l1~IEETING CALLED TO ORDER AT 6:00 P.M.

Mike Oliver, and Pa~ Beck were present. Counie Moczygemba was absent.
Also in attendance were: Tom Hurnphrey, Community Develop~ment Director;
Dan Burt, Planning Manager; Connie Clune, Cornmunity Planner; Dave Jacob,
Community Flanner; Stephanie Holtey, Floodplain/Stormwater Coordinator; and
Didi Thomas, Planning Secretary.

IV. MINUTES
Keith Wangle m~de a motian to approve the minutes of the September 7,
2010 Planning Commission meeting as submitted. Tim Schmeusser seconded
the motion. ROLL CALL; Oliver, yes; Hurley, abstained; Beck, yes;
Schmeusser, yes; and Wangle, yes. Motion passed.

VI. BUSINESS
A. File No. 11007. Cansideration of removal of significant tree in Central Point
East Subdivision per CPMC Section 12.36.040. Applicant: Margie Runia
Stephanie Haltey, Floodplain/Stormwater Coordinator, presented a staff report with
issues concerning the removal of a cottonwood tree located partially on private property
and also on a portion of the public right-of-way. The property owner involved proposes
to replace it with a red sunset maple tree. Plan;iing Comrnissioner Keith Wangle
expressed a concern that to the best of his knowledge, no one in the tree trimming
industry in the ~alley was awar~ that the City af Central Point had a tree code and asked
that information be distributed on a community wide basis. In addition, ~ie suggested that
perhaps the City might want to define what a"significant" tree is.

B. File No. 10010. Continued discussion of praposed amendments to tl~e Tourist
and Office-Professional {C-4) zoning district. Applicant: City of Central
Point
Planning Manager pon Burt. advised Commissioners tl~at this was the final draft to be
presented to tliem prior to scheduling a public hearing in the matter on November Z,
2410. Mi-. Burt stated that staff had not heard an~k~ing back frorn the Department of
Land Conservation & Development as of this date. In addition, there are no apparent
issues with the ad hoc committee of business people who have aXso been reviewing the
changes pzaposed.
I~eith ~Vangle recommended that we have a txee ordinance, as well as defining
"signiticant tree". Justin Hurley requested that "medical and dental offices" be added to
the list of permitted uses (ite~n "j"),
Justi~ Hurley made a mation to direct staff to schedule a public hearing for
November 2, 201Q on proposed amendments to the Taurist and Office-
Professional (C-4) zoning district. Titn Schmeusser secondecl t.he motion.

~. File No. 11001. A public hearing to consider forwarding a recommendatian
to the City Council on praposed Central Paint Municipal Code amendznents to
provide uniform land development approval expiration dates and a process for
review of t~zne exte~ision requests. ~pplicant: City of Central Point
Connie Clune, Comrnunity Pianner, presented a staff report an proposed amendrnents to
the Central Point Municipal Code to create uniform land develapmen# approval
expiration dates. The amendments would pravide for a one ( i} year expiration date for
all applications and establish extension appraval as a Type I process to be reviewed by
the community development dxrector.
The public hearing was opened and as no one came forward to testify either far or
against, the public portion af tl~e hearing was closed.
Justin $urley made a motion to apprave Resolut~on No. 773, a resolution
forwarding a favarable recommendatian to the City Council far appraval of
the amendments to tbe Central Point Municipal Cade, Title I6 and Title 17,
Sechons 16.10 - Tentative Plans, 16.12 - Final Plats, 17.05 - Applications and
Types of Revie~v, 17.66 ~ Application Review Process for the TOD I~istrict
and Corridor, 17.68 ~ Planned Unit Development (PUD), 17.72 - Site Plan,
Landscaping and Construction Plans, and 17.76 - Condi~ional Use Permits,

to provide for a uniform land clevelopment approval expiration date and
extension request ~rocess. Pat Beck seconded the motion. ROLL CALL:

D. File No. 11002. A pubtic hearing to consider forwarding a rec~mmendation
to the City Council on proposed Central Point Municipal Cade amendrnents
to Section 17.77, Accessory Dwelling Units (ADUs} for language ta conform
to the Public Works Department Chapter 13 standards. Applicant: City af
Central Point
Community Planner Connie Clune presented a request to amend Section 17,77 of the
Central Point Municipal Code (Accessary Dwelting Units) to conform to previously
amended Ianguage in Section 13.04.104, Water Rates aixd Regulations, of the code,
which would provide for one water m~ter to serve bath a prunary residence and an
accessozy dwelling unit located on the same parcel of property. In additian, the requested
amendments would speci~y the application for an accessory d.wel~ing unit as a Type I
review procedure.
The public hearing was apened and as ~o one came forward to testify ei~er for or

yes. Motian passed.
VII. DISCUSSIDN
Urban Reserve Man.a~eme~tt A,~t~eemeHts
Tarn Hwnphrey, Cammunity Development Director, explained to Commissioners that
during, and in conjunction, witb the process of adopting the Regional Plan, the County
and each of t~e cities involved, enter into an Urban Reserve Management Agreement
whereby the parties malce certain agreements to the developmer~t of lands in proposed
urban reserve areas. Although the lands continue to remain under the jurisdiction af
Jacksan County, conceptual plans will be developed and larger parcel sizes will reinain in
40 acre minimum parcel size for non-resource iands as part of the agreement. The
agree~ment puts in place the legaiities of what the City and the County will and won't do
during the pendency of the Plan appraval. Central Point wi11 be asking that no new
development occur on parcels containing less than 40 acres.

the mation. Meeting was adjourned at 6:50 p.m.
