III, CfJRRESPONDENCE There was one item of correspondence relating to item A on the agenda IV, MINUTES Commissioner Fish made a motion to approve the minutes from the August 1, 2444 meeting as approved. VI, BUSINESS A. A Public rneetin to review a Site Plana lication that would allow the construction of 2 four- lex residential units near the intersection of Laurel and North Tenth Streets. The sub'ect ro ert is located in the R-3 Residential Multi le Famil District on Jackson County Assesszx~ent Plat 3'7~W02CB, Tax Lots 73G1 and 73(}S Ken Gerschler, Community Planner, presented the Planning Department Staff Report. This infill project would develop two vacant parcels with two four-plea units, that would allow have 1, 2, and 3 bedroom apartments. The panting requirements for the zoning requires 18 parking spaces, and the applicant has submitted a plan for 18 spaces, two of them being compact. One of the spaces is within the vision sight triangle and needs to be moved to the north in order for the ear to be out of the area. The Public Works Department is requesting that half street improvements need to be done along the Laurel Street frontage. tither options would include only putting in the curb, gutter, storm. drain, and sidewalk, or working with the city and other property owners to improve all of the street. Fire District Number 3 recommends would be to have a 28 foot radius on the ingress to handle a fire truck. Fire District Number 3 is also requesting that tl~e ire hydrant located at the intezsection of l.,aurel and 9`E' be upgraded frozx~ a residential hydrant to an industz-ial lzytlrant. This pazition has been in the works for over a year, ever since the temple construction started. During the site plan review of the Ten~zple structure, the Commission assigned conditions of approval that ensured compliance with the special setback zequirements and clear vision standards along Grant Road. All of the assigned conditions have been satisfied. The Public Woz'ks Mezrzorandum states that a reciprocal access agreement needs to be signed by both land owners to ensure that if either of the lots is sold that the parking will always be shared between the two sites. The Agent for the Applicant, Dan Park, stated that the partition is adzninistrativc in nature. The temple is one corporation and the church is a separate one. They want to separate the two because each corporation is a different venture. Commissioner Nish made a motion to approve Resolution 498, approving the Tentative Minor Land Partition of372W10BB, Tax Lot 300 subject tot he recommended conditions of approval {Exhibits C and E) and the Planning Staff Report and the Public Works Memorandum. Public zxxeetin to review a Site Plana lication that would allow the construction of a drive through est~resso stand near the Union 76 a~ s station at 1065 East fine Street The subject ro err is located in the C-4 Tourist and C}ffice Professional District on Tackson Count Assessment Plat 372W02D Tax I,ot 700 Barber this year Colvin C}il Company requested a drive fillrough window on the West side ofthe Union 76 gas station. The property owners have since negotiated a lease with Dutch Bros. Coffee to instal] a drive through eslaz•esso cart instead of the drive through window. The caz-t would be positioned in the Southwest corner of tl~e lot, approxiz»atcly SU feet away froze any fuel pump. The applicants have not submitted a landscape or striping plan to the city. C;3z~c additional parking space will be required, and a site for the parking place has been chosen. The s#~zcture itself is iclcntified as a "Gold Star" standard. The facility is intended to be fizlly self contained with all water anti waste brought in and carried out on a daily basis. TI•ze Planning Department is reeomznending that landscaping with boxes or wine barrels be planted with flowers during the Spz•iz•zg and Suznn~er Months. The appliean#, Travis Maxwell, stated they could get a striping plan done, that tl~e additional parking space would like to be added behind the stand and would be primarily used as a employee parkizzg space. Currently, the striping plan indicates that three cars could stack-up behind the stand. The Colvin's have already agreed to rescind their drive-thru request, approved earlier in the year. Commissioner Lunte stated he would like to make sure this application doesn't ha~re an adverse affect on Jewett School Road. The Commission asked if the structure could be moved north, 7 more fee#, in order to allow an additional vehicules to queue behind the coffee stand. Tl~e Applicants agreed to the request. Commissioner Riggs made a motion to Adapt Resolution lumber 499, approving tlxe Site Plan subject to the recommended conditions of approval and the Planning Department Staff Report, and the Public Works Memorandum. ft is also subject to the re-paving of the site sa that the storm water drains correctly and that the property ar~vners rescind their request for a drive-up winda~v at the site before a building permit is issued. A ne`v Site-Plan needs to be submitted shoving the striping plan, moving the building North an additranal '7 feet, and indicating where an additional parking space ~~vill be added to the site. Tom Humphrey, Planning Director, presen#ed the Planning Departznen# Staff Report. tiVith the popularity of cellular telephones, the telecommunications industry has been looking at sites to expand and pro~jide be#ter services to their customers. The tower itselfwould be a first for Central Point, and would provide better service to all Cellular users in the area, The structure is within the correct zone for towers under the City's new Telecoznznunications C.3rdinance, and the reason for the variance is so that the tower can house two facilities and so that AT&T Wireless can effectively provide service in the Central Point area. In relation to other signs and pales in the area, the cellular tower would be IC} #0 2~ feet taller. The tower will be painted so that it doesn't stand out and will not have a light on fop of it because it is z~ot requiz-ed lay the FAA. The Applicant, Spencer Vale, ofAT&T ViTireless stated the heiglzf offl~e pale is the lowest AT&T can operate effectively, and gave a brief overview ofwhy the industry is zz3ovizag fo the Rogue Valley Floor. A security fence would also be added around the perimeter of the tower and the block building. It would consist ofa 6 foot chain link fence ~vif3a 1 foot of harped wire on top ofit. The sub'ecf ro ert is boated on Jackson Count Assessznenf Plat 372W02 Tax Lot 1 Q4 and Plat 372W{} 1 Bl3 Tax Lots 12Qfl and 13fl 1 Tozn Humphrey, Planning Director, presented the Planning Department SfafflZeport. The applicants submitted the Tentative PLID plan to the Planning Comznissian and if was approved. The Final PUD plan is identical to the Tentative PUD plan and the applicants will be developing the PUD in four phases. An application for the first two phases leas already been subznitfed. The Agent for the Applicant, Richard Stevens, stated that there are no changes in-between the two plans and they are looking forward to developing the site. Commissioner Fish made a znofion fo approve Resolution 5(}0 for the final development plan, based on the findings of fact and conclusions of law contained in the record and subject fo the recommended conditions of approval as set forth in Resolution 49~. Tozn Humphrey AICP, Planning l3ircctor SUBJECT: Comprehensive Plan and Municipal {Zoning} Code Text and Map Amendme~~ts Bael~gx•c~und City Staff have been engaged in discussions and planning for a Transit Qriented Development TQD} Activity Center for the better part of a year. These efforts have been driven by the Rogue Valley Regional Transportation Plan {RTP} which, when it was adopted three years ago, identified about ten activity centers in the valley for mixed-use development. A subsequent study was prepared by Mcl~eever/Morris planning consultants who performed more specific site analysis and this is where the Central Point TQD really began to materialize and become a feasible development proposal {refer to Attachment A}. The City Council adopted a Resolution of Intent to pursue this amendment to the Comprehensive Plan and Zoning Code. Discusszan The land use changes and new zoning being proposed is broken down into two categories I }the TflD District, which is the focal point of the mixed use concept and 2} the TQD Corridor which is intended to compliment the TQD Districts and transit routes. The TQD District includes four basic land use designations including Residential TQD; Employment TQD, Civic TQD and Open Space TQD. These would become permanent new land use designations in Central Point. The TQD Corridor will include many, but not all, ofthe TQD District zoning districts described above. The application ofthe TQD zones in the corridor will be different because property owners will have the option of following either the base zone (or existing} requirements or the TQD Corridor zoning requirements. In other words, the TQD Corridor zoning will be a special overlay zone. Special Design Standards and Specifications have also been developed for use in both the TQD District and the TQD Corridor. These standards are slightly different than those the City is contemplating in its Transportation System Plan (TSP} for the rest of Central Point. In order to make this Comprehensive Plan and municipal code change an integrated transportation and land use package, the documents are all being considered together. The City Council will also have to adopt the Regional Transportation Plan (RTP~ as part of this process so that the two subordinate documents the Commission is considering will be consistent with the RTP. They reviewed the final draft and the TC)D Comprehensive Plan changes in August and have farwar•ded their recor~rmerrdations to you {see Attachment D}. Attachments A. BUSINESS A. Review and recommendation on Pro osed Corn. rehensive Plan Text and Ma Amendments to Include the Central Point Transit oriented Development fTC}D}. ,Tire. Bennett, City Administrator, explained the text amendments being proposed for the Comprehensive Plan. I-Ie explained the difference between the Comprehensive Tian and the Zoning Ordinances. FIe explained tl•zat the Comprehensive flan is the ruling body over the Zoning Code, and whenever there is a difference in the documents the Comprehensive flan rules over -the Zoning Code. The idea of the TC;~D is to reduce vehicles mile traveled and support a community within a community idea. The changes being proposed would ensure that this happens. Don Foster asked how long would the grow out be. Brett Moore, the stated it would take 10 to 15 years. Rick Perry, asked which will go first, the Residential or Commercial. Mr. Moore replied the residential sectors will be built first.
