Emergency Shelter Memorandum of Understanding
Memorandum of Understanding (MOU) between the City of Central Point (City) and
ock)CDI (Shelter).

RECITALS
A. City has adopted an emergency preparedness program to mitigate, to the extent
feasible, harmful effects of emergencies that cause the temporary displacement of its
citizens. During such events, City has an interest in opening temporary shelters to
allow displaced persons to temporarily occupy suitable spaces.
6. Shelter has a suitable facility for this purpose located at 32.5 00 -k - in
the City of Central Point and is willing to provide the facility in times of emergency.
City and Shelter agree:
1. Shelter will allow temporary use of the mutually identified portions of the above
facility during emergencies declared by the City when such emergencies require
evacuation or displacement of its citizens. This temporary use is based upon the the
following conditions:
1.1. City will arrange for security and trained staff to ensure the safety of the
occupants and protection of the facility.
1.2. City will provide liability coverage through its self insurance fund or secure
insurance sufficient to cover potential liability arising from the use of the facility, to the
extent of the Tort Claims Ads limits.
1.3_ City will restrict occupancy of the facility to those areas mutually identified
as appropriate, and will not allow access to other areas.
2. City will reimburse Shelter for
2.1. Payroll and associated benefits of Shelter personnel required specifically to
assist City in the use of the facility.
2.2. Utilities, supplies and other expenses incurred by Shelter in making the
facility available to City.
2.3. Repair and maintenance of the facility due to abnormal wear and tear from
City's use. City will reimburse Shelter for its replacement costs of any damaged, lost or
stolen equipment or supplies.
2.4. Cleaning of the facility during, and upon completion of, the temporary use.
3. Other than the above charges and expense reimbursement detailed above, Shelter
will not charge rental or facility usage fees for the temporary use by City.

2. Shelter will not interfere with the use of the facility as an emergency temporary
shelter as contemplated by this MOU.
3. This agreement is effective as of the last date indicated below and may be
terminated by either party upon 30 days' written notice.
