ROLL CALL Comrnissianers Cannie Moczygeinba, Chuck Piland, Tim Schmeusser, Keith Wangle a7id Mike Qliver, and Pat Beck were present. Justin Hurley was absent. Also in attendance were: Tom Humphrey, Cammunity Development Director; Don Burt, Planning Manager; Connie Clune, Community Planner; Dave Jacob, Cammunity Planner; and Didi Thomas, Plannii~g Secretary. III. CORRESPONDENCE - None IV. MINDTES Tirn Schmeusser made a motion to approve the minutes of the August 3, 2010 Planning Commission Fueeting as submitted. Chuck Piland seconded the motion. ROLL CALL: Piland, yes; Oliver, abstained; Beck, yes; Schmeusser, yes; VJ~ar-gle, abstained; and Moczygemba, yes. Motion passed. V. PUBLIC APPEARANCES - Noue. VI. BUSINESS A. File No. 10010. Continued discussion of propased amendrnents ta the Tourist and Office-Professional (C-4) zoning district Applicant: City of Central Ppint Planiung Manager Dan Burt advised Planning Co~~rnission members that the proposed anlendrnents ta the Tourist and Office-Prafessio;ial (C-4} zaning district were still in working draft foz~mat. Mr. Burt presented a breakdown af the proposed code amendments by section as follows: Section 17.44 - Tourist and Office Professional District - the proposeci changes are minimal; redundancies between the permitted uses and conditional uses of this sectiort have been corrected; size restrictions on the "large retail establishments" have been removed; site plan and architectural zeview ta be required with any new developmerit. Planning Commissiorz ~llinutes Seplember 7, 2010 Pagc 2 Corrunuiuty Develapment Director Tom Humphrey stated that he thought the Departn~e~~t of Land Conservation and Development {DLCD} would be most cancerr~ed abaut traffic unpacts as a result of the eliinination of size restrictians in this section of the code. Mr. Burt added that we ~~vould probably get a"big box" establish~nent in Centxal Point when the economy improves. The revisions to this secrion of code can be adopted independently. They will also work with the rest of the code without fiirtller changes. The Planning Coininisszon members agreed that they were a~'eeable with the proposed changes. Sectiozt 17.72 - Site Plan and Landscaping Pla~z Approval - amended to clarify the pracess af reviewing major and minor projects; Planning Commission would review the major projects with staff reviewing the rninor projects. Standards for review have been changed and are reflected in section 17.75. Sectior~ 17.72 is just the process. Section 17.64 - Off-St~-eet Parking - change in the minainum parking standards to maxirnum; addition of parking lot landscaping standards. Bicycle parking has been included as well. Section 17.75 ~--- Design Standards - This is a new section of code a~tagether and is intended to address aIl design standards for all uses and districts. Currently addresses uses in. the commercial district but is s~ructured ta be a~nended in the future as need arises. Section 17.72 ~Site Plan and Arch~tectural Review) will ~eed to be nzodified in order to effectuate section 17.75. Staff would like to bring this ~natter back to the Planning Commission in Octaber far fizaal discussion and sef the amendments foi- public hearing in November. Gommission members agreed to this proposal. B. File No. 11001. Discussion of proposed Central Pauit Municipal Cade amendments to provide uniform land develapment approval expiration dates and a process for review of time extension requests. Applicant: City of Central Point Comrnunity Planner Coruue Clune presented proposed amendments to inultiple sections of the municipal code whieh would pi•ovide for uniform and clear expiration dates far various types af Iand use applications, and provide a review process of time extension requests. It was noted that if a fee is established for reviewing these extension requests, City Council wouid do this by resolution. l~tike ~liver made a motion ta direct staff to schedule a public hearing on this tuatter for October 5, 2{114. Discussion of proposed Central Point Municipal Code amendments to Section 17.77, Accesso7y Dwelling Units {ADUs} for tanguage to conform to the Public Works Depattrnent Chapte~~ 13 standards. Applicant: City of Central Point Conlniunity Planner Contv.e Clune explained that wi#h the recent amendment to Section 13.04.100 of tl~e CPMC by the Public Works department which allows for one water meter to serve both a primary dwelling and an accessory dwelling unit, planning staff is requesting an amendment to CPMC Sec;tion 17.77 (Accessory Dwelling Units). Said amendment would provide a propert.y owner with the flexibility of utilizing just one water rneter for a priina~y dwelling and an acc;essory dtivelling unit on the same property. Chuck Piland made a motion ta direet staff to schedule a public hearing on this matter for October 5, 2010. Pat Beck secondeci the motion. MISCELLANEOUS Totn Humphrey advised that Central Point would be making another presentation before the Caunty Planning Com~nission in Navember ot 2010 on the Regional Plan. X.
