Recitals
1. Applicant(s) has/have submitted an application far tentative plan approval for a subdivision kzaawn
as Jackson Oaks, Phase V on 8.82 acres located north of Taylor Road, east of Grant Road a~~d west
of Highway 99, in the City of Central Point, Oregon.
2. On, October 5, 2004, the Central Point Planning Commission conducted aduly-noticed public
hearing on the application, at which time it reviewed the City staff reports and heard testimony and
comments on the application.
Now, therefore;
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. ALaproval Criteria. The requirements for approval of land partitions and tentative
plans are set forth in CPMC Title 16 and 17, relating to informational requirements, zoning, lot
dimension, access, and similar requirements.
Section 2. Findin~anci Conclusions. The Planning Commission finds and determines as follows:
A. Tentative Plan Requirements. The application and tentative plan are in the correct form
and contain all of the infoz-mation required by CPMC 16.10. And that this phase is substantially
compliant with the Twin Creeks Master Plan
B. Area and Width of Lot This subdivision in a LMR- Low Mix Residential zone, would
create 19 residential Iots and 1 open space lot consisting of 3.79 acres:
All parcels meet the minimum area and width requirements for Iots in the LMR- Low Mix
Residential zone as set forth in CPMC 17.65, and such parcels meet the general requirements far lots
contained in CPMC 16.24.050.

PLANNING DEPARTMENT RECOMMENDED CONDITIONS OF APPROVAL
Prior to final plat approval, the applicant shall submit to the City a copy of the proposed
covenants, conditions and restrictions (CC&Rs} for Phase V of the Jackson. Oaks
Subdivision.
2. The applicant shall comply With all requirements of affected public agencies and utilities
as they pertain to the development of Phase Sof the Jackson Oaks Subdivision. Evidence
of such compliance sha11 be submitted to the City prior to final plat approval.
3. The applicant shall comply With all federal, state and local regulations, standards and
requirements applicable to the development and construction of Phase S of the Jackson
Oaks Subdivision.

Provide information to the Planning Commission and Applicant (hereinafter referred to as
"Developer") regarding City Public Works Department (PWD} standards, requirements, and
conditions to be included in the design and development of the proposed. Gather information from
the Developer/Engineer regarding the proposed development.
A City of Central Point Public Works Department Staff Report is not intended to replace the City's
Standards & Specifcations. Staff Reports are written in coordination with the City's Standards &
Specifications to form a useful guide. The City's Standards & Specifications should be consulted for
any information not contained in a Public Works Staff Report.

Special Require~saents
1. Access for Lot 102: Access for Lot 102 shall betaken from the private access drive that is
shown on the tentative plat. Access is limited for this lot because of the curvature of Buck
Point Road and potential accident problems associated by having multiple access points on
such a curvature and because the driveways would not meet the minimum spacing standards
for driveways.
Standard Speci~catians and Goals
The Central Point Public Works Department is charged with management of the City's
infrastructure, including streets, waterworks, and storm water drainage facilities. In general, the
Department's "Standard Specifications and LTniforrn Standard Details for Public Works
Construction" shall govern how public facilities are to be constructed. The Developer is encouraged
to obtain the latest version of these specifications from the Public Works Department.
Central Point Public Works is cozxzzxzitted to working with the Planning Department and developers
to assure that all developments are adequately served by public facilities. Public facilities not owned
or maintained by the City of Central Point include: Power (PP&L), Gas (Avista), Communications
(Qwest}, and Sanitary Sewer (RVS S). lxz working together it is the Department's expectation that the
developer will feel free to call on the Department whenever the standard specifications are not, in the
developer's opizuon, adequately meeting the needs of the development. The Department will listen
to the developer's concerns and work with the developer to achieve the best outcome. However, the
Department is not obligated to assure a profitable development and will not sacrifice quality for the
sole purpose of reducing cost to the developer. It is always the developer's obligation to provide the
public improvements necessary, as determined by the Public Works Department, to serve the
development. The Department and the developer also have an obligation to assure that public
facilities are constructed so that other properties are not adversely impacted by the development.
Development Plans -Required Znfo~matian
Review of public improvement plans is initiated by the submittal of 3 sets of plans that are at least
9S% complete. The plans shall include those of other agencies such as BCVSA or Jackson County
Roads Department. Following plan review, the plans will be returned to the Developer's engineer
including comments from Public Works Staff. lrz order to be entitled to fuz-ther review, the
Applicant's Engineer must respond to each comment of the prior review. A11 submittals and
responses to comments must appear throughout the plans to be a realistic attempt to result in
complete plan approval. Upon approval, the Applicant's Engineer shall submit (~4) copies of the
plans to the Department of Public Works.
~n general, the plan submittal shall include plan and profile for streets, water, storm drainage and
sanitary sewers, storm drainage calculations, storm drainage basin map, erosion control plan, utility
and outside agency natifzcations and approvals. The plan may also include applicable traffic studies,
legal descriptions and a traffic control plan.

A Public Warks Permit will only be issued alter the Department Director approves the final
construction drawings. After approval, the fees associated with the develapmcnt will be calculated
and attached to the public works permit. All fees are required to be paid in full at the time the Public
'V~orks Permit is issued, except Public Works Inspection fees. After project completion during the
final plat application process, the Public Works Inspector will calculate the appropriate amount of
inspection tixrie to assess the developer. Before the final plat application is processed the developer
must pay the relevant inspections fees and bond for any uncompleted improvements (as determined
by the Public Warks Director).

1. Three sets of plans at 95% complete stage are to be submitted for review by the Public
Works Department.
2. Once approval is achieved the Developer shall submit four sets ofplans to the Public Works
Department for construction records and inspection.
The Developer's Engineer shall document changes to the approved drawings made in the
field. A rriylar and digital copy of the fnal "as-built" drawings will be required before the
final plat application is processed.
Jackson Daks Phase V -•-Protection of Existing Facilities
The locations of existing facilities shall be shown on all applicable construction drawings for Public
Works projects as follows:
The exact locations of underground facilities shall be verified in advance of any public works
constriction, in cooperation with the public or private utilities involved.
2. All existing underground and surface facilities shall be protected from damage during design
and construction ofpublie works projects.
Any existing facilities not specifically designated far alteration or removals, which are
damaged during construction, shall be restored or replaced to a "same as" or better than
condition, at the expense of the Developer.
4. Suitable notice shall be given to all public and private utility companies in advance of
construction for the purpose of protecting or relocating existing facilities.

1. Water system designs shall consider the existing water system, master plans, neighborhood
plans and approved tentative plans. The Developer, Engineer and Contractor shall provide

the necessary testing, explaration, survey and research to adequately design water system
facilities, which will connect to and be a part of, or an extension of the City water systczn.
AlI requirements of the Oregon State Plumbing Specialty Cade and tl~e Oregon State health
Department, as they pertain to Public Water Systems, shall be strictly adhered to.
2. The City of Central Point Public Works Standards & Specifications shauld be consulted far
specific information z'egarding the design and construction of water system related
components.
Jackson ®aks Phase ~--,streets
1. The Developer's engineer should be aware that certain alternate street standards for the
Transit Oriented District and Transit Oriented Corridor might apply to the design and
constructian of streets in specif c areas of the City. These alternate standards are firlly
described in the Central Point TOD Design Requirements and Guidelines.
Street designs shall consider the needs of people with disabilities and the aged, such as
visually impaired pedestrians and mobility-impaired pedestrians. Every effort should be
made to locate street hardware away from pedestrian locations axzd provide a surface free of
bumps and cracks, which create safety and mobilityproblems. Smooth access ramps shall be
provided where required. All designs shall conform to the current American Disabilities Act
(ADA} or as adapted by the Oregon Department of Transportation (ODOT}, Oregon Bicycle
and Pedestrian Plan.
The determination of the pavement width and total right-af--way has been addressed through
the Twin Creeks Master Plan process and was based an the operational needs for each street
as determined by a technical analysis. The technical analysis determined use demand
volumes that reflect the maximum number of pedestrians, bicyclists, parked vehicles and
motorized vehicle traffic expected when the area using the street is fully developed.
Additional technical analysis shall take into consideration, transportation elements of the
Comprehensive Plan, TOD, neighborhood plans, approved tentative plans as well as existing
commercial and residential developments and any deviations from the approved Twin Creeks
Master Plan. All street designs shall be coordinated with the design of other new or existing
infrastructure.

1. It shall be the responsibility of the Developer's Engineer to investigate the drainage area of
the project, including the drainage areas of the channels or storm sewers entering and leaving
the project area. If a contiguous annexed drainage area of given size exists, the engineer may
use information that has formerly been established if rt includes criteria far the drainage area
at complete development under current zoning and Comprehensive Plan designations. If the
City does not have such information, the engineer shall present satisfactory information to
support his stazm sewerage design. The engineer shall also be required to provide alI
hydrology and hydraulic computations to the Public Works Department that are necessary to

substantiate the storm sewer design.. ".["lze storm water sewer systerx~ design shall be in
conformance with applicable provisions afOregon DEQ, DSL arzd OD1i W and United States
COE and consistent with APWA Storm Water Phase ll requirements.
2. The City of Central Paint Public Works Standards & Specifications should be consulted for
specific information regarding the design and construction of storm drain related
components.

1. All design, construction plans and specifications, and "as-built" drawings shall be prepared
to acceptable professional standards as applicable, floe Developer shall provide copies of any
pezmits, variances, approvals and conditions as may be required by other agencies, including,
but not limited to Oregon Department of Fish and Wildlife (DFW), Oregon Department of
Environmental Quality (DEQ), Oregon Division of State Lands (DSL), Oregon Department
of Transportation (ODOT) approval for storm drain connection and easement, landscape
berms, U.S. Arxny Corps of Engineers (ALOE), affected irrigation districts, Bear Creak
Valley Sanitazy Authority (BCVSA), and Jackson County Road and Park Services
Department (JC Roads), DSL and ALOE, as applicable (wetland mitigation).
2. Fiore District Na. 3 must review all streets and improve the water improvement plans in
writing prior to final review by City PWD.
3. During construction, any changes proposed by the Developer shall be submitted in writing by
the Developer's Engineer to the City Public Works Department for approval prior to
installation.
