A RESOLUTION AMENDING RESOLUTION 1123
FOR PUBLIC WORKS FEES
WHEREAS, the City engaged a consultant to study cost recovery from development review fees
charged by Public Works Departments, and the study findings have been completed; and
WHEREAS, the study estimated total costs of development services provided by the Public Works
Departments based on fiscal year 2006-07 budgets, including overhead cost of internal services
provided by City finance and administration; and
WHEREAS, the study calculated hourly billing rates Public Works to fully recover all costs of
serving development; including staff benefits, City vehicles, and a share of support services
allocable to development such as department administration and counter assistance; and
WHEREAS, the study estimated the staff labor required to process each type of development
approval and permit, based on review of timekeeping data kept by the City, interviews with City
staff and management, and records of development applications and permits; and
WHEREAS, the study has determined the full cost of each planning and engineering approval or
permit based on the full-cost hourly billing rate and the average time per application;
WHEREAS, most of the current engineering fees; based on an hourly billing rate, are unpredictable
for applicants, and whereas fees based on the number of lots in a subdivision or value of construction
is more predictable;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT, OREGON, that the attached Schedules B detailing the fees are hereby adopted effective
October 27, 2006.
