Authority: CPMC 1.24.050 vests the Planning Commission with the authority to hold a public meeting and render a decision on any application far a Site Plan. Notice of the Public Meeting was given in accordance with CPMC 1.24.060 (Attachment "A"). Current 1'r©e Characteristics & Uses: There is currently a duplex situated on Tax Lot 100 and asingle-family residence located on Tax Lot 200. The applicant will remove both of those existing structures. The applicant would have to consolidate the two tax lots. Discussion: Professional affice facilities is a permitted use within the C-4 zoning district.. The proposed site consists of two tax lots and combined is approximately 14,374 square feet. The applicant will own, operate and lease out office space. The building is designed to accommodate 2 -3 tenants. A lot consolidation will be required, which is included in the Planning Department Conditions of Approval (Attachment `E') The proposed building is single story with a maximum height of 20 feet. The offce building and parking will take access from Freeman Court, with the building and small private courtyard facing Pine Street. The applicant has submitted a project description (Attachment "B~) that explains their development proposal in greater detail along with building elevations and landscape plans (Attachment "C"). Conunents for this site plan have been received from Jackson County Fire District Number 3, Public Works Department and the Building Department. A business license would be required for any tenants. At time of issuance of a business license, all proposed uses would be reviewed to ensure compliance with permitted office uses for the C-4 zoning district. 17 44.040 - Heiglrt Regulations The proposed building will be 20 feet tall at the top of the cornice. The maximum height allowed in this zoning district is 60 feet. ... ~/_ o 17.44.050 -Area, Widtli and Yard Requirements With a lot consolidation the subject property would be approximately 14, 374 square feet. The minimum lot size is S,a04 square feet. "1`he front yard setbacks are 10 feet, consistent with the Code. The front of the building will be facing Pine Street, that would be considered the front property line. The side yard set backs will be a minimum of fzve feet, also consistent with the Code. 17.44.054 -General Requirenrerrts (B) All businesses, services and processes shall be cartducted entirely witlti-t a corttpletely enclosed structure, with the exception of off-street parking artd loading areas. No outdoor uses areas are proposed, with the exception of the trash enclosure. The landscaping plan (Attachment "C"j includes an attractive low maintenance ground cover for the larger areas, along with hedges for the courtyard and parking lot area. Seasonal flowers will be planted in large concrete or ceramic planters at the entrance of the building facing the parking lot. All Iandscaped areas will be fully irrigated. The parking area, Freeman Court frontage and Pine Street frontage will also be screened and shaded with larger canopy trees. The applicant has met this requirement. The parcels currently have a duplex on tax lot ~.dd and asingle- family residence on tax lot 2dd, both will be removed to construct the office building and the associated parking. The western adjoining property has an apartment building. To the east is the City of Central Foint entrance sign and the State Farm Insurance building. Across Pine Street to the north are a couple of gas stations. The property is zoned C4 for professional offices. PRQTECT DESIGN The project has been designed to take access off Freeman Court, a Large cul-de-sac that the property fronts onto the east. The building is a ane- story brick structure placed along the Pine Street frontage at the front yard setback. I~ue to the irregular front property line, opportunity exists to create a small outdoor courtyard that will be enclosed by a 30- inch high masonry court wall to provide privacy and separation From Pine Street. The building also presents a prominent elevation to the east to provide a pleasant backdrop far the City of Central Point's entrance monument. The building elevation is articulated by brick detailing, metal awnings and varying parapet heights to define each office space. The south elevation has also been designed as a "front elevation" as it has frontage and convenient access to the 12- space parking lot. The 3,600 square foot office building has been designed to accommodate two to three tenants. hlIaximum height for the structure is 20 feet to the top of the cornice. The building wi11 be constructed of masonry, Inca colored brick with medium grey grout, black metal storefront glazing, black metal awnings and soft decorative up lighting on the building. The varying heights on the building break down the massing of the building to identify three distinct office spaces to offer each space an opportunity for individual identity. Signage will be provided by individually placed metal letters attached to the building or by Laser cut letters in a horizontal metal signage band. The landscape has been designed to provide canopy trees along the parking lot edge and street trees along the Freeman Court frontage and the Pine Street frontage. A low maintenance ground cover is proposed to cover larger areas of the site. A boxwood hedge is proposed to enclose courtyard areas and to edge the parking lot to provide a finished edge. Large concrete or ceramic pots are placed at the buildings entrances and will be planted with seasonal flowers. The landscape will be fully irrigated. The applicant will get water system development credit if they need to upsize the water meter servicing the building. The applicant will receive street SDC credit of $3,248.60 for the two buildings.
