voters of a ward shall be en-
titled to vote for the office of councilman from that ward, but
qualified voters of the entire city shall be entitled to vote
for the office of a councilman at large. Any vacancy in the
office of councilman from a ward shall be filled by the appoint-
ment of a duly qualified person who is a resident of the ward in
which the vacancy occureed.
Section 5: All petitions for nomination for the
office of councilman from aparticular ward shall be signed by
not less than ten (10) legal voters of the city who reside with-
in said ward and all petitions for nomination for the office of
a councilman at large shall be signed by not less than 10 legal
voters of the city.
Section 6: If any part or section of this ordinance
is hereafter adjudicated invalid or unconstitutional all remain-
ing parts and sections of this ordinance shall remain in full
force and effect and this ordinance shall be deemed to repeal
all prior ordinances of the city in conflict herewith.
Section 7: The recorder is hereby directed to give
notice of this ordinance by pos ing a copy of the same, without
delay, in three (3) public places with in the City of Central
Point.
Section $: Ordinance No. 482 is hereby repealed.
Section It is hereby adjudged and declared
that existing con t ons are such that this ordinance is
necessary for the immediate preservation of the public peace,
health and safety within the City of Central Point and an
emergency is hereby declared to exist and this ordinance shall ,
take effect and be in full force and effect from and after its
adoption and approval by the mayor.
PASSED by the Council and signed by me in open ses-
sion in authentication of its passage this 23rd day of August,
1960.

Ordinance #557, this being an ordinance providing for a public
hearing on the question of the annexation to the City of
Central Point of property without the boundaries of said city
but contiguous thereto and providing that the submission
of such question to the registered voters of the City of
Central Point at an election on such question be dispensed
with and declared an emergency.(Property located South of
Bush street between Second Street and the extension of First
Street.d

Nayes: none.
Ordinance #558 was read, this being an ordinance accepting
bid on Oak Street -Front to 7th Street. The contract was
awarded to Hughes and Dodd for the bid price of $22,686.05 .
Roll call: Ayes; Ayres, Bigham, Chisum, Saxbury. Nayes;
Colley. Motion carried.
Mr. Howard Patterson and Mr. L.W. Thomas came to the council
with a complaint of excessive noise caused by trucks belonging
to Mr. Kimbrell,840 Chestnut Street. After discussion,by the
Council, a motion was made by Colley, second by Chisum, that
an Ordinance be adopted requlating the weight of trucks allowed ,
in Residential Zone #1 to be under maximum for one or
more vehicles. Motion carried.
A motion was made by Chisum,second by Bigham that an Ordinance
be adopted prohibiting the parking of any truck of more than
one ton capacity on any stlrreet within he city between the
carrhours of 6P.M..and 6A.
A motion was made by Saxbury,second by Bigham that the meeting
be adjourned to the call of the Mayor. Motion carried.
