MINUTES Commissioner Fish made a naation to approve tl~e minutes from the September, 5, 2000 meeting as presented. Commissioner Foster seconded the motion. V, FUBLIC APPEARANCES Gerald Brawn, of tl~e Central Point Masonic Temple asked the Commission far advice about building a new lodge at the Cemetery, located at the intersection of l-Iamrick and Vilas Roads. Mr, Brown asked if they could wank with the city to reduce the costs of water and sewer hook ups to the new building. Tom Humphrey, Planning Director, stated that he could set up a meeting next week with the City Administrator, the Engineer, BCVSA, floe applicant, and other City staff to work out design and cost estia~~ates for the project and discuss annexation. VI. BITSINESS A. Continuation of a ublie hearin to consider a variance and a site lan that would allow the construction of an 80 foot hi h telecommunications tower and e ui ment buildin behind the Chevron Gas Station at 1 ~ 10 East Pine Street. The sub-ect ro ert is in an C-4 Tourist and ©ffice Professional District an Mato 372ViT02D, 'l'ax Zat 2500. Ken Gerschler, Community Planner, presented the Planning Departmcz~t Staff Report. Mr. Gerschler stated that the applicants, a neighboring propeaty owner, and City Staff have come to an agreement on the Cellular tower. The monopole mast be painted a tan color. The applicant must make an effort with the AT&T Engineering Division to find the smallest antenna array that will fi~netion an the monopole. Any future ca-locatoa• will have to meet the same requirements. No liglxting of any sort shall be affixed to the monopole or antenna structures. The utility building shall have a gable roof similar in pitch and comlaosition to the proposed zaaotel development that is expected on floc adjoining parcel. The exte~•ioc• oftlae utility building shall have a sidiz-zg that is similar to the t~~otcl. A six foot 11ig1~ wrought iron fence shall enclose the monopole and naaintezaancc btzildizag. `I'lae fence will be allowed to Dave square tips at floe top to discourage unlawful entrance to floc facility. A landscaping plan shall be submitted with shrubs and trees that surrorznd the exterior portion. of floc wrought iron fence. The plant species shall be of a variety that will retain adequate foliage year round. `l`rces will be planted cozaspicuously near floe northern portion ofthe project site to izaaprovc floc aesthetic at~aaosplaere of vehicles that will enter from Pine Stz•eet when the zaaotel and other cozaazaaercial activities develop. The Agent for the Applicant, John Brosy, stated that flats application is not for the placement of the pole, but for floe height of the pole. It will not have lights on it, it will be painted, and they will meet all the requirements set forth in floe Planning Departmezat Staff Recommendations. Bill Cornitius, PO Box 422t}, Sunriver, OR, owns the property to the west and south of floe project. Mr, Corzaitius stated that he believes there is a better site for this tower. He would like the commission to consider not allowing the tower and movizag it to a different site, that is less obstructive to the redevelopment of floe area. John Brosy, stated agaiza that this application is not for the location of the tower, but the height only. He noted floe number and height of floe other freeway signs and poles in the immediate area and stated that unlike there, which were intended to attz•act attention, the AT&T pole would divez•t attention. Commissioner Fish made a mofion fo approve Resolufion 501, approving fhe Variazace and Site Plan subject fo the recommended conditions of approval presented by staff, and adding That any additional co-locators on the pole will have fo meet fhe same requirements. Review and Recommendation on Pro osed Com rehensive Plan Text and Ma Amendments to Include the Central Point Transit Oriented Development tTfJfJ). Tom Humphrey, Planning Director, presented the changes. The Commission went through each section reviewing the requirements for setbacks, minimum lot area, and the different :ones. Various questions were asked azad answered during dais process. Paul Morris, of Mcl~eeverlMorris, assisted in answering the questions. Commissioner LeGros made a motion to extend beyond 10;40 P.M. Commissioner Fish seconded fhe mofion. ROLL CALL; Motion passed unanimously. C. Toni Kumphrey and Paul Morris, presented this itcn~ to the Commission. There was discussion about expanding the T~JD boundazy, zoning a~~cl sta~~daz•c{s into tt~e Dowzztow~~. t~t~aer items that were discussed in-depth revolved around adding "rcmode;led" to tl~e wording to include older housing and changes to commercial buildings. CJther questions z•aised were about let~ce height and alley and street widths. Mr, Morris, stated, he would bring two maps back for the coznnaissioz~ to loop at, o~~e with the downtown in it, and one without it. ©thcr questions and changes to the text will be brought back before the Commission, including a "Definitions" section for the new code cl~alater. D, Review and Recommendation on Central Point Trans ortation S stems Plan TSP , The TSP has been developed and forwarded to the Commission foz- approval by the Citizens Advisory Committee (CAC. Mr. l~umpl-zrey, stated, that he would like the Cozxzn~ission to postpone all of the last three items until the next meetizzg in October, so that the Planning Depaztment can write Findings of Fact and Conclusions of Law far the items, and that additional information can come forward. The area is designated in the Comprehensive Plan far commercial uses and is the prospective location of a new motel site. Authority The Central faint Municipal Cade (Section 1.24.020 vests the Planning Commission with the authority to review and make recommendations to the City Council an withdrawals from special districts. BisriYSSion Upon the recommendation of the Planning Camtnissian, the City Council will hold a public hearing on the proposed withdrawal and consider adapting an ordinance declarin,~ that the territory within the annexation area be withdrawn from Jackson County Rural Fire Protection District No. 3. This procedural routine will change iz~ the future pending implementation of the recent ballot measure. Recarnmendation Staff recommends that the Planning Commission recommend that the City Council withdraw the subject annexation area from Jackson County Rural Fire Protection District #3. The above-described property is not within the City of Central Point's current cotporate boundaries, but is contiguous to the City's existing corporate boundary and is within the Central Point Urban Growth Boundary {UGB}. Section 2_ The owners of the property proposed for annexation are W. Wayne and Linda G. Jones and there is trlutual consent to the annexation. Such written consent is on file at Central Point City Hall, 155 South Second Street, Central Point, Uregon. Section 3. £7RS 222.12.5 provides that when all of the owners of land in the territory proposed for annexation and not less that Sfl°lo of the electors residing in such territory have consented in writing to the arutexation of the land in the territory and file such written consent with the City Council, the property txtay be annexed without the requirement for an election or a public hearing. Section 4. Annexation ofthe described property is consistent with the City's ability to provide facilities and services to the real property, as required by the City's Cotrlprehensive Plan. Section ~. Pursuant to OtRS 222.125, the property described in Section 1 above, shall be and hereby is, annexed to and made a part of the City of Central Point, ©regon. ~~ Section 6. The City Administrator, or his designee, shall transmit a copy ofthis resolution to the Oregon Secretary off' State, and this annexation shall be effective when filed with the Uregan Secretary of State pursuant to QRS X22.180. BUSINESS A. withdrawal of Jones propez~ty ~1.4~} from Jackson. Count~Fire Protection District Na. ~. following its annexation to the City of Central Point. Tom ~-Iumphrey, Planning Director, presented the Planning Report. The three properties were recently annexed into the City of Central Point, In the past the Fire Districts in between. the City and County were under different jurisdictions. Now that the City, has annexed into Fire District Number 3, this procedure will no longer be nccessazy. Commissioner Fish recommended that the City Council withdraw the subject annexation area from Jackson County Rural Fire Protection District #3. Commission LeGros seconded the motion. ROLL CALL: motion passed unanimously. B. Review and recommendation on Proposed Coznpz•ehensive Plan Text and Map Amendments to Include the Central Point Transit Oriented Developz~zent {TODD. C. The Commission wcnf Through the: ~~cw changes aizd ~~ew document that discussed the land use and zoning cl~at~ges thaf are proposed for the `t'ransit t~riented Development area. Commissioner Riggs recommended the Comprehensive Plan Text and Map Amendments, and the Zoning Ordinance Text and Map Amendments to the City Council, with the following changes to the document. Adding a section describing the LMR and MMR in the Roof and Street Lighting Sections. Adding a section on Decorative Murals, and time limitations on temporary signs. Clarifying the section on horizontal windows. Add descriptions to each header describing which zones the section collates with. Fixing the tables regarding LMR zones. Changes to the Zoning Map to include the block in-between E. Pine and Oak and 6"' and 7"' Streets. The 1"+iortherly portion, would be included in the EC zone. Currently, the Tom Malot building resides on the property, The Southerly section would be zoned HMR. Also, adding that the code have periodic review to make sure it is functioning correctly, The first review of the code will be within one years tune of adoption. Commissioner Fish seconded the motion. ROLL CALL: motion passed unanimously. D. Review and Recommendation on Central Point Transpo~•tation Systems Plan {TSP). Torn. Humphrey, presented the Transportation Systems Plan. A fable was added to the document, That showed the widths of the new street cross-sections. The Commission aslfed that the maps, and all the cross-section diagrams be added to the packet. Commissioner Fish recommended the Central Point Transporfation Systems Plan to the City Council, with the changes of adding the maps and the street cross-section diagrams, Commissioner Foster seconded the motion.
