A. Public Hearing to review an application for atwo-lot partition at 214 Snowy
Butte Road. The subject property I located in the R-1-6, Residential Single
Family zoning district on Map 37 2W lOAC, Tax Lot 8500.
Ken Gerschler, Commwiity Planner, presented the Planning Department Staff Report. "the
applicant, Marcia Williamson, is proposing the minor partition ofa 0.31-acre parcel into Two
parcels. The property is located near the intersection of Snowy Butte Road and Glemi Way
in the R-1-6, zoning district The parcel meets the area requirements for the partition, but
the app]icant will have to provide two covered off street parking space on Parcel 1 in older
to meet the requirements of the zoning code. The existing garage will not be accessible from
Glenn Way once the partition is final platted and construction of a new home is under way.

hr order to preserve the character of the original house built in 1908, the new home that will
be built on Parcel 2 will need to have similar characteristics and architecture that will not
detract from the historic home ou lot l . Sidewalks will be required along the perimeter of
the property, but may be deferred on Snowy Butte if Public Works allows. BCVSA has
asked that if the sewer line for Parcel 1 is connected to the main lint from Glenn Way, that
it be reconnected to the line on Snowy Butte Road.
The Applicant, Marcia Williamson of 942 Glengrovc Avenue, asked the Commission to
clarify questions regarding the historic designation of the house and if she will have to
enclose the current garage. Tom Humphrey, Planning Director, explained the levels of
historic recognition and explained the off street parking requirements. Enclosing the curecnt
garage for other uses will be an issue that will have to be resolved with the Building
Department.
Commissioner Riggs made a motion to adopt Resolution Number 525, approving the
Tentative Minor Land Partition of 37 2W lOAC Tax Lot 8500 subject to the
recommended conditions of approval, and with resolving issues with BCVSA.
Commissioner Lunte seconded the motion. ROLL CALL,: Motion passed unanimously-.
B. Public Hearing to review a site plan application that would alloFv
improvements to be made at Central Point Elementary School. The
application will encompass the demolition of several buildings to facilitate
the construction of a new school together with a renovation of the 1909
historical school. The subject property is located in the R-1-6, Residential
Single Family zoning district on Map 37 2W L LBB, Tas Lot 6700.
Ken Gerschler presented the Planning Department Staff Report. Central Point Elementary
is one of the oldest educational facilities still in use within the Rogue Valley. The original
structure built in 1909 and is still used today despite the fact that it does not meet the current
standards for school buildings. The 1909 school structure will be renovated for District 6
administrative offices. A condemned gymnasium acrd other Camp White era buildings have
been slated to be moved or be demolished. Anew 63,762 square floor elementary school
will be built at the corner of Second and Ash Streets. The school will have a capacity of 500
students and 21 classrooms. "~fhis location was also chosen so that the 1908 school would
remain visible from the Downtown/Third Street axis. The new school will have similar
colors, mechanical towers and building materials that will accentuate the old school
structure. Access for the schools will be from two separate entrances. For the admitrishative
building and the parking lot a driveway will be conshucted on 4'" Street A Bus driveway
and turnaround will be constructed on Ash Sheet.
The architect for the new school, Douglas Snider of 45 Hawthorne Street, Medford. stated

that the new school would look very similar to the old school in architecture, that the
courtyard area will have a protective fence installed around it. The school is ptanncd for
completion in the fall of 2003.
The architect for the Original School, Gary Afsetlr, of 29 S. Grape Street, Medford, stated
that the actual squarc footage of the building is 18,000 square fcet. 'T'he building is three
stories. They will actually be adding an elevator, restoring windows and adding seismic
additions to the bracing in order to make it come up to code. They will be destroying the
boiler room that was a later addition. The building could be ready by the fall of 2002.
Commissioner Lunte made a motion to adopt Resolution 526, approving the site plain
subject to the recommended conditions of an approval Commissioner Riggs seconded
the motion. ROLL CALL: Motion passed unanimously.
C. Public hearing to review a Site Plan application for Crater High School.
The applicants are requesting site approval for the renovation and
construction of agricultm•al, trade, science buildings. Student common
areas, parking and landscaping will be upgraded. The subject property is
located in the TOD-C, Civic zoning district on Map 37 2W 03D13, Tax Lot
100.
Commissioner Lunte declared a potential conflict of interest. and stepped down fi~om the
Convnission during consideration for this item.
Ken Gerschler presented the Planning Department staff report. The site plan review
application proposed the renovation of existing buildings and the construction of new
buildings. Also included are an updated parking and landscaping scheme designed to
mitigate any adverse impacts upon neighboring properties. A remodel is planned for a
49,000 square foot concrete block structure that formerly housed the district's bus barn. The
school's metal shop will also occupy this building with a planned 1,080 square foot
expansion along the eastside to accommodate a new welding shop. Anew 12, 710 square
foot science building will be constructed west of the old bus barn. The student common
areas will remodeled with new eating areas and architecture. Anew 18,000 square foot,
500-seat auditorium has been planned between the commons building and Third Street. The
City would like to work with the School District to exchange proposed sidewalks from
within the campus to 'I•hird Street All of the proposed structures meet the height and
setback requirements for the TOD-C, Civic zoning district.
Ray Kistler, of 2950 Barnett Road; Medford, is the architect for the school. Mr. Kistler
explained the architecture for each of the buildings and showed graphic representations of
the schools and the types of materials that will be used.

Cindy Schulz, of 473 North 1" Street, asked if she would still be able to have her man gate
that borders her property and the high School. Mr. Humphrey stated that there are no plans
to remove the fence, and it will be up to ]ter to see if the School District will allow the gate
to remain.
Paul Lunte, of 850 Forest Glen Drive, Central Point, asked if there were any funding
opportunities through the City for the School District Mr. Himlphrey stated that the request
would have to be made to the City Council There is cw~rently no money budgeted for a
community center.
Commissioner Riggs made a motiml to adopt Resolution 527, approving the Site Plan
subject to the recommended conditions of approval. Also subject to working out an
agreement with the Cir,~ to move proposed sidewalks from inside the campus to Third
Street. Commissioner Fish seconded the motion. ROLL CALL: Fish, yes; LeGros, yes;
Foster. yes and Riggs, yes. Motion passed unanimously. Commissioner Luntc did not vote.
VII. MISCELLANF,OUS
Mr. Humphrey showed the Conunission an article that was published in Oregon's Daily
Journal of Commerce about the TOD. A master plan for the Brookdale Gardens portion of
Central Point East was also shown to the Commission.

Discussion
The agent, JeffMayfield working on behalfofMDD LLC is requesting that the Planning Commission
review a site plan application for a new commercial office building near the intersection of Freeman
Road and Freeman Court. The letter of project description (Attachment A) indicates that this
building is a new 3,950 square foot single story model designed to accommodate an insurance
company headquarters. The tenant, State Farm Insurance will occupy the location for at least five
years with an option to renew in subsequent years.
An exterior package will include lap siding and a colored metal roof. Brick veneer will adorn support
pillars and planters. No signs have been shown on the site plan or elevations. When signs are
proposed, a separate building permit will be required.
CPMC Chapter 17.64.040 (H-1) requires that commercial offices provide "not less than 1 space per
each 300 square feet of gross floor area or fraction thereof'. In calculating the strictest parking
requirement based upon 1 space per 300 square feet, the project would need a minimum of 13 parking
spaces. The applicant has proposed 23 spaces, one of which is ADA accessible.
Access to the building would be taken from a single driveway apron connecting into Freeman Court
and constructed to Public Works standards. A 5 foot wide sidewalk winds through the prof ect site and
around the parking area. The Planning Department recommends that a passageway be integrated into
the site plan that can allow pedestrians to access the sidewalk at East Pine Street. Currently, there is
a beaten path used by pedestrians between Freeman Court and East Pine Street.
The applicant has submitted a landscaping plan (Attachment A) for consideration by the Commission
which includes a variety of shrubs and trees.
An approval of this project would be subject to the recommendations of the Bear Creek Valley
Sanitary Authority and Jackson County Fire District Three (Attachment C). BCVSA did not submit
correspondence in time to be included as a portion of this report.
Public Works staff have submitted a staff report (Attachment E) outlining recommended conditions
of approval for the project.
Findings of Fact & Conclusions of Law
In approving, conditionally approving or denying the plans submitted, the City bases it's decision on
the following standards from Section 17.72.040:
A. Landscaping and fencing and the construction of walls on the site in such a manner as to cause
the same to not substantially interfere with the landscaping scheme of the neighborhood, and in such
a manner to use the same to screen such activities and sights as might be heterogeneous to existing
neighborhood uses. The Commission may require the maintenance of existing plants or the
installation of new ones for purposes of screening adjoining property.

^ The applicant has submitted a landscaping plan for consideration by the Commission
that includes a variety of shrubs and trees. The variety of shrub and groundcover
species have been proposed which are also consistent with the landscaping guidelines
used by Central Point.
B. Design, number and location of ingress and egress points so as to improve and to avoid
interference with the traffic flow on public streets;
The site plan currently depicts two driveways onto Freeman Court which is a local street
connecting to Freeman Road.
C. To provide off-street parking and loading facilities and pedestrian and vehicle flow facilities in
such a manner as is compatible with the use for which the site is proposed to be used and capable of
use, and in such a manner as to improve and avoid interference with the traffic flow on public streets;
^ The site plan provides 23 spaces which is more than adequate to meet the off-street
parking requirements described in CPMC Chapter 17.64 (at total of 13 spaces).
D. Signs and other outdoor advertising structures to ensure that they do not conflict with or deter
from traffic control signs or devices and that they are compatible with the design of their buildings
or uses and will not interfere with or detract from the appearance or visibility of nearby signs;
^ All signage will require a separate building permit subsequent to Planning Commission
review.
E. Accessibility and sufficiency of fire fighting facilities to such a standard as to provide for the
reasonable safety of life, limb and property, including, but not limited to, suitable gates, access roads
and fire lanes so that all buildings on the premises are accessible to fire apparatus;
^ The project must meet any fire code requirements that Jackson County Fire District
Number 3 has identified.
F. Compliance with all city ordinances and regulations;
^ The project when constructed, will be in compliance with the requirements of the
Central Point Municipal Code subject to the recommended conditions of approval.
G. Compliance with such architecture and design standards as to provide aesthetic acceptability in
relation to the neighborhood and the Central Point area and it's environs.
^ This building is similar in appearance to others in the C-4 zoning district. The
architectural features being proposed are tasteful given the building's proximity to the
freeway and to other new model buildings constructed in the immediate vicinity.

Recommendation
Staff recommends that the Planning Commission take one of the following actions:
1. Adopt Resolution No. _ ,approving the Site Plan subject to the recommended conditions of
approval; or
2. Deny the proposed Site Plan; or
3. Continue the review of the Site Plan at the discretion of the Commission.

captioned location. The building will be occupied by one tenant for at least 5 years with the
option to renew for an additional 5 years. The tenant will be State Farm Insurance's Agency

completion date between February and April 2002.

Beginning at the above time and place, the Central Point Planning Commission will review a site
plan review application that will allow the construction of a 3,390 square foot commercial building
near the intersection of Freeman Road and Freeman Court. The property where the building would
be constructed is located in the C-4, Tourist and Office Professional zoning district and is identified
in the records of the Jackson County Assessor as Map 37 2W 02D, Tax Lots 900 and 1000.
CRTI'ERIA FOR DECISION
The requirements for Site Plan Review are set forth in Chapter 17 of the Central Point Municipal
Code, relating to General Regulations, Off-street parking, Site Plan, Landscaping and Construction
Plans. The proposed plan is also reviewed in accordance to the City's Public Works Standards.

1. Any person interested in commenting on the above-mentioned land use decision may submit
written comments up until the close of the meeting scheduled for Tuesday, September 4,
2001.

Issues which may provide the basis for an appeal on the matters shall be raised prior to the
expiration of the comment period noted above. Any testimony and written comments about
the decisions described above will need to be related to the proposal and should be stated
clearly to the Planning Commission.

SUMMARY OF PROCEDURE
At the meeting, the Planning Commission will review the applications, technical staffreports, hear
testimony from the applicant, proponents, opponents, and hear arguments on the applications. Any
testimony or written comments must be related to the criteria set forth above. At the conclusion of
the review the Planning Commission may approve or deny the Site Plan application. Cityregulations
provide that the Central Point City Council be informed about all Planning Commission decisions.

The Building Department will request a set of blue prints from the
applicant for submittal to Fire District Nd. 3 for review. The plans shall include
a plot plan showing placement of buildings, main access roads and driveways.
Fire District No. 3 will apply the Uniform Fire Code requirements, which may
also include on-site water storage and(or hydrants for fire protection, and road
access prior to construction.

RECOMMENDED PLANNING DEPARTMENT CONDITIONS OF APPROVAL
1. The approval of the Site Plan shall expire in one year on September 4, 2002 unless an
application for a building permit or an application for extension has been received by the City.
The applicant shall submit a revised site plan depicting any changes discussed and approved
at the public hearing within 60 days of Planning Commission approval.
2. The project must comply with all applicable local, state and federal regulations .
3. The applicant shall work with the Public Works Department to make appropriate
improvements or arrangements to improve curbs, gutters, sidewalks and paving in the public
Rights of Way.
4. The applicant shall work with the Planning Department to create a pedestrian pathway
between Freeman Court and East Pine Street.

Discussion
Dutch Brothers Coffee is requesting that the Planning Commission review a siteplan application that
would allow a second company owned drive up coffee stand to be constructed at 832 South Front
Street. Company representative Brian Maxwell has cited that this location will suit the needs of
customers who travel to Medford on Highway 99 while concurrently improving the aesthetic
appearance of the area. The creation of five to seven new jobs are anticipated.
The site plan and elevations show that traffic would access the coffee stand through two existing
curb cuts along Front Street. A traffic circulatiorr/stripingplgn has been integrated into the site plan

to direct traffic through the project area to either of the structures two drive up windows. This coffee
cart is a class four structure that is identified as"Gold Star" standard. The facility is intended to be
fully self contained with all water and waste can~ied out on a daily basis.
CPMC 17.64.040 (G-3) describes the parking requirements for various activities and in this situation,
the coffee cart and neighboring businesses will be sharing off-street parking. The square footage
for the proposed espresso stand is 120 square feet and the code requires "not Zess than one space
per each 100 square feet of gross floor area plus one space per each two employees on the rr:ajor
shift). During normal shift activities, there are two employees present on site. To comply with the
off-street parking requirement, the applicant will need to provide two parking spaces which could
be obtained by written agreement with the property owner who owns this and the adjoining parcel.
The applicant has submitted a landscaping plan as a part of the site plan. A 6 foot wide planting strip
will separate the sidewalk from the highway and 6 street trees will be planted to comply with the
T.O.D. corridor standards. The area between the trees should include other ground cover such as low
shrubs and flowers. Two large grass areas will be maintained between the coffee stand and other
businesses located to the Bast.
The Central Point Building Department, Oregon Department of Transportation and the Bear Creek
Valley Sanitary Authority have submitted comments for consideration by the Commission.

Notices to surrounding property owners were sent out by mail and no comments have been received
by the Planning Department as of this date.
Findings of Fact & Conclusions of Law
Irr approving, conditionally approving or denying the plans submitted, the City bases it's decision
on the following standards from Section 17.72.040:
A. Landscaping and fencing and the construction of walls on the site in such a manner as to cause
the same to not substantially interfere with the landscaping scheme ofthe neighborhood, and in such
a manner to use the same to screen such activities and sights as might be heterogeneous to existing
neighborhood uses. The Commission may require the maintenance of existing plants or the
installation of new ones for purposes of screening adjoining property.
^ The applicant has submitted a plan that includes substantial landscape improvements
and the installation of sidewalks along Front Street.
B. Design, number and location of ingress and egress points so as to improve and to avoid
interference with the traffic flow on public streets;
Access to the site is gained from two curb cuts along South Front Street. No sidewalks
have been installed along this portion of South Front Street. No changes to access are
being proposed at this time but modifications to the traffic circulation plan may be

required by the Public Works Department.
C. To provide off-street parking and loading facilities and pedestrian and vehicle flow facilities in
such a manner as is compatible with the use for which the site is proposed to be used and capable
of use, and in such a manner as to improve and avoid interference with the traffic flow on public
streets;
The project would require 2off-street parking spaces that can be accommodated with
a written agreement by the property owner to share existing parking resources on an
adjoining parcel.
D. Signs and other outdoor advertising structures to ensure that they do not conflict with or deter
from traffic control signs or devices and that they are compatible with the design of their buildings
or uses and will not interfere with or detract from the appearance or visibility of nearby signs;
^ No additional signage has been proposed at this time however the applicant will be
required to apply for a sign permit and submit plans to the City prior to any new sign
installation. Pavement striping (directional arrows, "drive through" lettering etc.) will
be required to direct traffic through the project area.
E. Accessibility and sufficiency of fire fighting facilities to such a standard as to provide for the
reasonable safety of life, limb and property, including, but not limited to, suitable gates, access roads
and fire lanes so that all buildings on the premises are accessible to fire apparatus;
^ The project, if approved, would need to meet any requirements of Jackson County Fire
District 3.
F. Compliance with all city ordinances and regulations;
^ The project when constructed, will be in compliance with the requirements of the
Central Point Municipal Code subject to the recommended conditions of approval.
G. Compliance with such architecture and design standards as to provide aesthetic acceptability in
relation to the neighborhood and the Central Point area and it's environs.
^ The C-5, Thoroughfare Commercial District has a mix of uses and the automobile-
orientednature ofthis project is consistentwith the zoning. The TOD Corridor General
Commercial overlay district permits drive through uses such as this.

Staff recommends that the Planning Commission take one of the following actions:

RECOMMENDED PLANNING DEPARTMENT CONDITIONS OF APPROVAL
The approval of the Site Plan shall expire in one year on September 4, 2002 unless an
application for a building permit or au application for extension has been received by the City.
The applicant shall submit a revised site plan depicting any changes discussed and approved
at the public hearing within 60 days of Planning Commission approval.
The project must comply with all applicable local, state and federal regulations including but
not limited to the requirements of the Central Point Building Department (Attachment "E").
3. The applicant/property owner shall submit final traffic circulation/striping, landscaping,
lighting and sign plans as applicable to the Planning, Public Works and Building Deparhnents
for approval prior to obtaining any building permits.
4. The applicant shall enter into a shared parking agreement with the property owner to address
on-site parking needs. Said agreement shall be provided to city staff prior to the issuance of
a Building Department Certificate of Occupancy.

application that allowed a new building to be constructed at the City Yards which are located in the
vicinity of the intersection of Cedar and Fifth streets.
The Public Works Director Bob Pierce now ask the Commission to consider a modification to the
original site plan that would allow the addition of a new covered parking area for the City's
maintenance equipment (Attachment "A").
